CNS Parking Lot

Questions and Answers

Question 1:

The execution time is 210 days. Our experience as the leading asphalt company in Spain places the execution time at a more realistic 280 days taking into account submittal review time, time between required tests (i.e. compaction, etc) and final preparation of AS-BUILT drawings once accepted by the USG. Can this timeframe be considered as more accurate?

Answer:

The 210-calendar day performance of period indicated on Paragraph 1 of Section 01 11 02 was estimated by the A-E firm and it is for information purposes only. If the contractor estimates a different performance of period, he has to indicate it on his proposal.

Questions 2:

Review time for submittals is not concrete. General rule of thumb across Europe (USAFE, USACE, and NAVFAC) is either 14 calendar days or 10 labor days for review of submittals on the part of the USG. (exceptions are made for complicated or multi-part submittals) Can this time frame be included into the solicitation so as the bidders can proposed a more realistic execution period for the project?

Section 32.6.1 of Section 01 11 01 establishes: The review period of each submission may be up to 10 working days from the date of the receipt of the submission by Construction

Management. In some cases, due to complexity, the review period may be up to 15 working days. These review periods are for planning purposes only, submittals requiring further coordination with respective Air Force Agencies may require additional government review periods.

3. Question

We want to know if the existing structural steel canopies after removing and painting them must installed with the new canopies.

Note 4 of Drawing C101 (Existing Conditions/Demolition) establishes that the existing canopy structure and sheet metal roof shall be TEMPORARILY removed to allow asphalt removal, subgrade excavation, new embankment construction and asphalt placing.

Meanwhile, existing canopy and metal roof shall be repainted and properly stored.

Detail 1 of Drawing S100 (Canopy Plan, Foundation and Structure Plan) shows a layout with a canopy in the same place where the existing canopy is. That canopy has marked with

Legend 9 and 10. Legend 9 establishes that this canopy is the existing parking cover structure galvanized and painted. Legend 10 establishes that new gutter and downspout must be added to the existing canopy.

Section 3 of Drawing S100 shows a transverse section of the parking lot as indicated on

Detail 1. The left detail of that section shows the canopy marked with Legend 9, 10 and 12.

Legend 12 establishes that the existing cover must be painted gray underneath and white on top.

Therefore, the existing canopy must be disassembled, painted and stored until its reinstallation.
