SECTION 1 - DESCRIPTION OF SERVICES/GENERAL INFORMATION
1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, materials, transportation, management, supervision, quality control and labor necessary to provide:
Six (6) each nine (9) passenger vans (Automatic transmission) and 25 each Class II sedans (Automatic transmission) or eight (8) seven (7) passenger vans (Automation transmission) and 25 each Class II sedans (Automatic transmission) in accordance with this Performance Work Statement (PWS), all applicable commercial practices and Government of Spanish laws.
1.1. TYPE OF SERVICE REQUIRED.
1.1.1. Vehicles shall be no older than four (4) model years and have less than 100,000 km for the entire contract period. Vehicles reported to the vendor as having achieved or exceeded the four-year or 100,000 km requirement will be replaced within (5) five business days to meet the requirements of this paragraph.
1.1.2. Rental cost shall include unlimited mileage.
1.1.3. Lease price includes full coverage insurance and all applicable taxes, licenses, registration fees, and any other requirements as mandated by Spanish Law.
1.1.4. Vendor must maintain the minimum insurance in accordance with Spanish Law and proof thereof on each vehicle and provide current, up-to-date copies of this insurance to the user and the Fleet Manager
(to be designated by the Contracting Officer).
1.1.5. Vendor will ensure each leased vehicle is inspected and maintained in accordance with Spanish law. A copy of the up-to-date technical inspection (ITV) certificate will be provided to the user by the vendor upon initial issue of vehicle.
1.1.6. All vehicles must be delivered at Los Llanos Air Base, Albacete. Vendor must provide vehicles with a full tank of fuel and the Government will return the vehicle with a full tank of fuel. All vehicles will be returned to the pickup point.
1.1.7. Vehicles must be clean and fully serviced upon delivery. The condition of the vehicle will be documented and signed by the Contractor and the Fleet Manager at delivery and return. One completed copy will be submitted to the Contracting Officer by the Contractor for every vehicle.
1.1.8. Any and all maintenance (repairs/servicing) of vehicles is the vendor’s responsibility. When a vehicle requires maintenance, a replacement vehicle must be provided at the moment the leased vehicle is picked up for maintenance. Replacement vehicle must be the same class/type of vehicle being serviced.
The fuel tank must indicate 100% full at pick up time and 100% full upon return from servicing.
1.1.9. Exchanging of vehicles that are not of the same class/type is not authorized without prior written approval of the Fleet Manager and Contracting Officer.
1.1.10. Vendor shall provide the requested vehicle types from 18 April 2017 to 24 May 2017. A minimum of 15 vehicles between all awarded contracts will be required on 18 April 2017.
1.1.11. Only a Contracting Officer is authorized to make changes to the terms and conditions of this contract.
1.1.12. Emergency Repair Service: The Vendor is responsible for providing repair services for breakdowns that may occur while the vehicle is in use. Vendor must provide an emergency telephone number and point of contact (POC) that the Government can call 24 hours a day, 7 days a week.
1.2. GENERAL INFORMATION.
1.2.1. CONTRACTING OFFICER (CO) AUTHORITY. Only the Contracting Officer has authority to enter into, administer, terminate, or modify the terms and conditions herein. Any changes made by persons other than the CO will be considered an Unauthorized Commitment and subject to Ratification
Actions in accordance with the Federal Acquisition Regulation part 1.602-3.
1.2.2. Vehicles are subject to rejection if any one or more of the vehicle requirements are found to be unacceptable. If a vehicle is rejected, the contractor must provide a replacement within 4 hours, or a time agreed upon with the user.
1.3. TRAFFIC TICKETS AND VEHICLE DAMAGES:
1.3.1. Any fines or penalties and vehicle damages incurred by Government personnel during the period of the lease shall be redirected to:

1.3.2. The Fleet Manager will identify the driver assigned to the involved vehicle and process it for payment.
1.3.3. Any damage to vehicle needs to be reported by the Contractor at the time of vehicle return to the
Contracting Officer.
