SECTION 01 11 00

SCOPE OF WORK, DRAWINGS AND SPECIAL CONDITIONS

1. SCOPE OF WORK: The contractor shall provide all management, tools, supplies, equipment, and labor necessary to repair existing Fan Coil in every room and common areas and to fix existing exhaust systems in every floor/wing gang latrine of the buildings 114 as indicated in drawings/schedules attached, the project consists of

1.1. BASIC SERVICES.

1.1.1. Rooms fan-coils.

- See appendices B1, B2, B3, B4 & B5.

- Remove existing wooden cover and disassemble existing impulse grill.

- Remove existing aluminum or wooden frame.

- Remove existing gypsum board, as required, to dismount existing condensate tray and filter.

- Clean drainage pipe system, verified correct slope 2%, if existing slope does meet this criteria in any unit then that must be corrected.

- Chip of existing cement mortar to repair the wall finish as required obtaining a level surface.

- Remove existing condensate tray and filter. Construction inspector shall indicate to the contractor case by case, depending on conditions, if the materials will be disposal or delivered to the HVAC shop.

- Provide and install new condensate tray supplied by the fan-coil manufacturer.

- Provide and install new filter in accordance with fan-coil manufacturer recommendation.

- Repair existing pipe insulation, as required.

- Provide and install new aluminum frame 35x40x2 mm and 150x30x10mm wooden cover with piano hinges along the top edge, triangle locker at the center of the bottom edge and holder systems installed in each side to keep the cover horizontal during maintenance tasks.

- Install existing impulse grill in the new wooden cover.

- Repair existing gypsum wall and prepare surface for painting.

- Mildew-covered surface pretreatment.

- Primer, one layer, and final coat, two layers, color to match with existing wall.

- Cleaning the area affected by these tasks.

1.1.2. Common areas fan-coils.

- See appendices B1, B2, B3, B4 & B5.

- Remove existing casing and top grill.

- Clean drainage pipe system, verified correct slope 2%, if existing slope does meet this criteria in any unit then that must be corrected.

- Clean the condensate tray, filter and coil fins in accordance with manufacturer instructions.

- Replace top impulse grill, construction inspector shall indicate to the contractor case by case, depending on conditions, if the existing grill will be disposal or delivered to the HVAC shop.

- Check over electrical connection.

1.1.3. Gang latrines.

- See appendix B6.

- Remove existing motion detector controlling the exhaust system and rewiring to be connected directly to the panel board circuit breaker without any switch to energize the exhaust system, i.e., the system will be running 24 hours daily. Toggle switch near to exhaust fan, on exterior window, will be disconnected.

- Repair broken tiles in the shower area as indicated in B6 Table.

- Repair wall tiles as indicated in B6 Table.

- Repair marble partition in the Urinals wall as indicated in B6 Table.

- Paint ceiling in all the gang latrine area, following the same procedure used for room wall, pretreatment, primer and two final coats, see appendix B5.

2. PERFORMANCE PERIOD: The performance period proposed for the execution of this project is 150 calendar days and includes average inclement weather days. The Contractor shall not be able to commence the work until all the material has been received.

2.1. It shall be the sole responsibility of the Contractor to ensure all required submittals are submitted to the Contracting Office for approval in a timely manner which shall not incur any delay in completion of the project. Materials or equipment requiring long lead time for procurement and delivery shall be included in the period of performance. Delay in delivery/procurement will not justify an extension of the period of performance.

3. DRAWINGS: Not used.

4. GOVERNMENT-FURNISHED MATERIAL (GFM): Not used.

5. EQUIPMENT, CONTROLS, AND MATERIAL OF THE UNITED STATES OF

AMERICA: Not used.

6. CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the “Registro Oficial de Licitadores y Empresas

Clasificadas del Estado”, covering the following groups, subgroups, and categories. The certificate holder must execute the activities related to the certificate.

7. SPECIAL REQUIREMENTS: The contract shall be performed in successive phases as indicated in the following schedule:

First Phase (Estimate Completion Date 7 weeks after Notice to Proceed.)

- Basement floor: 2 Fan Coils.

- Ground floor: Laundry at North & South Wings: 4 Fan Coils.

- Ground floor: Storage: 2 Fan Coils.

- Ground floor, Common Areas, 4 Fan Coils.

All the above units mentioned shall be fixed before to accomplish any task in rooms units, as a training, to discover the small details necessary to accomplish the job without delays.

Second phase (ECD 1 week).

- Upper floor, Rooms East Wing: 13 Fan Coils.

Third phase (ECD 1 week).

- Upper floor, Rooms South Wing: 12 Fan Coils.

Fourth phase (ECD 1 week).

- Upper floor, Rooms West Wing, 13 Fan Coils.

Fifth phase (ECD 1.5 weeks).

- Upper floor, Rooms North Wing, 12 Fan Coils.

- Upper floor, Common Areas, 8 Fan Coils.

Sixth phase (ECD 1 week).

- Intermediate floor, Rooms East Wing: 13 Fan Coils.

Seventh phase (ECD 1 week).

- Intermediate floor, Rooms South Wing: 12 Fan Coils.

Eighth phase (ECD 1 week).

7.1. The Contractor shall not start the following phase until to complete the previous one.

Only when all the systems included in the present phase will be approved the contractor will be authorized to start the next phase.

7.2. In each of the different phases of the contract, the Contractor shall not be authorized to start any type work until they proof that all the required materials to accomplish the work are stored at the Base.

SECTION 01 11 01

GENERAL CONDITIONS

1. GENERAL: The work consists of furnishing all labor, materials, plant, transportation, equipment, and services to complete the project described in Section 01 11 00, Scope of Work, Drawings and Special Conditions, in accordance with the drawings and specifications, complete and ready for use by means of a firm fixed price construction contract.

Measurements given in the drawings and specifications are given for reference use only. It is the Contractor’s responsibility to verify any and all of said measurements.

2. GENERAL DESCRIPTION: The work consists in, but is not limited to, executing the line items indicated in the scope of work. All line items indicated in the scope of work do not limit or reduce the Contractor’s responsibility to perform all work as required by the project in order to provide a complete and operable facility.

3. LOCATION: The work is located in, Building 114, at Morón Air Base, Spain.

4. DRAWINGS ACCOMPANYING SPECIFICATION: Not used.

5. WARRANTY: For this contract the Contractor shall provide a two year standard commercial warranty associated with all scope of work items including materials and workmanship.

The warranty should cover all defects noticed and reported to the Contractor within two years after acceptance of the project. The Contractor shall repair or replace defective materials at the Contractor's expense within a reasonable time, and as approved by the Contracting Officer. The Contractor must comply with any additional warranty periods covered under Spanish codes and regulations.

6. BASE ACCESS:

6.1 Permits or Authorizations: The Contractor shall obtain all permits or authorizations to access Morón Air Base. Once the works have finalized, the Contractor will return the permits or authorizations. Contractor is responsible to provide escorts as required to complete the project.

6.2 Delays and Interruptions: Contractors are advised that due to security reasons, during the access/egress process of personnel and materials from the Morón Air Base delays are liable to occur. Additionally, the Contractor shall immediately interrupt work when required to do so if security warning/alarm situations occur.

7. WORK CLEARANCE REQUEST: Not Used.

8. BASE UTILITIES:

8.1 Use of Base Utilities: Water, Sewage and electric Base utilities are available to the Contactor for connections to the following facilities: Offices, latrines, break rooms, and laboratories.

The following Utilities will be available from the existing Base utility systems. Any additional utilities requirement besides what is listed below shall be supplied by the contractor at no cost to the Government.

a. Electricity 120/208 volts, 60 Hz.

b. Non-potable water.

Connection requests shall indicate the type of utility service required, type of connection and disconnection, utility service use and maximum duration. All connection and disconnection works for Base utilities shall be programmed between 08:30 and 16:00 hours, Monday through Friday, holidays excepted. It shall be the Contractor’s responsibility to effect the connections and disconnections and shall reimburse costs incurred in the connection, disconnection, conversion, transportation of Base utility services to the work site, including providing the mechanisms that avoid water from flowing back into the system (backflow preventers) and furnishing and installing the necessary transformers. The Contractor shall not activate or alter any control device of the system of the utility services, including water, sewage and electricity.

Control devices will be Government operated. The Contractor shall notify the Contracting Officer or authorized representative 5 duty days prior to any connection, disconnection or manipulation of the control system of the utility services required. Temporary overhead connections to utility services are prohibited. All systems shall be restored to their original condition prior to satisfying final contractual payments.

8.2 Base Utility Outages: Not used.

9. HOT WORK: Not Used.

10. VEHICULAR TRAFFIC, MACHINERY AND EQUIPMENT:

10.1 Traffic Control: Not Used.

10.2 Access Routes: The Contractor shall submit a plan for the access routes which shall be approved by the Contracting Officer or authorized representative.

10.3 Trucks: Trucks loaded with loose material (air borne dust, construction debris or other objects that could fall from them), shall be duly covered. Said covers, such as tarps, shall

01 11 01 - 3 be fastened over the load prior to accessing the adjacent roads.

11. PROGRESS SCHEDULE (AF Form 3064): (See solicitation/Contract FAR clause 52.236-15, Schedules for Construction Contracts, Apr 1984). The Contractor shall, within five days after the work commences on the contract or another period of time determined by the Contracting Officer, prepare and submit to the Contracting Officer for approval three copies of a practicable schedule showing the order in which the Contractor proposes to perform the work, and the dates on which the Contractor contemplates starting and completing the several salient features of the work (including acquiring materials, plant, and equipment). The schedule shall be in the form of a progress chart of suitable scale to indicate appropriately the percentage of work scheduled for completion by any given date during the period. If the Contractor fails to submit a schedule within the time prescribed, the Contracting Officer may withhold approval of progress payments until the Contractor submits the required schedule.

12. MOBILITY PLAN: Not used.

12.1 Parking: The Contractor, their employees and subcontractors shall park all vehicles, including heavy machinery, equipment or vehicles, in areas where they do not pose an obstruction in the corresponding work site. All possible efforts must be made so that the vehicles are not parked in an area where they will be clearly visible from the outside.

12.2 Material Storage: Storage containers will be in good conditions. The storage of materials at the work site shall be at the Contractor’s own risk. The use of private security guards at the work site shall require Spanish Air Force Security Forces approval. The Contractor shall not use the work site to store material previously approved by the Contracting Officer or authorized representative. Once the works have finished, the Contractor shall remove the excess stored material.

12.3 Project Sign: Not used.

13. QUALITY CONTROL PLAN: Not used.

14. WORK DAY:

14.1 Normal Work Hours: The Contractor shall perform all work during normal working hours unless a special authorization is issued by the Contracting Office representative to deviate from said work schedule. Normal working hours shall be from 0800 to 1700, from Monday to Friday, with the exception of holidays.

14.2 Work Outside Normal Hours: If the Contractor wishes to work outside the normal hours of operation, Saturdays, Sundays, or holidays, he shall submit an application to the Contracting Officer. The Contractor shall submit the request five (5) work days ahead of time as

15. CONSERVATION AND MAINTENANCE:

15.1 Conservation and Maintenance of the Existing Facilities: The contractor shall conserve and protect all existing facilities at the work site or adjacent to it which shall not to be removed or affected by the work required under this contract. The Contractor shall restore, at no additional cost to the Government of the United States of America, the facility affected during the execution of works to its original condition, before final acceptance of the project.

15.2 Conservation and Maintenance of the Existing Vegetation: The Contractor shall conserve and protect the existing vegetation (trees, shrubs, grass) on or adjacent to the work site, which shall not to be removed and which do not interfere with the work required under this contract. The contractor shall only remove trees or shrubs when specifically indicated in the drawings and specifications and shall avoid damaging the rest of vegetation. If any limbs or branches of trees are broken during contract performance due to the careless operation of equipment or the carelessness of the workmen, the contractor shall trim those limbs or branches with a clean cut and paint the cut with a tree-pruning compound. The contractor shall cut the grass or vegetation in the work site so that it does not exceed 10 cm in height. The Contractor shall restore, at no additional cost to the Government of the United States of America to their original state all areas disturbed during construction to their original condition before final acceptance of works under this project.

16. CLEANING AND MAINTENANCE:

16.1 Housekeeping and Site Cleanup: The Contractor shall dispose of accumulated debris, waste materials and rubbish and shall keep the site in order. All rubbish and waste materials shall be removed daily and shall be placed in contractor furnished containers and shall be removed on a daily basis to an authorized dump off-Base as the project progresses.

Contractors shall ensure all light weight debris at the construction site is properly secured in waste receptacles so that it does not blow to another area or onto the airfield. Once the works are finished, the Contractor shall remove the containers.

16.2 Cleaning and Maintenance of Access Routes: The Contractor shall be solely responsible for any material dumped/spilled by trucks, vehicles and machinery or equipment on the access routes. Said material shall be immediately removed by the Contractor. The Contractor shall be responsible for assuring that all access routes shall be kept clean and clear at all times.

No amount of debris whatsoever will be tolerated on the access routes

16.3 Waste and Construction Debris: The Contractor, once the project has been completed, shall submit a certificate from the authorized dump site to the Contracting Officer with the estimated amounts or waste and construction debris managed during the execution of

01 11 01 - 5 the project. The delivery tickets must be previously submitted for verification to Construction Management during execution of the work.

17. HAZARDOUS MATERIAL: Before transporting any type of hazardous material, the Contractor shall contact the Chief of Construction Management to coordinate handling and storage. The Contractor shall be responsible for complying with all applicable environmental rules and regulations concerning handling, transportation and storage of materials and/or dangerous waste.

18. NOISE CONTROL: The Contractor shall comply with all applicable municipal and state regulations and all bylaws and norms pertaining to noise control, applicable on or off Base.

19. SPECIFICATIONS AND DRAWINGS FOR CONSTRUCTION: Not used.

20. GUIDELINES FOR AS-BUILT SPATIAL DATA COLLECTION & SUBMITTAL:

Not used.

21 SITE INVESTIGATION AND CONDITIONS AFFECTING WORK: The Contractor acknowledges that it has taken steps reasonably necessary to ascertain the nature and location of the work, and that it has investigated and satisfied itself as to the general and local conditions which can affect the work or its cost, including but not limited to (See Solicitation/Contract FAR clause 52.236-3, Site Investigation and Conditions Affecting the Work, Apr 1984).

22. PERMITS AND RESPONSIBILITIES: The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any National, regional, local and municipal laws, codes, and regulations applicable to the performance of the work. The Contractor shall also be responsible for all damages to persons or property that occur as a result of the Contractor’s fault or negligence. The Contractor shall also be responsible for all materials delivered and work performed until completion and acceptance of the entire work, except for any completed unit of work which may have been accepted under the contract. (See Solicitation/Contract FAR clause 52.236-7, Permits and responsibilities, Nov 1991)

23. CONTRACTOR AND SUBCONTRACTOR PERSONNEL: The key personnel organizational chart for each project shall be posted in the Contractor’s office at all times. Any key personnel proposed change during the execution of the project shall be submitted to the Contracting Officer for approval.

23.1 Superintendent: The Contractor shall be responsible for work supervision and therefore shall assign and have on the worksite a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor. The superintendent must be able to effectively answer technical questions related to the project and effectively manage the work. The contractor shall submit Curriculum Vitae of proposed superintendent for approval by

01 11 01 - 6 the Contracting Officer or authorized representative. The Superintendent must have the qualifications and experience necessary to adequately perform the job in accordance with the characteristics and complexity of the project. The superintendent must have as a minimum a university degree in Technical Engineering or Technical Architecture and at least 5 years experience managing similar projects.

23.2 Quality Control Manager: Not Used.

23.3 Safety Manager: Not Used.

23.4 English Speaking Representative:

23.4.1 At all times during the execution of any work, the Contractor shall have a representative present on site that is fluent in the English language. The representative must be capable of explaining the work operations and receiving instructions in English. The English Speaking Representative will be evaluated by the Contracting Officer or authorized representative to determine competency and command of the English language. The Contracting Officer or authorized representative shall have the right to determine, without appeal of such decision, whether the proposed representative has the linguistic capability or not, in which case, said representative shall be replaced immediately by another previously approved by the Contracting Officer or his authorized representative.

23.4.2 All formal and informal contract meetings will be conducted in English. To that end, the Contractor shall have a representative present at these meetings that knows the English language fluently:

23.4.3 The Contracting Officer or authorized representative shall have the right to terminate any such meetings, without cause for claim, if in his/her opinion, the Contractor's English speaking representative hasn't the linguistic capability described above, and that by continuing would jeopardize the purpose of the meeting.

23.5 Key Personnel: The Contractor shall submit the organizational chart with the Curriculum Vitae for their proposed key personnel to include the Superintendent and English Speaking Representative, for Contracting Officer approval.

23.6 Personnel Listing: The Contractor shall submit a list of key personnel (previously approved by the Contracting Officer) to include position and phone number for emergency contact purposes. As changes occur and additional information becomes available, the Contractor shall correct the information contained in the previously submitted lists.

23.7 Personnel Transit On-Base: Personnel working on the Base shall keep to the work site and shall transit using the approved access routes. The personnel shall keep off restricted

01 11 01 - 7 areas unless the pertinent authorization is issued.

24. PUBLIC RELEASE OF INFORMATION: The public release of information o photographs concerning any aspect of the materials or services related to this bid, purchase order or other documents resulting thereof without prior written approval from the Contracting Officer.

25. SAFETY PROGRAM:

25.1 Safety Plan: Prior to commencement of work, the Contractor shall submit a Safety Plan to the Contracting Officer in writing. The Safety Plan must be prepared by a “Técnico Superior en Prevención de Riesgos Laborales, especialidad en Seguridad en el Trabajo” or a qualified technical profesional in accordance with current regulation. The safety plan shall be subject to approval by the Contracting Officer or his authorized representative. The work site Safety Plan shall identify safety and health risks of the workers and shall propose the necessary preventive measures for each unavoidable risk in order to protect the physical integrity of the workers and minimize material damage to the facility. Fire prevention measures shall be indicated for those works which involve a fire risk. The Contractor shall provide fire extinguishers for hazardous works in which fire or a fire risk is involved. Avoidable risks shall be eliminated. Preventive measures shall be preferably collective in nature. Those risks for which, technically, collective preventive measures do not apply shall allow the use of Personal Protection Equipment. The Contractor shall list the contents of the First Aid Kit in the Safety Plan.

25.2 Standard Regulations: The contractor shall execute the Safety Plan in accordance with the corresponding current Nation, Autonomous Community, Province and Municipal legislation. The program shall include, but not be limited to, the following:

- “Occupational Safety and Health as of 1970, Public Law 91-596, 91 Congress, S.2193, 29 December 1970.

- "Public Law Amendments 91-596 through 1 January 2004”.

- “Ley 31/95, de 8 de Noviembre, de Prevención de Riesgos Laborales".

- “Real Decreto 286/2006, de 10 de marzo, sobre la protección de la salud y la seguridad de los trabajadores contra los riesgos relacionados con la exposición al ruido”.

- “Real Decreto 363/1995, de 10 de marzo, por el que se aprueba el Reglamento sobre notificación de sustancias nuevas y clasificación, envasado y etiquetado de sustancias peligrosas” and its modifications RD 1802/2008 and RD 717/2010.

25.3 Base Regulations: The Contractor, his employees and subcontractors shall become familiar with and comply with all Base rules and regulations including fire, traffic and security regulations.

25.4 Excavations and Hazardous Areas: Excavations and all areas considered hazardous by the Government of the United States of America shall be protected by suitable barriers, lights and beacons (flags, cones, boards). Warning lights (portable lamps IP-44 minimum) or safety signal lights shall be installed by the Contractor. The Contractor shall pay for any damage resulting from his own negligence. The responsibility of supplying, erecting, maintaining and removing all barriers, lights, beacons, warning lights and safety lights shall be solely the Contractor’s. Once the works have finalized, the Contractor shall remove all signaling elements such as barriers, lights and beacons.

25.5 Burning and Explosives: Burning practices and use of explosives without prior written authorization from the Government of the Unites States of America is prohibited.

26. ASBESTOS: The use of asbestos containing materials is prohibited.

27. CELL PHONE AND RADIO TRANSMITTER RESTRICTIONS: Under no circumstances shall radio transmitters or cell phones be used without prior approval from the Government of the United States of America.

28. WEATHER PROTECTION: The Contractor shall take the necessary precautions to protect the work site, facilities, equipment and materials from weather, to include those furnished by the Government or Government Property. It shall be the Contractor’s responsibility to be aware of weather forecasts and to take the necessary protective measures. Prior to commencing any work, the Contractor shall have at the site the material (tarpaulins, etc…) or necessary equipment to protect the site, facilities, equipment and materials exposed to rain, wind, or other

Required tarpaulins shall not be light plastic, the thickness shall be enough as to assure that the weight of accumulated water does not exceed the resistance of the tarpaulin, thus tearing it. The Contractor shall be responsible for damage caused due to lack of protection against the weather.

29. MATERIAL AND/OR EQUIPMENT SUBMITTALS:

29.1 Submittals Required: The Contractor’s Quality Control Manager shall submit the documentation or samples indicated in the Form “Schedule of Material Submittals” for each material or equipment.

29.2 Submittal Procedure: The Contractor shall attach AF Form 3000 “Material Approval Submittal” to the documentation or sample of material or equipment submitted. The Contractor shall fill in all the necessary fields of AF Form 3000. The Contractor shall turn in AF Form 3000 and the documentation or sample of the material or equipment to the Contracting Officer within the time frame indicated in the document “Schedule of Material Submittals” for approval prior to commencement of any type of work. Within a reasonable period of time (estimated by the Contracting Officer), the Contracting Officer shall return the AF Form 3000 indicating if said submittal has been approved or not. If the Contracting Officer has not approved the submittal, the Contractor shall provide a new submittal.

30. MATERIALS AND/OR EQUIPMENT:

30.1 Material and/or Equipment Purchase Order: Once the Contractor has received approval from the Contracting Officer for the submittal, the Contractor shall proceed with the purchase order for the approved equipment or material.

31. COMMENCEMENT OF WORK: Once all the required materials and/or equipment are available for use, the Contractor shall proceed to commence the works. If the Contractor wishes to commence works without all materials and/or equipment on site, he shall request authorization from the Contracting Officer.

Dique Limpiador Antimoho no elimina las manchas de moho, su misión se limita a destruir las colonias de hongos y mohos, por lo que siempre será necesario pintar después del tratamiento.

Superficies pintadas Para el pintado de otros materiales ó situaciones específicas no contempladas en esta Ficha Técnica, consultar con nuestro Servicio Técnico Comercial.

Precauciones Durante la manipulación de Dique Limpiador Antimoho Fungicida protéjanse las manos con guantes de goma ó plástico y los ojos con unas gafas.

Para casos especiales de industrias muy contaminantes de moho como plantas de productos alimenticios, leche y derivados, conservas, cervezas, panaderías, etc. es necesario imprimar adecuadamente.

Superficies nuevas:

Albañilería: Aplicar una primera mano diluida al 10-15%. La segunda mano diluir hasta 5% si es preciso.

Yeso “muerto” o pulverulento: Fijar con Procolite Fondo Penetrante.

Hierro / Acero: Imprimar con Procofer Expert Mino Antioxidante o Procofer Expert

Imprimación Antioxidante.

Madera: Imprimar con Selladora Universal o Acritec Multiprimer.

Superficies pintadas: Si la pintura se encuentra en buenas condiciones, limpiar y aplicar Dique Pintura Plástica.

En superficies interiores con temple ó en mal estado, aplicar una capa de Procofix, eliminando previamente desconchados y emplasteciendo si es preciso con Proplast.

En superficies desgastadas ó pulverulentas, aplicar previamente una capa de Procolite Fondo Penetrante.

OBSERVACIONES Si las superficies a pintar están contaminadas de moho, es imprescindible que se limpien adecuadamente.
