PERFORMANCE WORK STATEMENT

PROTESTANT RELIGIOUS EDUCATION COORDINATOR

February 2016

1. SCOPE OF WORK:

The contractor shall furnish all labor, tools, materials, and transportation to provide Protestant Religious Education (RE) Coordinator on RAF Alconbury. In addition the contractor will coordinate, administer and plan all Protestant religious education programs and monitor bible studies sanctioned by the chapel through the Chaplain for clarification and information.

2. SPECIFIC REQUIREMENTS:

2.1. Religious Environment. The Contractor shall maintain the ability to work in a pluralistic religious setting amongst the Chapel community. The contractor must be able to communicate the needs and goals of RE program to the chaplain.

2.2. Qualification. The Contractor must have completed an Associates of Arts degree with an emphasis in Christian Education or Religious studies or a minimum of two (2) years’ experience in performing Religious Education.

3. DUTIES AND RESPONSIBILITIES:

3.1. Primary Duties. The contractor shall work with the chaplain and Protestant Activities Coordinator to develop annual continuing religious education program for the Protestant parish to include but not limited to: Sunday School, Children's Church, Approved Workmen Are Not Ashamed (AWANA), Men’s Ministry, Women’s Ministry, Chapel sponsored bible studies/classes, Vacation Bible School (VBS) and other meetings or activities dealing with religious education. Provide recommendations for establishment of an annual budget (1 Oct - 30 Sep) in writing for all religious education requirements; to include:

selecting needed materials, publications, supplies, projected programs, teacher training and special religious education programs. Develop and plan for registration activities, recruitment and training of teachers (including substitutes and helpers) and ensure all adult workers (18 years or older) have the prescribed installation records checks completed, kept current and on file.

3.2. Administrative. The contractor shall attend monthly Protestant Parish Advisory Council and monthly staff meetings (approximately one hour), providing religious education reports. Prepare religious education publicity as required for base paper, official base bulletin, and chapel bulletins at least four (4) weeks in advance of the activity or program and submit to the wing chaplain for final approval in final written format for printing. Maintain current information for all religious education program participants including name, address, phone number, age (exclude adults), marital status/single parent, and any special needs for each group (must be maintained in accordance with Privacy Act requirements). In accordance with the requirements of the DOD Instruction 1402.5, Criminal History Background Checks of Individuals in Child Care Services, the Service Provider must submit all requirements (fingerprints, biographical data, background information, etc.) necessary for completion of national, state, and local law enforcement agency background checks.

3.3. Facility and Programs Coordinate to ensure the required facilities are open and ready for use thirty

(30) minutes before starting time for RE programs. Ensure the facilities are secure, and all lights are off after activities. Coordinate and provide oversight for Sunday/Weekly religious education classes. Ensure facility requests are submitted in a timely manner for any events in the chapel. Recruit and train teachers and volunteers to implement Vacation Bible School (VBS). Ensure all RE workers are aware of local safety requirements and procedures. Secure and clean all facilities utilized in conjunction with religious education programs. Keep records of students and teachers on appropriate Air Force forms and provide statistical input for the AFCCARS, with all Religious Education data to the chaplain NLT the 1st of each month.

4. GOVERNMENT FURNISHED EQUIPMENT:

Office, desk and equipment will be provided by the Government. Appropriate office furniture and equipment includes a desk, chair, filing cabinet and, subject to availability, copier services, audio-visual equipment, curriculum, and standard classroom supplies. The chapel will provide the following non-monetary support-in-kind to facilitate the accomplishment of ministry: Local telephone access and limited use of long distance telephone access as required by this position. The chapel will provide access to and use of computer equipment, to include LAN accounts, provided that the contractor meets necessary security qualifications (e.g., National Agency Center (NAC) clearance or other acceptable clearance.)

5. HOURS OF OPERATION:

The contractor shall provide services of 20 hours per week, with a requirement of 10 office hours at a minimum Monday through Friday 0730-1630. The Government may reduce office hours to meet the religious education needs after normal duty hours. The contractor shall be expected to support the Protestant weekly Worship Services on Sunday. The contractor shall arrive (30) minutes prior to the Protestant Service on Sunday to ensure the RE Sunday school and Children’s Church curriculum are provided to the Children’s Ministry Director as well as all volunteer workers and teachers. They must ensure that all volunteers and teachers are properly trained and equipped.

6. SECURITY:

6.1. The Contractor will ensure that any government keys issued to them are not lost, misplaced, or used/loaned by any other person. Issued keys will not be duplicated. The contractor shall ensure that any facility they are in charge of is locked and secured before departing if they are the last group in that facility for the day.

6.2. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the installation, shall abide by all security regulations of the installation. When any employee no longer works for the contractor at the installation, the contract manager shall return any government furnished identification card to quality assurance personnel or Security Forces. Contractors shall expect delays entering the base and entry and exit of restricted areas. If, for any reason, Security Forces or any military member detains a contractor or contract employee, the contractor is to comply with their request and is not to become combative or argumentative. Contractors may be required to undergo Antiterrorism Level I training within 30 days after contract award.

7. PHYSICAL SECURITY:

In the interest of installation security, all vehicles and personnel entering and operating on the installation are subject to search at any time.

8. EMPLOYEES:

8.1. The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest. In addition, the Contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106 Air Force Industrial Labor Relations Activities. The Contractor is cautioned that off duty active military personnel hired under this contract may be subject to permanent change of station (PCS), change in duty hours or deployment. The abrupt absence of these personnel shall not constitute an excuse for nonperformance under this contract.

8.2. The Contractor shall not employ persons for work on this contract if such employee is identified to the Contractor by the Contracting Officer as a potential threat to the health, safety, security, general well being or operational mission of the installation and its population.

9. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE NATIONAL

COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER:

Contractor access to the installation may be denied during a national emergency or crisis situation called by national command authorities, or overseas combatant commanders. Such circumstances are deemed beyond the government's control and access to the installation may be limited in such circumstances on the basis of public safety and installation security. Should limited access be necessary, the responsible squadron will inform the contactor in writing and identify the date when services may resume, if possible.

The contractor will not be held liable for lost time during these situations.

10. SERVICE SUMMARY:

The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The SS provide information on contract requirements, the expected level of Contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success.
