AB101 Niamey, Niger-Africa Questions and Answers

Q1) Is it possible for a site survey and extension to allow time for this survey?

A) A site visit/survey will not be possible at this time due to current mission requirements and certain assets on the installation. In addition, the local commercial airport is currently closed to international passenger flights. An extension, solely base upon a site survey need, will not be added, as there will not be a site survey.

Q2) Shipping via Government freight forwarder vs door-to-door?

A) The product and all necessary components will need to be delivered to the following address to be MiAir’d to AB101 location:

BLDG 1757 Vandenberg Ave McGuire AFB, NJ 08641

Upon award, and after the vendor has gathered the items for shipping, the exact dimensions and weights of all pallets will be submitted to 768EABS CONS in order to process 1149s for the MilAir process. Once approved, the completed 1149s will be sent to the vendor to place on each package PRIOR to delivery to the aforementioned address.

Q3) With the previous and current constraints of the work days (holidays, current Covid19, and Social Unrest issues) will the government authorize an extension for the submission of the proposal to allow the vendors adequate time to prepare the proposals?

A) Proposal Due date has already been extended to 13 July 2020, but can be further extended if necessary. This requirement is time sensitive, so extension request must be within reason.

Q4) Will the Gov't provide a "boundaries" map of the AB in order for the vendor to properly conduct a sound propagation analysis to Identify how many actual outdoor sirens it may require to cover the entire area?

Q5) IAW 1.0.2 The Contractor shall install at least two new siren treated wood poles or equivalent (classification 2), with omni-directional speakers to provide the voice coverage for the OPS and ERF areas. See Table 1 and Figure 1. Are the new poles to be furnished by the Government or Vendor?

A) Vendor

Q6) If the existing poles on site are surveyed to be in good condition, will the Gov't allow the vendor to reuse the existing poles?

A) No

Q7) The contractor understands that the Government currently has two existing GV poles. Is it the Governments Intention to add two additional GV poles, for a total of 4? Or simply to replace the two existing GV poles?

A) Two new poles for a total of 4

Q8) IAW 2.3.20 Legacy System Removal/Site Restoration/Debris Removal. All equipment and residuals from this project Including speakers, amplifiers, boards, conduits and cabling shall be disposed of off base by the Contractor IAW Niamey environmental laws and regulations.// HOWEVER, Gov't Also Stated: 4.0 EXISTING GOVERNMENT FURNISHED EQUIPMENT (GFE) / INFORMATION /ACCESS /

STANDARDS. Para 4.1 Existing GV System. The existing GV system at Niamey consists of the following (all legacy equipment and Infrastructure Is to be kept as part of this contract): Two (2) existing ATI Omni-directional speakers, 1600-watt Eight (8) existing ATI batteries. Four (4) existing amplifiers, 400watt each. Two (2) existing solar power panels Two (2) pole antennas. One (1) BDOC central control station antenna. One (1) BDOC central control station equipment. Is the Gov't requiring the legacy equipment to be disposed of or collected and turned over back to the Gov't on site? Additionally, will the contractor be responsible for removing and disposing of the existing wooden poles?

A) The legacy equipment is staying in place. This is for a new install. The contractor will not have to remove or dispose of any existing poles.

Q9) It appears that the Gov't is asking the vendor to install NEW poles with all new equipment. Can the Gov't clarify lf the existing equipment is to be utilized in the overall coverage plan being offered by the vendor or does the Gov't desire all existing equipment (Poles 1 and 2, identified in the map) to be taken down and new equipment per the table to be installed?

A) All new equipment. No old equipment is to be used

Q10) IAW 3.2 Place of Performance. The place of performance is AB101 Niamey, Niger. Will the government provide secure storage area for the materials being shipped into the work site?

A) Yes

Q11) Will the government provide vendor personnel with authorization to access to on-base lodging and other facilities (DFAC, Commissary, etc)?

A) Yes, will be discussed further after award.

Q12) To reduce the overall cost and save Government resources on shipping and handling, would the government consider accepting shipping/delivery of equipment to a state-side facility and utilize military cargo transport to the final destination?

A) Please refer to Question #2.

Q13) The requirement is two sirens to be mounted on wood poles or equivalent material. Is galvanized or steel poles or other material expectable as a replacement for wooden poles class II?

A) Yes galvanized or steel poles would be equivalent. The new poles shall be able to withstand a wind load up to 100 miles per hour sustained and a 140 mph 3 second gust.

Q14) The requirement calls for JF12 radios. The previous radios installed via ATI on existing GV system were CM-200D which are not JF12 compliant. In order to meet this requirement all radios must be JF/12 compliant an upgrade to the existing radios is necessary in order to meet this requirement. Will this be acceptable?

A) The previous GV system does not require the CM-200D to be upgraded. While they are not compliant, they will not be used anymore so this is not a requirement of the SOO.

Q15) For wood poles or equivalent, steel, concrete and composite are all considered equal or exceed minimum standard wood poles with each type having their own optimal installation methods, with direct burial being best for wood and pier mounted for steel, will the base accept steel poles that are pier mounted, that meet the performance standard of a wood pole that is direct burial? The concrete pier will be level with the gradient for direct burial equivalency.

A) Yes this will be acceptable for steel poles

Q16) Are any points in the USA acceptable for shipping purposes for ease of consolidation?

A) Refer to Question #2.
