STATEMENT OF OBJECTIVES
FOR
INSTALLATION OF A NEW
GIANT VOICE (GV) SYSTEM

1.0 SCOPE.
The statement of objective (SOO) defines the requirements for the Contractor to Engineer, Design, Furnish, Install, and Test (EDFI&T) a Giant Voice (GV) System for AB101 Niamey, Niger. AB101 currently has one (1) primary Base Defense Operation Center (BDOC) ATI Central Control Station and two (2) existing outdoor omni-directional speaker arrays. The new GV system shall provide intelligible voice coverage for the entire Niamey ERF and OPS areas.
The new GV system will communicate via secure two-way VHF radio on an approved frequency. This project covers the following technical objectives:
1.0.1 The Contractor shall install two (2) central control stations, with one in the Base Defense Operations Center (BDOC) and one in the Front Gate Entry Control Point (ECP). These control stations shall be independently capable of activating, monitoring, and controlling the GV system.
1.0.2 The Contractor shall install at least two new siren treated wood poles or equivalent (classification 2), with omni-directional speakers to provide the voice coverage for the OPS and ERF areas. See Table 1 and Figure 1.
1.0.3 The Contractor shall install solar power panels, voltage regulators, mounting brackets, cables, and auto-sensing generators to provide the power requirements for the new siren speakers.
1.0.4 The Contractor shall provide the latest available software versions for the new GV system, which must be able to interface with AtHoc net-centric Network Alerting System in a future integration.
1.0.5 The new GV system must be able to disseminate emergency information rapidly and effectively to all personnel immediately, but no longer than 10 minutes, before, during and after incident notification and verification.
1.0.6 The new GV system shall provide real time terrorist attack announcements, weather warnings, Force Protection, chemical spill warnings, active shooter, exercises and local accident information affecting base operations and/or general announcements.
1.0.7 The Contractor shall provide all personnel, equipment, installation, configuration management, testing, labor, lift, material, software, wiring, documentation, and services in support of the program. Services include: project management and systems engineering services in support of the design, system staging, site preparation/development, equipment installation and optimization, acceptance testing, one (1) year warranty on all new GV equipment, software and labor.
2.0 REQUIREMENTS.
2.1 GENERAL REQUIREMENTS. The Contractor shall provide all equipment, tools, wiring, software, materials, supplies, transportation, lift, labor, supervision, management, and other
Niamey, Niger 3 incidentals necessary to EDFI&T the requirements as stated in this SOO. The Contractor shall replace the current GV System, and provide all the required support infrastructure to include such items as approved Radio Frequencies (RF), VHF radios, digital voice messages, mother boards, siren controller boards, siren amplifier boards, and batteries. All materials shall be new and not refurbished.
2.1.1 Safety Requirements.
2.1.1.1 Site Coordination. The Contractor shall meet with the base safety officer immediately upon arrival on site for review of the specific safety requirements prior to installation.
2.1.1.2 Confined Space. Not Applicable.
2.1.1.3 Accident/Incident Reporting and Investigation. The Contractor shall record and report all available facts relating to each instance of injury to either Contractor or Government personnel to the Site Safety Office unless otherwise stated in the SOO. The Contractor shall secure the scene of any accident and wreckage until released by the accident investigative authority through the Site Safety Office. If the Government elects to conduct an investigation of the incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.
2.1.2 Security Requirements.
2.1.2.1 Security Clearances. There are security requirements for performance of this work.
Some of this work will take place in secure areas where Contractor employees must be escorted at all times. The Contractor must coordinate access to secure areas at least seven (7) calendar days ahead of time. It is the Government's responsibility to provide escorts. The primary Contractor shall provide adequately cleared personnel for the performance of this task order.
Contract personnel required to perform work within the BDOC don’t require a Secret security clearance but must obtain a base pass from the Visitor Control Center.
2.1.3 Environmental Management. The Contractor shall comply with the most stringent environmental CSL Niamey, local laws and regulations; Air Force policies and plans. The Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies and animal species protection for activities on Niamey. The Prime Contractor shall ensure their sub-Contractors comply with these specifications. The 768th EABS/COMM will check with the base environment office to confirm environmental approval of the two new concrete pole installations.
2.1.4 Permits. Not Applicable.
2.1.5 Integrated Product Team (IPT). The Contractor shall chair a weekly IPT meeting that includes Contractor representatives, the Contracting Officer (CO), representatives of 768 EABS/COMM, A6CP/TTE and all required base personnel from Niamey. The Contractor shall provide a worldwide “Meet Me” Telecon capability for the duration of the project. The purpose of this meeting is to discuss project progress, problems being encountered, corrective actions
Niamey, Niger 4 taken, and other discussions necessary/beneficial to ensure success and timely completion of the work. The Contractor shall be responsible for the meeting minutes. A copy of the minutes shall be provided to each attendee and disseminated via e-mail addresses IAW CDRL A004.
2.1.6 Quality Assurance. The Contractor shall provide a Quality Control Program for the entire life of the project. The Contractor’s quality assurance evaluator shall assist the Government representative in performing random spot checks and system acceptance tests. The Contractor shall be responsible for identifying system and outside plant deficiencies and/or discrepancies throughout the life of the project. A weekly report (soft copy) shall be submitted indicating progress/status and listing any deficiencies/discrepancies found and actions to correct them IAW
CDRL A003.
2.1.7 Contractor Personnel.
2.1.7.1 Project Management. The Contractor shall provide a Project Manager (PM) and alternate(s) responsible for contract performance and continuity. The Contractor shall identify the Project Manager’s or alternate's range of authority to act for the Contractor relating to daily contract operation.
2.1.7.2 Site Point of Contact (POC). The Contractor shall designate the Contractor's on-site team leader and alternate(s) as the Site POC for individual projects in their Site Visit Request Letter. The Site POC or alternate(s) shall be on site during duty hours until project completion.
The Site POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters.
2.1.8 Warranty. The Contractor shall warranty the products of its manufacturer to be free from defective material and workmanship. Break-fix support for hardware and software related to the new GV system shall be provided for no less than one year after the its system acceptance date, to include all field trips, telephone support, and shipping costs.
2.1.9 Manuals and Practices. The Contractor shall provide the latest version of operation, installation, maintenance manuals, troubleshooting instructions, and practices/users guides for each system installed as provided by the original manufacturer with all new equipment.
2.1.10 Out-brief. The Contractor shall conduct an out-brief with the site 768 EABS/COMM POC or designated representative at the conclusion of the implementation. The implementation out-brief shall inform the customer of implementation results and necessary maintenance issues (including warranties).
2.1.11 Enterprise-Wide Contractor Manpower Reporting Application (ECMRA).
The Contractor shall report ALL Contractor labor hours (including Sub-Contractor labor hours) required for performance of services provided under this contract for expanding the Niamey GV system via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address:

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the ECMRA help desk.
2.2 SPECIFIC REQUIREMENTS.
2.2.1 Outside Plant Requirements. The Contractor shall EDFI&T the approved J/F-12 two-way digital VHF RF communications infrastructure for the new Niamey GV system, coordinating with the site for approved frequencies. The Contractor shall provide as-built drawings, including current RF system communications infrastructure connectivity schematics, upon project completion in Visio and PDF format along with paper copy of as-built IAW CDRL A001.
2.2.1.2 Distances provided by the government are approximations and should NOT be used for ordering materials.
2.2.1.3 The new RTUs shall be properly installed with weatherproof sealants, proper connectors, tubes, and liquid tight to prevent water and moisture from entering the cabinet enclosures that will damage the dedicated electrical and communication motherboards, siren controller boards, amplifiers boards, and battery components.
2.2.1.4 The Contractor shall ensure the appropriate voltage and current are provided to the siren tower location. The Contractor shall verify the voltage, current, wire size, distance, transformer size, fuses, breakers, voltage & current limiting devices and other variables are correctly utilized to drive the new load.
2.2.1.5 The Contractor shall coordinate with 768 EABS/COMM and local CE before energizing all new power loads.
2.2.1.6 The Contractor shall comply with all applicable documents including standards in paragraph 4.2
2.2.1.7 Upon project completion, the Contractor shall provide configuration management, as-built drawing documentation of the installed system, operating manual and detail troubleshooting instructions of the new GV system, including the predicted and tested audible coverage areas
IAW CDRL A001.
2.2.2 Installation Requirements.
2.2.2.1 Restoration. Any wall penetrations shall be restored to meet NFPA 1, NFPA 70 and NFPA 72 standards.
2.2.2.2 Grounding. The Contractor shall install and ensure the proper grounding of the newequipment to the Telecommunication Main Ground Bus-Bar (TMGB), near the terminal in all communication rooms. Contractor shall install and ensure properly ground the outdoor equipment and electrical power in accordance with base, local, state and federal codes, laws and National Electric Code’s most recent edition and in paragraph 4.2.

2.2.2.3 Bonding. Shield bonding connectors, bond bars, braids, ribbons, clamps, etc., shall be provided to maintain cable shield continuity at splices and at ground connections. Bonding connectors shall be provided IAW RUS Bulletin 1753F-803 (PE-33). Shields shall be grounded and continuous throughout the cable distribution system.
2.3 Giant Voice (GV) System Installation. The existing GV system shall provide prerecorded and intelligible voice alert messages, informational messages, action to be taken, playing of taps, retreat, reveille, and active shooter announcement messages to all personnel in the event of an emergency, terrorist threats, Force Protection contingencies, and exercises. The system shall comply with the following: UFC 4-021-01, AFI 10-2501, DoDI 6055.17, and Secretary of Defense Memorandum: Final recommendations of the Fort Hood Follow-On Review, Aug 18, 2010. The Contractor shall use the most stringent of the directives and standards in Para 4.2.
2.3.1 Features and Capabilities. The new GV System shall provide the following features and capabilities:
2.3.1.1 The Contractor shall provide a solution to install new weatherproof RTUs and new weatherproof omni-directional siren speakers at the siren locations indicated in Table 1 and Fig
2. The Contractor shall test, adjust, and ensure the new siren speaker arrays provide adequate and intelligible live voice and pre-recorded messages for the entire site populace without bleed-over to nearby community. See Table 1 Attachment Figure 1.

2.3.1.2 The siren speakers shall deliver alert, warning and informational messages of what to do before, during and after an emergency, exercises or disaster by the operators at the Primary central control station at the BDOC and Alternate Front Gate ECP.
2.3.1.3 The BDOC and Alternate ECP Central Control Stations shall be capable of transmitting emergency announcements as live voice messages to alert and warn base personnel through remote siren speakers via microphone to any individual or all speakers.
2.3.1.4 Activation and control subsystems: The new radios for all system communications shall be spectrum certified by US Military Communications Electronics Board with an approved J/F- 12 number assigned, and be capable of utilizing a Frequency Shift Keying (FSK) modulation scheme, and meeting narrow band and 256 bit AES encryption requirements. The Contractor shall provide communication, activation and control with the FSK format.
2.3.1.5 The system shall allow operators to activate remote siren controllers independently or as an entire system. The system shall be equipped with a silent test diagnostic that allows it to test all major system components without producing an audible signal.
2.3.1.6 The remote siren controllers shall allow for multiple activation sequences to be programmed from the BDOC and Alternate Front Gate ECP control station or locally at the site.
2.3.1.7 The new omni-directional speaker arrays shall be equipped with a RTU, 240VAC, two-way VHF radios, 256 bit encrypted communication, control and status monitoring. The RTUs will utilize a separate battery cabinet that isolates the new batteries from the electronic circuitry.
The system shall be equipped with a silent test diagnostics that allows it to test all major system components without producing an audible signal. The new RTUs shall be stainless-steel, weatherproof, corrosion-resistant and meet NEMA-4X standard (protection from the worst environments).
2.3.1.8 The central communication system shall be programmed to perform automatic testing of all speakers in the system, weekly and/or monthly routine report, quiet testing, growl test or a full system test.
2.3.1.9 Siren Poles: The Contractor shall install new treated wood poles (class 2, direct burial).
The new poles shall be able to withstand a wind load up to 100 miles per hour sustained and a 140 mph 3 second gust. The new poles, speakers, and lightning rods shall not exceed 60ft from the ground and meet the height restrictions as specified by AB101 Niamey, Niger base Civil Engineering. All new and existing poles shall support the full weight of the siren speakers and the windload. The locations of the poles are identified in Figure 2 and Table 1. The Contractor shall install the proper 2 inch PVCs, conduits, ducts, liquid tight, connectors, weatherproof sealants for speaker cables and power cables, proper ground rods, cables and clamps for the lightning strike protection.

2.3.1.10 The Contractor shall ensure the proper lightning strike and grounding protection on the siren speakers, RTU, and the involved poles. The Contractor shall install waterproof and weatherproof sealants on the connectors, cables, wiring, conduits, tubing, and cabinet enclosures.
2.3.2 System Interface. The new GV System shall provide the following features:
a) Application Programming Interface (API) or a way to remotely activate audible alerts.
b) Standard TCP/IP network protocols, RS 232, RS-485 and audio-in input.
c) The API should conduct all interactions using XML messages conforming to the OASIS
Common Alerting Protocols (CAP) Standard
d) The API shall allow an external system to initiate specified pre-recorded audio alerts in the Giant Voice / PA system.
e) Target activation of specific sirens or speakers.
f) Request reports on the status of delivery and activation of an alert already in progress;
specifically, if the alert was delivered to all targeted speakers and these speakers are sounding the alert.
g) Terminate an alert already in progress.
h) Request reports on system health status, replying with a detailed response.
i) The Giant Voice system shall allow the activation of target siren or speaker via dry-contacts and audio-in input.
2.3.3 Preprogramming. The new GV system shall be configured and pre-programmed with the following messages:
All Messages shall be followed by a French message (for host nation awareness) and Italian message for Coalition Partners.

2.3.3.4 Control System will perform the following functions:

2.3.4 Zone Selectable. The Niamey GV system shall provide a speaker zone selective configuration capability. The GV system shall be configured to activate all zones or by individual zone. The GV system shall allow for the pre-configuration of at least two (2) zones, ERF and OPS, which can be selected by the operator to promptly issue an announcement to the selected area.
2.3.5 Override Capability. N/A.
2.3.6 Central Control Stations. The new GV system shall have two way RF VHF communications alarm software with graphics screen for control and status monitoring. The system shall be capable of being activated, monitored, controlled and receive real-time remote status monitoring of all system activities from the BDOC and Front Gate Entry Control Point (ECP). The central control stations shall be able tocontrol the speaker volume. The Contractor shall ensure the antennas and RF coaxial feeds/cables with the proper grounding and lighting protection systems for all central control stations. The Contractor shall provide the GPS time servers, GPS antennas, cables and mounting brackets for maintaining the accurate timing and synchronization of the central control PC consoles.
2.3.7 Base Defense Operation Center (BDOC). The Contractor shall provide and install the new Desktop PC with Window 10 OS, 22 inch monitor, keyboard, mouse, and ink jet printer, new desk noise canceling microphone, new digital two-way communications unit, new software
Niamey, Niger 10 package, new Smart UPS (240VAC), new VHF base station radio, new Omni directional antenna (VHF), antenna cable, and antenna mounting bracket.
2.3.8 Front Gate Entry Control Point (ECP). The Contractor shall provide and install the new Desktop PC with Window 10 OS, 22 inch monitor, keyboard, mouse, and ink jet printer, new desk noise canceling microphone, new digital two-way communications unit, new software package, new Smart UPS (240VAC), new VHF base station radio, new Omni directional antenna (VHF), antenna cable, and antenna mounting bracket.
2.3.9 Backup Power for Control Stations. The Contractor shall provide each central control station with its own backup power (UPS) to maintain operations during emergencies that could result in temporary loss of normal base utilities. Backup Power Capacity for fire alarm systems is defined in the National Fire Alarm Code, NFPA 72, and section 4.2. As stated in Annex E of NFPA 72, mass notification systems should have the same backup power capacity as fire alarms.
NFPA 72 states that the secondary supply for the control station shall be capable of supporting alarm operation for a minimum of 4 hours.
2.3.10 Backup Power for Siren Speaker Locations. Each speaker location shall have the battery backup power to maintain operations during emergencies that could result in temporary loss of the generator IAW NFPA 72, the solar power panel shall be capable of operating the system under quiescent (non-alarm) load for a period of 72 hours and then shall be capable of operating the system under an emergency condition for 60 minutes at maximum connected load.
2.3.11 Wiring and Infrastructure. The Contractor shall furnish and install all signaling wiring to include RF to provide control of the GV system.
2.3.12 Electrical Power. The Contractor shall coordinate with 768 EABS/COMM and site Civil Engineering Electrical Shop on power removal, modification, and/or installation existing dedicated 240VAC power, 16 amp, one phase at each site. Installations must comply with NFPA 70 (National Electric Code) and UFC 3-520-01 Interior Electrical System requirements.
2.3.16 Coordination. All support infrastructures shall be coordinated with 768 EABS/COMM and Site Civil Engineering.
2.3.17 Audible Signal. When broadcasting tone alerts for different warnings and when used as a vocal GV system for command and control instructions, the speaker system shall produce an audible signal and intelligible voice messages to any personnel located in the populated areas.
See Figure 1 and 2.
2.3.18 Music and Voice. The new GV system shall be capable of broadcasting standard military music selections, pre-recorded voice and live voice (ref para 2.3.3.)
2.3.19 Onsite Training. Upon completion of the installation process, the Contractor shall provide “one-time” User Training to the designated Site Staff in accordance with the customer requirements. User training shall include step-by-step instructions on the utilization of all features of the new GV system as well as basic system troubleshooting. The Contractor shall
Niamey, Niger 11 provide operational training to the users and system training to the Operators/Maintainers as needed. Instructional sessions including training slides/guidance/documentation shall be permitted to be videotaped for future training purposes. The Government shall retain the right to duplicate and distribute the training material for future training purposes. This training shall include setup, configuration, operations, and user diagnostic, repair and replacement. The Contractor shall conduct a classroom instruction on the system to include the operational and maintenance requirements of the system for up to ten (10) students utilizing a Government approved training plan IAW CDRL A007.
2.3.20 Legacy System Removal/Site Restoration/Debris Removal. All equipment and residuals from this project including speakers, amplifiers, boards, conduits and cabling shall be disposed of off base by the Contractor IAW Niamey environmental laws and regulations. Prior to project completion, the Contractor shall remove all debris and surplus materials from the work place. Equipment and materials required to complete the work effort may remain on site as long as they are organized/stored in a manner that does not cause a safety hazard.
2.3.21 Final Acceptance. The Contractor shall schedule a final project walk-through and complete system test of all work completed prior to close out with the government representative from 768 EABS/COMM. This should be scheduled at least 5 business days prior to the acceptance. The Contractor shall perform testing and inspections of the GV systems IAW the approved test plan. When any system, subsystem, component or requirement test fails to meet the requirements of the test, Government acceptance will be withheld until such time as the cause of the failure is corrected to the Government’s satisfaction. After appropriate corrective action has been taken, all tests including those previously completed related to the failed test and the corrective action shall be repeated and successfully completed prior to Government acceptance IAW CDRL A005 and CDRL A006.
2.4 Service Outages. The Contractor shall be responsible for preventing any unscheduled service interruptions (i.e. cutting or disabling any in-service cables or equipment), Contractor-caused interruptions of communications capabilities shall be coordinated and properly identified.
The Contractor shall coordinate planned outages with 768 EABS/COMM in advance of the outage if the implementation necessitates disruption of service, (e.g., communications, electrical, or other utilities).
2.5 Identification/Marking. The Contractor shall clearly mark all Contractor-Furnished Property and Equipment (CFP/CFE) with their company's name. The Contractor shall place an easily read, very visible, sign (minimum 8.5" x 11") on large containers, construction equipment, or un-manned rental vehicles while on the Government installation indicating the company name and both the Contractor and Site POC's names and local telephone numbers. The Contractor shall label all equipment, pole # on the involved cabinet enclosures, and cables they install on in accordance with ANSI/TIA/EIA-606-B-2012.
2.6 Installation Schedules. The Contractor shall provide a complete milestone schedule that denotes project activities to include time-phased start and completion dates for the project and sub-projects associated with the installation of the components and system IAW CDRL A002.

2.7 Weekly Status Reports. The Contractor shall prepare a Weekly Status Report and distribute IAW CDRL A003. The purpose of the report is to inform IPT members of project progress, problems being encountered, and other topics necessary/beneficial to ensure success and timely completion of the contract requirements.
2.8 Red-Line and As-Built Drawings. The Contractor shall submit drawing showing the “as built” configuration in Visio format. The As Built Drawings shall include the locations of all existing tower locations; the Global Positioning Satellite (GPS) coordinates of each tower location, the logical diagram of the GV system, the facility location of the GV equipment, a floor plan of the room location, power source facilities and connections, a rack elevation plan of the GV equipment, and tested coverage areas for Niamey. The coverage area drawings shall be shown on a satellite image of the coverage areas with the street names, facility locations and other geo-references shown IAW CDRL A001.
2.9 Restricted Access Areas. Niamey has some restricted areas where access is limited and requires Government escorts. The Contractor must coordinate access to secure areas no later than seven (7) calendar days ahead of time.
2.10 Test Plan. The Contractor shall submit a written test plans that details how they will test the new GV system, all station encoders, all siren speakers arrays, in compliance with Unified Facilities Criteria (UFC) 4-021-01. In addition, the Contractor shall submit written instructions to system operator(s) for conducting periodic system tests. The test plan shall consist of the Cutover Plan, paragraph 2.12. The new GV system shall be tested and demonstrate to the Government that the system is fully operational and meets or exceeds the specified requirements and that the system is fully ready to be placed into service. The Contractor shall also test the system to demonstrate to the Government quality assurance evaluator of the system. These tests shall be accomplished prior to the system being placed into service IAW CDRL A005.
2.11 Acceptance/Installation Test Report. The Contractor shall provide an installation test report of the results of the testing accomplished under the installation test plan IAW CDRL A006.
2.12 Cutover Plan. The Contractor shall provide a detailed cutover plan and schedule to delineate how the transition shall be implemented to minimize or avoid GV system down time
IAW CDRL A005.
2.13 Testing Requirements. The Contractor shall furnish all test equipment and personnel required to conduct all required testing. The Contractor shall document all test results in a “Test Report(s)” and submit to 768 EABS/COMM, A6CP/TTE and all required base personnel from Niamey within 5 calendar days of completion of each test. During any testing phase, the Government reserves the right to perform any of the Contractor performed inspections and tests to assure solutions conform to prescribed requirements. The Contractor shall provide on-site support during the acceptance testing IAW CDRL A006.
2.14 Line of Sight Test. The Contractor shall test two-way RF transmit and receive communications signals from the Central Control Stations and Antennas to the Remote Terminal

Units and Antennas. Test shall be accomplished to ensure the GV system will meet the required end-to-end RF communications signals strength.
3.0 GENERAL INFORMATION.
3.1 Period of Performance. The period of performance shall be determined by the proposed project duration including installation, training, and testing & acceptance.
3.2 Place of Performance. The place of performance is AB101 Niamey, Niger.
3.3 Hours of Operation. The Contractor shall perform the services required under this contract during normal duty hours of the facility where work is being performed. At Niamey, normal duty hours are: 0700 – 1600 MST. Any other work schedule outside of normal duty hours requires Contracting Officer (CO) approval. The Contractor shall not perform work under this contract on US Federal holidays or site-unique down-days unless expressly authorized by the CO. Part or all of the facility may be occupied during this effort. Contractor shall accomplish the installation with minimum disruption of daily office activities. Performance on federal holidays or down-days is at the discretion of the Contractor. If performance of work outside normal duty hours will be required to meet the scheduled dates stated above, include desired working hours in the Proposal.
3.4 Base Support. The laydown and dry storage areas will be provided upon request. The Contractor shall secure this area if needed.
4.0 EXISTING GOVERNMENT FURNISHED EQUIPMENT (GFE) / INFORMATION /
ACCESS / STANDARDS.
4.1 Existing GV System. The existing GV system at Niamey consists of the following (all legacy equipment and infrastructure is to be kept as part of this contract):
Two (2) existing ATI Omni-directional speakers, 1600 watt Eight (8) existing ATI batteries.
Four (4) existing amplifiers, 400watt each.
Two (2) existing solar power panels Two (2) pole antennas.
One (1) BDOC central control station antenna.
One (1) BDOC central control station equipment.
4.2 Government Applicable Documents and Standards. The Contractor shall comply with these documents during the performance of this work. The Contractor shall obtain and comply with any other applicable manuals not identified above that would be required to meet industry standards.
