726 EABS Mobile Vehicle Maintenance Camp Lemonnier, Djibouti

Solicitation Questions and Answers 5 May 2020

1. Could you please clarify the bid closing date?

Answer: 20 May 2020

2. What would be the requirements needed from me?

Answer: please refer to the Performance Work Statement (PWS) and combined synopsis/solicitation for contractor requirements to bid.

3. Do I need to put my bid through in this email, or is there a set of formal forms to put all my information into? If so, would you please direct me to the proper place on the solicitation email?

Answer: Contractors shall use the PWS and RFQ guidelines for minimum required information in bids. Bids shall be submitted at francoise.m.douala.mil@mail.mil

4. I wanted to ask if it would be possible to remain in billeting to support you better if all employees are US Nationals? A Facilities Clearance will not be required but an LOA will be?

Answer: This contract is NOT currently permitting contractors for this requirement to live on base (in billeting).

5. Looking at 44 hours a week 6,864 total 3 Mx personal total to make up that exact time but R&R needs to be addressed as well so a 4th needs to be placed on the team. Is that what you were thinking?

Answer: please refer to the PWS for the number of mechanics required for solicitation bid.

Scope of Work Section 1.1 “… the contractor shall provide resumes of three experienced mechanics to maintain military owned vehicles…”

6. Will Per-diem be authorized since no MWR/DFAC/APO/MILAIR/BX?

Answer: per diem to the contractor and contractor personnel will not be authorized under this contract requirement.

7. If not USNs and Utilizing FCNs on this contract where would the USAF Pre Deployment happen and is that cost reimbursable?

Answer: costs incurred by the contractor for deployment of contractor personnel would not be reimbursable by the U.S government.

8. Please explain if you require more than one mechanic with at least 10 years of experience?

Answer: the minimum requirement is “the contractor shall provide resumes of three experienced mechanics” and “the contractor shall provide at least one (1) mechanic with at least 10 years of experience [out of the three mechanics].”

9. Do you require three mechanics or more?

Answer: Scope of Work Section 1.1 “… the contractor shall provide resumes of three experienced mechanics to maintain military owned vehicles…”

10. Can you identify the perimeter (radius in miles) from camp Lemonnier the mobile maintenance vehicle will service?

Answer: The approximate mileage from Camp Lemonnier (CLDJ) to Chabelley Airfield (CADJ) is 12 miles.

11. Would the agency provide the fuel/lubricants for the mobile maintenance vehicle?

Answer: The contractor is responsible for all aspects that pertain to the maintenance and servicing of his own mobile maintenance vehicle.

12. Please provide a description of the ancillary equipment the maintenance vehicle shall be equipped with and the required mechanical maintenance equipment the vehicle shall carry in its compartments to meet your requirement.

Answer: The minimum requirement for the contractor is to provide a mobile maintenance vehicle large enough to transport required equipment/tools for minor maintenance (jump unit, minor tools, tires, etc.); these tools shall be loaned by the COR.

13. Can we recommend adding a dedicated CLIN for the maintenance vehicle?

Answer: No additional CLINs shall be added. The vehicle will primarily be used to transport the mechanics to each site. A standard 4x4 SUV or truck will suffice.

Occasionally, the contracted mechanics may need to transport small boxes, tires, small tools, and fluids. The contractor will have access to maintenance tents at both locations (CLDJ and CADJ) as a workspace. Each tent has tools and equipment needed to accomplish maintenance tasks.

14. Does the contractor responsible for the supply of any materials or the agency to provide all materials?

Answer: The COR will provide tools and materials with the exception of Personal Protective Equipment (coveralls, eye/ear protection, steel toe boots, gloves, etc.)

15. Section 1.4 requires an on-call response of 60 minutes, but section 1.6 requires an on-call response time of 2 hours, Please explain which of your requirements the contractor shall respect and which one shall the contractor ignore.

Answer: The contractor shall not ignore the terms and conditions identified in the PWS unless otherwise stated or clarified in answers.

Scope of Work Section 1.4 “the contractor shall establish procedures to ensure on call personnel shall report for duty within 60 minutes of notification [during the normal duty days]…” Scope of Work Section 1.6 “the contractor shall provide on-call response within 2 hours for weekends, holidays, and after normal duty day in paragraph 1.4…”

16. Shall we assume this contract performance to begin by 7/1/2020?

Answer: The contract performance for the base year shall begin on 1 July 2020 and end on 30 Jun 2021.

The Option year shall begin 1 Jul 2021 and end on 30 Jun 2022.

17. Please elaborate when award is expected, so we can adhere to the requirement to submit an on-call procedure 21 day prior to contract start date, unless this can be submitted post award.

Answer: Contract award will occur NLT 1 Jun 2020.

18. What is the agency expectation from such flights and travel circumstances to affect the beginning of contract performance? Can the contractor staff join any of the agency flights from CONUS to Djibouti?

Answer: No additional information available for travel and flights.

The contactor will not be authorized by this contract to join any of the Government flights from CONUS to Djibouti.

19. Please elaborate your expectation of performance from the contractor for the month of June of each contract year.

Answer: The contract performance for the base year shall begin on 1 July 2020 and end on 30 Jun 2021.

The Option year shall begin 1 Jul 2021 and end on 30 Jun 2022.

20. Should the Quality Maintenance Control Program be part of the offeror quote?

Answer: The contractor is authorized 30 days after contract award to submit the Quality Maintenance Control Program.

21. Please provide the number of your maintenance events that required after-hours mechanical on-calls in the last 2 years.

Answer: For the last year, there has been no after hours on calls requirements for the contracted mechanics.

22. Please provide the number of vehicles for maintenance per manufacturer / listed category.

Answer: The information requested has been identified as sensitive, and unavailable for public dissemination.

23. Would you require the contractor to provide a spill berm or carry any spill or other environmental responsibility in the performance of this contract?

Answer: The contractor is not required to provide any of the above materials; the COR will supply items needed.

24. Please provide your technical evaluation sub-factors.

Answer: Please refer to the PWS for the sub-factors the contractor must adhere to in order to be considered technically acceptable. The contractor shall be able to meet the minimum requirements described in the PWS and subsequent clauses located on page 45 of 72, in order to be considered acceptable.

52.212-2 – Addenda to Evaluation -Commercial Items (Oct 2014)

“Technical acceptability will be determined as pass/fail by the Vehicle Fleet Manager based on the mechanics experience listed in section 1.1 of the PWS, of this combined synopsis/solicitation meeting the years of experience requirements listed in the PWS.”

25. Does past performance play any role in offers evaluation?

Answer: The contractor will be evaluated on Price and Technical Capability.

Please refer to the Evaluation factors on page 11 of 72 for more information on the evaluation factors against which the contractor will be evaluated.

26. Would contractor personnel, as defined DEVIATION 2016-O00008 (June 2016), considered by the Contracting Officer as CAAF?

Answer: CAAF generally include all U.S. citizen and third-country national employees not normally residing within the operational area whose area of performance is in the direct vicinity of U.S. Armed Forces and who routinely are collocated with the U.S. Armed Forces (especially in non-permissive environments).

27. Would the contractor mechanics be entitled to housing within Camp Lemonnier?

Answer: This contract is NOT currently permitting contractors for this requirement to live on base (in billeting).

28. Would the Air Force/USAFRICOM require contractor personnel to conduct training through a CONUS Replacement Center before deploying to Djibouti?

Answer: please refer to Clause 252.225-7980 Contractor Personnel Performing in the United States Africa Command Area of Responsibility. (DEVIATION 2016- O00008) (Jun 2016) for the minimum training requirements.

29. Would the contractor be responsible to independently provide its security solution on the side of the road for maintenance calls (out of the camps)?

Answer: Yes, the contractor is responsible for independently providing its security solution on the side of the road for maintenance calls (out of the camps).

30. Would the contractor be responsible to independently provide its own security solution in its residence and at beyond the work hours?

Answer: Yes, the contractor is responsible for independently providing its security solution in its residence and at beyond the work hours.

31. Is this solicitation is a continuation of existing contract? If yes, please share with us the contract number.

32. Please identify your insurance requirements from the contractor.

Answer: the contractor shall provide Health insurance for contractor personnel and Insurance on his mobile vehicle.

33. Would you require offerors to split offers to separate technical and financial volumes?

Answer: The contractor shall submit quotations IAW with the pricing schedule on page 3 of 72, in addition to a breakdown of the factors used to create the proposed firm fixed price identified on the pricing schedule.
