FA5422-17-Q-7045 Questions & Answers

1. ITEM 0001, Solar Fly, Small Shelter

a. Is the frame for the Solar Fly required to be free standing or is it acceptable if the Solar Fly frame rests directly on top of the shelter?

• The frame does not have to be free standing; however, if it rests directly on top of the shelter it must not cause any damage to the existing fabric or structure.

b. What is the minimum warranty for this item? Is the warranty required to cover any tears or wear spots on the shelter cover if the Solar Fly frame rests on top of the shelter cover?

• The minimum warranty for this item is 1-year or the standard manufacturer warranty.

c. What is the minimum Break Strength required per ASTM-5034?

• There is not a required minimum Break Strength per ASTM-5034; however, the solar fly must meet minimum salient features identified in Attachment #1 of the solicitation.

d. What is the minimum Tear Strength required per ASTM-D5587?

• There is not a required minimum Tear Strength per ASTM-5587; however, the solar fly must meet minimum salient features identified in Attachment #1 of the solicitation.

e. What is the minimum required amount of power saved when using the Solar Fly, if any?

• The minimum required amount of power saved when using the solar fly is 10%.

f. What is the minimum internal temperature differential when using the

Solar Fly, if any?

• There is not a minimum internal temperature differential requirement.

g. Is a test report certifying the power savings and internal temperature differential required for the proposed Solar Fly?

• No

2. ITEM 0003, Adjustable Raised Floor System

a. How many pounds per square foot load is the floor system required to withstand?

• The floor system must support a minimum of 50 pounds per square foot.

b. How many base pads is the floor system required to provide?

• The floor system must have at least 24 base pads/stands to adequately support the raised floor. The contractor must provide all of the pads.

c. Is it a requirement that each base pad must include a jack system to adjust the height of each pad?

• Each base pad/stand must be adjustable to increase the ability to accommodate an uneven terrain.

d. What is the minimum number of adjustment points in the system?

• The base pad/stand must have at least 4 adjustment points.

e. RFQ Attachment #1 requires that the floor system “Assembles with minimal manpower with standardly available tools only.” Please define what is meant by “minimal manpower” and “standardly available tools.”

• The floor system can be assembled with 4-8 personnel with standard hand and electrical tools such as a drill, screwdriver, hammer, etc.

f. How many anchor points are required per system?

• Each base pad/stand must have two anchor points that are pre-drilled.

g. What type and quantity of anchors are required with each system?

• Each base pad/stand must be able to be anchored with a minimum 5/8” diameter stake or 5/8” diameter bolt.

h. What are the minimum salient characteristics of the vapor barrier?

• The vapor barrier must be waterproof and have a diagram for ease of floor construction.

i. What are the minimum salient characteristics of the prefabricated panel?

Is the prefabricated panel required to be made of plywood, or is a plywood alternative such as OSB acceptable?

• OSB board is acceptable.

j. What are the minimum requirements for attaching the base frame of the

SSS to the raised floor system?

• The base frame of the SSS must be able to be bolted to the raised floor system.

k. Is the floor system required to be reusable? If so, how many separate setup and strikes must the system be capable of sustaining without damaging the surface of the floor system?

• Yes, but only the OSB/plywood should have to be replaced after each use.

l. Are any stairs required with the raised floor system? If so, what are the minimum salient characteristics?

• No stairs are required.
