FA5422-17-Q-2004 Plate Carriers Solicitation Questions & Answers #2

Included in the list below is a list of all questions asked for clarification of the requirement and the responses received from the end user.

1. In regards to the specification requiring the Plate Carrier to have pre-integrated level III armor.

Found on Question 3 of the technical evaluation sheet and as part of the addendum to the Clause at 52.212-2 on Page 4 of the RFQ.

Does the pre integrated level III armor refer to Level IIIA Soft Armor or Level III Hard Armor?

Answer: The requirement is for pre integrated level IIIA Soft armor to be included with the Plate Carriers.

2. For the pre-integrated armor, what does that consist of? Front and back soft ballistic plates?

Answer: Pre-Integrated Armor should meet the specs for level IIIA protection (soft ballistic) and be included for the Front, Back and Sides

3. Do we need to include side plates in the pricing as well?

Answer: Pre-Integrated Armor is also required for the Side Panels

3. Will the front and back soft armor be a standard size like 10 x 12, or a custom sized to fit the size of each carrier? ( SAPI, ESAPI, BALCS)

Answer: The requirement is for SAPI's. All Pre-Integrated armor should be sized to fit the carrier.

4. Do you have a soft armor areal density and thickness requirement? There are currently multiple US Air Force solicitations that require NIJ-0101.06, Level IIIA soft armor with a MAX areal density of

1.05 lbs./ft2 and MAX thickness of 0.25 in.

Answer: Level IIIA is what we require.
