Statement of Work For
Pinsetter Upgrade at Emery Lanes Kadena AB, Okinawa, Japan

1.0 Purpose.
The purpose of this acquisition is to upgrade all current AMF 82/70 pinspotters, computer control boards, flat gutters, and back-end ball returns with brand new free fall XLI EDGE pinspotter machines. Must be 100% compatible with current Conqueror X scoring system HYPERBOWL lane feature, Centerpunch deck lighting, Tech-wizard options.
1.1. Scope of Work.
The scope of work includes removal of 34 AMF 82/70 pinspotters and all current components and upgrade with 34 brand new XLI EDGE free fall pinspotters, computer control system, and control interfaces. Contractor will be responsible for initial setup including timing issues and all aspects of upstart of new machines. Contractor will set up 40 hours of on-site training to ensure staff is competent in operation. Contractor is responsible for providing all tools and materials required for removal and installation of equipment.
1.1.1. The installation must be done by a certified technician on devices and equipment is required due to the systems currently installed on Kadena AB, which could be compromised and rendered nonfunctional if the work is not performed by certified technicians.
1.1.2. Procure, install, and program 34 XLI EDGE Pinspotters,34 free-fall kickbacks, transition adapter blocks, back flat gutters, standard spare parts kit, and new lighting control interface. All required electrical connections. The following facilities will be included in the work specified by this document: 113
1.1.3. The contractor shall be permitted the use of Emery lanes forklift, and dumpster. All obsolete or discarded equipment will be disposed of by Emery lanes in accordance with base requirements. On Base lodging will be made available (at contractors’ expense). Base access to be granted for the duration of the upgrade. Freight services will be allowed through two options.
Tracy Depot (Kadena) or Ship to Kadena AB BLDG 113 Schreiber Ave. Kadena Cho Okinawa, 904-0000. If shipped through Tracy Emery Lanes will provide documentation when needed.
1.1.4. Contractor is responsible to ensure all equipment associated with project is of the highest quality available, i.e., Steel parts instead of plastic when available.
1.1.5. Contractor will ensure that all installed equipment is compatible with the following electrical requirements 60 Hz 110-220v available on site.
1.1.6. The contractor will provide contact service information, training, and warranty forms.
1.1.7. The contractor will do a full functional test to ensure all installed equipment communicates properly.
1.1.8 The contractor will complete all required work including installation and cleaning within a 6-month period after contract has been awarded. Moreover, once onsite installation begins must be completed within 30 days.
1.1.9 The contractor may conduct a site visit during the specified time set by 18 CONS.
1.1.10 The POCs for the site visit will be Mr. Joseph Hunt, Mr. Keary Wilkinson, or Mr.
Warren Corbett
1.1.11 Failure to comply with SOW could result in termination of contract.
1.2. CLEANING AND PROTECTION
1.2.1. Maintain Walk Through - The contractor must maintain common walk-through areas to allow proper evacuation of the building in the case of emergencies.
1.2.2. Remove Rubbish - The contractor must remove rubbish, wrapping paper, salvages and scrap. The contractor must not leave waste material inside or outside of the facility overnight, or for a prolonged period of time, when work is not done. Remove and dispose of waste materials only at authorized off base locations, daily.
1.2.4. Final Cleaning - The contractor must remove packing material, boxes, broken items, spots, smears, and other foreign matter.
2.0 SUMMARY REQUIREMENTS
The Contractor will procure, replace, install, and test all the required items for installation of XLI EDGE pinspotters. At a minimum the contractor will supply, install, program, 34 XLI EDGE Pinspotters, 34 free-fall kickbacks, transition adapter blocks, back flat gutters, standard spare parts kit, and new lighting control interface, and all required electrical connections: The Manufacturer shall furnish all Parts, labor, transportation, materials, tools and equipment necessary to complete project.
2.1. Specific Requirements
2.1.1. Existing Equipment, All obsolete or discarded equipment will be disposed of by Emery lanes in accordance with base requirements
2.1.2. The contractor shall comply with all provisions of the Occupational safety and Health Act (OSHA) and the Corps of Engineers Manual, EM 385-1-1, entitled "General Safety Requirements." The contractor shall conform to all Air Force regulations and directives pertaining to security, safety, fire, traffic, and personnel clearances in so far as they pertain to the contractor's activities while on Kadena AFB. The contractor shall brief his workers on safety and fire prevention regulations.
3.0 GOVERNMENT-FURNISHED PROPERTY AND SERVICES
3.1. Utilities. The government will provide water and electricity, when available.
3.2. Conservation of Utilities. The contractor will instruct employees in utilities conservation practices. The contractor will be responsible for operating under conditions, which prelude the waste of utilities, which will include:
3.3. Lights will be used only in areas where and when work is being performed.
3.4. Water faucets or valves must be turned off after the required usage has been accomplished.
3.5. Government telephones will not be used for personal reasons or for any toll or long-distance calls.
3.6 Emery Lanes will provide forklift and dumpster for cardboard and general trash. Contractor is responsible to provide at least one forklift certified operator. Contractor must follow base disposal guidelines i.e., separating recyclables glass and cardboard. Machine parts and property will be disposed of by Emery Lanes in accordance with property management controls.
4.0 GENERAL INFORMATION.
4.1. HOURS OF OPERATION. Whenever possible, work shall be accomplished during the standard 8-hour day, 5-day week, Monday through Friday, between the hours of 9:00 AM and 5:00 PM local time, excluding Federal legal holidays and non-workdays resulting from holidays occurring on weekends. Work may be required during off-duty hours and weekends to meet special requirements.
4.2. Holidays - The contractor is not required to provide service, except as noted on the following days:

If holiday falls on a Saturday, it will be observed on the preceding Friday. If it falls on a Sunday, it will be observed on the following Monday.
4.3. SECURITY REQUIREMENTS - The contractor must be responsible for safeguarding all contractor-controlled government property at the close of each work period.
4.3.1. Pass and ID - The contractor must obtain and ensure employees have the necessary identification and gate passes in accordance with U.S. military installation regulations prior to the start of this contract. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver’s license, current vehicle registration, and valid vehicle insurance certificate to obtain a vehicle pass.
4.3.2. Safety and Fire - The contractor must comply with applicable government published safety requirements and regulations which will be available upon request by the contractor.
4.3.3. Contractor will abide with all 18th Wing security requirements which will be available to the contractor for review.
5.0 CONTRACTOR PERSONNEL REQUIREMENTS.
5.1. Contract Manager - The contractor must provide a contract manager who will be responsible for the performance of the work, must include at minimum one employee that is forklift certified.
The name of this person, and an alternate(s), who will act for the contractor when the contract manager is absent, must be designated in writing to the CO 5 working days prior to start of projects. The contract manager or alternate will have full authority to act for the contractor on all contract matter relating to the daily operation of this contract. The contract manager or alternate will be available during normal duty hours with sixty (60) minutes to meet on the installation with the government personnel (designated by the Contracting Officer) to discuss problem areas.
After normal duty hours, the manager or alternate must be available within two (2) hours. The contract manager or alternate(s) must be able to read, write, speak, and understand English.
5.2. Contractor Personnel - Contractor personnel must present a neat appearance and be easily recognized as contractor employees. This will be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contains the company and employee name in English. Contractor personnel must use protective clothing whenever they are performing tasks that could cause harm to the employees or damage to property.
5.3. The contractor must not employ persons to work on this contract if such person is identified to the contractor by the Government as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population.
5.4. Smoking – Smoking is not permitted in any government building or work area.
5.5. Employees – The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military Reservists and National Guard members may be subject to recall to active duty. The abrupt of these personnel could adversely affect the contractor’s ability to perform.
Their absence at any time will not constitute an excuse for nonperformance under this contract.
5.6 Contractor consent to background checks: The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data System (LEADS) through the National Crime Information Center. LEADS checks will verify if a person is wanted by local, state, and federal agencies. All contractor and subcontractor personnel must consent to LEADS background checks. Contractor and subcontractor personnel who do not consent to a LEADS check will be denied access to the installation.
Information required to conduct a LEADS check includes full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire.
5.7. Contractor must adhere to complete statement of work, failure to do so could result in termination of contract.
