Solicitation FA527023Q0071 Questions & Answers

1. Is the contractor required to possess permits, license and be registered to do business in Japan?

A: If business is only conducted in U.S. military installations, then Japanese business license is not required. However, vendor shall be SAM registered.

2. Will SOFA status be granted to contractor personnel that are U.S. Nationals or U.S. based companies that do not have license to perform work in Japan?

A: No, it will not be granted.

3. Confirm AHU cleaning is a requirement in the SOW? (SOW Section 2.1)

A: All return and supply ducts attached to the AHU will be required to be cleaned. AHU components such as fans and cooling coils and other internal component are not part of the scope.

4. What person or agency is responsible for Air Handler Unit operation, specifically shutdown before maintenance cleaning and start-up after maintenance cleaning? (SOW, Section 1)

A: DPW and 78th Signal can turn off the system at anytime.

5. Is all work to be performed during normal business hours (Mon – Fri, 0800 – 1700)? (SOW, Section 4.2)

A: Mon-Fri 0800-1700 are the preferred work hours and day, customized schedule outside of these time can be requested but is not guaranteed since OT for government employees will need to be requested.

6. In order for the contractor to complete the project as quickly as possible, will the contractor be allowed to work on Saturday? (SOW Section 4.2)

7. Exhaust Fans – Confirm exhaust fan systems are not included in the SOW.

A: Exhaust fans are NOT include.

8. The AC system will be shut down for duration of the project. Is this a feasible plan for the Government? (SOW Section 2.1)

A: Complete shutdown of the AC system is OK during the work.

9. Equipment noise will be present while performing the task. Will this be acceptable? (SOW Section 2.1)

A: Equipment noise is OK during work.

10. Can the mechanical room be used to store tools and cleaning equipment for the duration of the project? (SOW Section 2.5)

A: Yes, mechanical room can be used to store tools while work in progress.

11. For individuals assigned to the project who do not have base passes, will the Government provide temporary base passes for the duration of the project or provide escort? (SOW Section 4.3)

A: Temporary base passes will be provided.
