1. General Description

Contractors shall provide all the tools, labor, materials, and transportation required to thoroughly clean removing all molds and dust for the entire HVAC ducting system for B92 Ft Buckner Japan.

The cleaning of the ducts will include the interior of both Return & Supply Air ducts from the main air handler unit too each air diffuser and vent inside of building 92 Ft Buckner.

2. Service Details

2.1 The contractor shall thoroughly clean removing all molds and dust from the interior of all supply ducts to and from the main air handler unit to each air vent / air diffuser inside of B92. See attached Drawing in attachments section for a list of all supply ducts and diffusers.

2.1.1 Contract will be require to take minimum 10 before and after photos of the supply air ducts cleaning at separate locations and provide to COR as part work completion report.

2.2 The contractor shall thoroughly clean removing all molds and dust from the inside of all return air ducts to and from the main air handler unit to each return air vent of B92. See attached Drawing in attachments section for a list of all return air duct and vents

2.2.1 Contract will be require to take minimum 10 before and after photos of the return air ducts cleaning at separate locations and provide to COR as part work completion report.

2.3 Contract shall dispose of all waste generated by cleaning of the ducts using off base resources.

2.4 Contractor shall provide detail report of services completed including before and after photos as mention in section 2.1.1 and 2.2.1

2.5 Contractor shall provide all tool, materials, transportation to complete the work listed under this SOW.

3. Equipment Downtime & Power Outages.

3.1 Contractor shall complete the cleaning of the HVAC Duct system during non-summer months while the system is off (November through February)

3.2 Contract shall get written approval from the COR prior to starting work on equipment at least 14 days in advance.

3.3 If power outages are required for any portion of the work under this SOW the contractor shall request in writing to the COR 14 days in advance.

4. Required Submittals

4.1 Contractor shall provide detail report of services completed including before and after photos as mentioned in sections 2.1.1 and 2.2.1.

4.1.1 Contractor will be required to submit this report 30 day after the completion work.

4.2 Contractor is required to submit a detailed work plan & schedule in writing 30 days prior to work starting to the COR. The COR must approve of the work plan / schedule prior to officially scheduling to occur.

4.3 Contractor shall submit Base Pass request to the COR 30 day prior to work starting. Bass pass will be processed at the Legion Base Pass office on Camp Foster.

5. General Information

5.1 Hours of Operation. Monday through Friday, 0700 – 1600.

5.1.1 If contractor wish to work outside of the hours of operations mention above, they shall submit a request to the COR 30 days prior to work starting.

6. Safety / Emergency Information

6.1 Operation during Inclement Weather. When Tropical Cyclone Condition Readiness 2 (TCCOR 2) is declared, all work will cease immediately. The Contractor will clean up and dispose of all loose debris and waste as directed by COR to secure the job site against damage that may result from anticipated weather conditions. The Contractor’s responsibility shall remain the same during tropical cyclone declaration “Tropical Cyclone Condition of Readiness 1 Caution (TCCOR 1C).” Upon the declaration of TCCOR 1C, Contractor employees will be excused from all duties. Upon declaration of “Tropical Cyclone Condition of All Clear (TCCOR ALL Clear),” the Contractor will return to work.

6.2 Safety Requirements. When performing work under this contract, the Contractor shall:

6.2.1 Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.

6.2.2 Develop and provide at the start of the orientation period or the start of the first operational performance period (if there is no orientation period) a safety plan for the protection of government facilities and property and to provide a safe work environment for contractor personnel.

6.2.3 Provide protection to government property to prevent damage during the period of time the property is under the control or in possession of the contractor.

6.2.4 Include a clause in all subcontracts to require subcontractors to comply with the safety provisions of this contract as applicable.

6.2.5 Record and report promptly (within one hour) to the contracting officer or designated government representative, all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.

6.2.6 In the event of an accident or mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the contracting officer.

6.2.7 If the Government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.

6.2.8 Include a clause in each applicable subcontract requiring the subcontractor's cooperation and assistance in accident reporting and investigation.

6.3 Emergency Phone Numbers:

6.4 Contractor Incurred Expenses. All expenses incurred by the Contractor and employees while executing this contract to include, but not limited to: travel expenses (taxi, plane, rental vehicle, fuel, and public transportation), lodging, and dining will be the sole responsibility of the Contractor. Any and all compensation for these expenses will be the responsibility of the Contractor, and thus considered as included in provided pricing quote.

6.4.1 Travel. The Contractor will be responsible for arranging, booking, and paying for all travel reservations and related expenditures for the Contractor and its employees while traveling to and from the vicinity of the UPS install site and while working and residing in the vicinity of Torii Station.

6.4.2 Lodging and Dining. The Contractor will be responsible to procure and pay for all lodging and dining for contracted employees.

6.4.3 Miscellaneous Expenses. The Contractor will be responsible for all other miscellaneous expenses necessary to support the subsistence of contracted employees.
