General Information
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. This solicitation is being issued as a(n) Request For Quotation (RFQ).
3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisiton Circular 2023-04 , Defense Federal Regulation Public Notice 06/09/2023 , and Department Air Force Federal Acquisition Circular 07/07/2023
4. Due to the overseas location of this requirement, no set-aside will be used in accordance with FAR 19.000(b).
The North American Industry Size Classification System (NAICS) code associated with this requirement is 484220 Specialized Freight (except Used Goods) Trucking, Local. Size standard : $34 M
Requirement Information
Description:
Contractor shall provide all management, tools, supplies, equipment, and labor necessary to perform hauling services of General items, Containers, Perishables, Truck Tractor, Chassis Trailer (Low Bed, High Bed or Flat Bed), Ammunitions/Explosives, Wrecker Service and Oversize Cargo.
In order to meet the requirement described above, the Government contemplates establishing multiple Blanket Purchase Agreements (BPAs) with local vendors in accordance with FAR Part 13, Simplified Acquisition Procedures. A BPA is is a simplified method of filling anticipated repetitive needs for supplies or services by establishing "charge accounts" with qualified sources of supply.
- The estimated program ceiling is $25,000,000 (or Yen equivalent).
- The projected ordering period will be 60 months.
- The projected individual single call limitation for designated non-contracting authorized callers is $25,000 (or Yen equivalent). The projected call limitation for Contracting Officers is $7,500,000 (or Yen equivalent).
Contractor shall state if they are utilizing a Subcontractor and shall submit the Subcontractor's information.
The Government reserves the right to add and remove BPA holders from this requirement.

AMENDMENT #1
Instructions to Offerors
FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:
Quotes submitted in response to this solicitation must be submitted via email no later than 28 Aug 2023 at 1100 hours, Japan Time. To be considered timely and responsive quotes must be sent to blia.yang@us.af.mil and jacob.horton.1@us.af.mil.
Questions must be submitted electronically and no later than 21 August 2023 at 1100 hours Japan Time.
All price quotations must be submitted on Attachment 2; Price List. Vendors are not required to submit pricing for each line item and are instead directed to only submit pricing for line items that represent work they are capable of performing.
Technical documentation submitted by the vendor shall be provided via email in a separate document. Additionally, each document requested by the Government shall be submitted in the vendor's technical quote. Failure to adhere to this requirement may result in the vendor being deemed non-responsive, and subsequently being removed from consideration for award.
Late quotes will be processed in accordance with FAR 52.212(f) - Late submissions, modifications, revisions, and withdraws of offers.
By submitting a quote in response to this solicitation the vendor agrees to hold the prices provided in Attachment 2 firm for 60 calendar day from the date specified for receipt of quotes.
All quotes should be submitted in Japanese Yen (¥). Failure to adhere to this requirement may result in the vendor being deemed non-responsive, and subsequently being removed from consideration for award.
Evaluation Criteria
FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:
The Government intends to establish Blanket Purchase Agreements (BPAs) in accordance with FAR 13.303, with each responsive vendor whose quote, conforming to the solicitation will be advantageous to the Government, considering the factors listed in this provision.
For the purposes of this provision, the Government defines an advantageous quote as one that is; responsive, has met the technical minimum described in this provision, and can be determined responsible.
The Government intends to make an award without conducting discussions with vendors after the close of the solicitation.
Therefore, vendors should provide their best available pricing and technical quotes to the Government in their initial quote. However, the Government reserves the right to enter into discussions with all, some, or none of the offers at any time during the evaluation period if deemed in the best interests of the Government to do so.
Evaluation Factors: The following factors will be used by the Government to evaluate quotes:

Technical Capability: At minimum, the vendor must submit one electronic copy of the following (active) licenses if appropriate:

- First Class Consigned Freight Forwarding Business License (第一種利用運送事業)
- Large Towing Licenses (大型牽引免許)
(If a Subcontractor will be used vendor shall submit the subcontractor's licenses above.)
Before the quotes specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are discussions conducted after its receipt, unless a written notice of withdraw is received before award is made.
Both parties (Government or Contractor) may discontinue future applicability of the BPA created by this solicitation upon providing an written notice at least 30 days before discontinuation date.
