Does the Government intend to provide request codes to contractors for the DoD SAFE system in order to submit data for these packages?

Since qualification packages are required, can contractors submit their entire proposal via the SAFE system and notify via email of the submission, rather than split the proposal into separate submissions through different systems?

Contractors may submit their entire proposal via the DoD SAFE system.

Request codes should not be necessary.

You can submit your proposal on SAFE by clicking the “Drop-off” icon.

However, if contractors are having issues with this process, please inform us and we will request a drop-off.

See question column What type of position is the Government seeking: Laboratory Assistants or Medical Laboratory Technicians? Would the Government please revise the PWS to reflect the appropriate certification or delete the tasks that would not be appropriate for a Laboratory Assistant with the specified certifications?

We are requesting a lab assistant. There is no certification specifically for a lab assistant. All the certifications and requirements are already provided in the

PWS.

The tasks outlined in 1.5.4-1..5.10 are not tasks specific to an MLT. Anybody with appropriate on the job training (which we will provide) is allowed to perform these tasks. Waived testing does not need to be an MLT. When we are talking about Non-waived testing, that’s when an MLT is required.

MLT verbiage has been removed from the solicitation schedule.

Which is the correct formula for Option to Extend Services for base year?

Mentions of CLIN 4001 have been removed.

The correct formula for the option to extend services is:

Base Year = CLIN Extended Amount x 0.5 Option Year 1 = CLIN Extended Amount x 0.5

III Present and Past Performance, Paragraph 4.

Please confirm that if an offeror is deemed “nonresponsible,” the Government will follow the procedures outlined in FAR Subpart 19.6?

Yes, the government will follow FAR Part 19.6 procedures.

7 Attachment 2 Contractor Metrics

Is the Contractor Metrics included in the QASP the correct metrics?

The QASP metrics did not match what was on the PWS. An updated QASP with the correct metrics is attached

15 PWS 3.6 Paragraph 3.6, requires submission of information into ECMRA; however, according to ECMRA website, “ECMRA is de-commissioned as of COB June 19, 2020. The data collection functionality will transition to the System for Award Management (https://www.sam.gov) by the end of FY 20.” Will this paragraph be revised to reflect updated data collection functionality through SAM?

The PWS has been updated to reflect updated data collection functionality through SAM.

If they are certified in phlebotomy and can prove the certification with documentation, then yes.

No, SCA wage determinations do not apply to contracts in which services will be performed outside the United States per FAR 22.1003-2 and 41 U.S.C. § 6702.

This is a new requirement.

6 Attachment 1 1.6.4 and 1.6.5 Will the government provide Phlebotomy training aside from the trainings mentioned in Paragraph 1.6.4 and 1.6.5 of PWS?

We really need whomever we are going to hire to possess phlebotomy skills prior to being hired. We’ll train them on our internal processes and everything they’ll need to know in order to be successful here, but they’ll need to possess the basic skills & be certified in the art of phlebotomy.
