Statement of Work For

Purchase and Installation of 18 SFS Vindicator System Upgrade

1. Description of services - The contractor must provide all personnel, equipment, tools, materials, supervision, transportation, safety equipment, any other items and services necessary to perform the installation of the Vindicator System equipment upgrade as defined in this Statement of Work (SOW) in Bldg. 705 and Bldg. 31, 18th Security Forces Squadron, Kadena Air Base, Japan.

1.1. Scope of Work. The contractor shall provide required material and services for a Vindicator windows 7 upgrade on the base wide system. This will include but is not limited to Vindicator security server, Vindicator client workstation, Vindicator security archive workstation, 3 badge management stations and AES software updates for

(14) Vindicator 1500 devices and (28) V5 devices at multiple locations throughout the base. See product list for the complete list (Attachment 2).

1.1.1. All equipment purchased and installed must be on the Non-Nuclear Intrusion Detection System (IDS) Equipment Approval Memo 13 April 18 (Attachment 1) and services must be performed by a Vindicator certified technician.

1.1.2. The certification of Vindicator technician is required due to the systems currently installed on Kadena AB, which could be compromised and rendered unfunctional if the upgrade is not performed by certified technicians. The certified technician must be able to program and troubleshoot the system ensuring integrity is maintained after upgrading the Vindicator system. The contractor must ensure the Vindicator system upgrade communicates properly with the current Vindicator system utilized on the installation ensuring a seamless transition and maintaining system integrity.

1.1.3. Install 3 badge management stations installed in Visitor Control Center (VCC) Bldg. 35, Kadena AB.

1.1.4. Install 14 AES software upgrades for Vindicator 1500 devices and installed in different facilities on the base.

See Attachment 3 – Vindicator Upgrade Building List.

1.1.5. Install 28 AES software upgrades for Vindicator V5 devices and installed in different facilities on the base.

See Attachment 3 – Vindicator Upgrade Building List.

1.1.6. The contractor shall be responsible for loading and transporting all debris generated from the installation of security system and associated work to and from Kadena AB. The contractor shall dispose of it in any way they see fit in accordance with local laws and regulations.

1.1.7. The contractor shall provide one-year warranty on parts and labor.

1.1.8. The contractor shall provide contact service information and warranty forms.

1.1.9. The contractor shall do a full functional test, prior to government final acceptance, to ensure all installed equipment communicates properly.

1.2. CLEANING AND PROTECTION

1.2.1. Maintain Walk Through - The contractor must maintain common walk through areas to allow proper evacuation of the building in the case of emergencies.

1.2.2. Remove Rubbish - The contractor must remove rubbish, wrapping paper, salvages and scrap. The contractor must not leave waste material inside or outside of the facility overnight, or for a prolonged period of time, when work is not done. Remove and dispose of waste materials only at authorized off base locations, daily.

1.2.3. Vacuum Carpets - The contractor will vacuum the government area that they were working at the end of each day.

1.2.4. Final Cleaning - The contractor must remove packing material, boxes, broken items, spots, smears, and other foreign matter.

2. GOVERNMENT-FURNISHED PROPERTY AND SERVICES

2.1. Utilities. The government will provide water and electricity, when available.

2.2. Conservation of Utilities. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions, which prelude the waste of utilities, which shall include:

2.3. Lights shall be used only in areas where and when work is actually being performed.

2.4. Water faucets or valves must be turned off after the required usage has been accomplished.

2.5. Government or private telephones shall not be used for personal reasons or for any toll or long distance calls.

3. GENERAL INFORMATION.

3.1 HOURS OF OPERATION. The contractor must perform the on- site services required under this contract during the following hours: 0800 - 1700, Monday through Friday, except on U.S. holidays specified in section 3.2.

of this SOW and PACAF Family days. No on site work will be scheduled or performed on holidays unless previously approved or directed by the Contracting Officer. If the contractor desires to work on non-scheduled workdays, he must submit a written request to the POC for approval.

3.2. Holidays - The contractor is not required to provide service, except as noted on the following days:

If holiday falls on a Saturday, it will be observed on the preceding Friday. If it falls on a Sunday it will be observed on the following Monday.

3.3. SECURITY REQUIREMENTS - The contractor must be responsible for safeguarding all contractor controlled government property at the close of each work period.

3.3.1. Pass and ID - The contractor must obtain and ensure employees have the necessary identification and gate passes in accordance with U.S. military installation regulations prior to the start of this contract. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver’s license, current vehicle registration, and valid vehicle insurance certificate to obtain a vehicle pass.

3.3.2. Safety and Fire - The contractor must comply with applicable government published safety requirements and regulations which will be available upon request by the contractor.

3.3.3. Contractor will abide with all 18th Wing security requirements which will be available to the contractor for review.

4. CONTRACTOR PERSONNEL REQUIREMENTS.

4.1. Contract Manager - The contractor must provide a contract manager who will be responsible for the performance of the work. The name of this person, and an alternate(s), who will act for the contractor when the contract manager is absent, must be designated in writing to the CO 5 working days prior to start of projects. The contract manager or alternate will have full authority to act for the contractor on all contract matter relating to the daily operation of this contract. The contract manager or alternate will be available during normal duty hours with sixty (60) minutes to meet on the installation with the government personnel (designated by the Contracting Officer) to discuss problem areas. After normal duty hours, the manager or alternate must be available within two (2) hours.

The contract manager or alternate(s) must be able to read, write, speak, and understand English.

4.2. Contractor Personnel - Contractor personnel must present a neat appearance and be easily recognized as contractor employees. This shall be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contains the company and employee name in English. Contractor personnel must use protective clothing whenever they are performing tasks that could cause harm to the employees or damage to property.

4.3. The contractor must not employ persons to work on this contract if such person is identified to the contractor by the Government as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population.

4.4. Smoking – Smoking is not permitted in any government building or work area.

4.5. Employees – The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military Reservists and National Guard members may be subject to recall to active duty. The abrupt of these personnel could adversely affect the contractor’s ability to perform. Their absence at any time shall not constitute an excuse for nonperformance under this contract.

5. GOVERNMENT SERVICES

5.1 Government Services. The Government will provide water and electrical power when available to the contractor.
