Section B: Description of the Supplies/Services Required

Purchase of Thermal Imaging Cameras and VICADS software. All spare parts, manuals, installation, commissioning, and training are also included.

The Long Range Daylight/Thermal Imaging Cameras are vital to continue area surveillance of Kadena Air Base and maintain security for more than 50K active duty personnel, their family members, civilian employees, contract personnel, and retirees. The Thermal Imaging Camera system is used to visually assess key facilities across the 18 Wg, and provides real time visual imaging of 18 Wg PL2 aircrafts on the flight line. Without the Thermal Imaging Camera system, additional forces are required to maintain 24/7 visual assessment of 18 Wg assets and flight line assets.

There are no anticipated risk factors and delivery is requested 120 days ADC.

Section C: Justification for Soliciting from a Single Source or Brand Name

This is a Brand Name Justification. The requirement can only be fulfilled with a FLIR Ranger MS-UC DefendIR camera and VICADS software. The FLIR Ranger MS-UC DefendIR camera and VICADS software required adheres to the Non-Nuclear IDS Equipment Approved List dated 13 Apr 2018 provided by AFSFC. There are a few vendors able to provide this requirement, competition is expected.

Section D: Efforts to Obtain Competition

Kadena Air Base was unable to find another equipment that has compatible parts for the existing system.

Going to another brand would degrade the integrity of previous system installs. Thermal Imaging Camera is a VICADS camera. Failure to use VICADS software and hardware could degrade the integrity of the system, possibly making the systems in-operational and unable to communicate.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In the future, sources sought and/or market research will continue to be conducted to determine the availability of potential vendors that can support the Vindicator System without a substantial duplication of costs. As it currently stands, only FLIR Ranger MS-UC DefendIR camera and VICADS software can fulfill the requirement. Using other equipment and software would compromise the integrity of the system.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
