Attachment 1: Statement of Work
Statement of Work (SOW)
FOR
LEASE VEHICLES
US Army Garrison Okinawa PMO, 247th Military Police
Detachment
13 March 2018
SECTION 1
DESCRIPTION
1.1. Scope of Work The contractor shall provide a safe, operational, new lease vehicle of fifteen (15) full size sedans in accordance with this Statement of Work Statement (SOW).
1.2. Points of Contact. Contractor will provide points of contact within their company to interface with the 18th Contracting Squadron and designated representatives from the USAG Okinawa Provost Marshal’s Office on issues concerning the leased vehicles.
Names, business address, phone numbers, and hours of operation are the minimum information requirements. Contractor shall provide a name and telephone number for emergency contact after hours.
1.3. Definitions
1.3.1. Acceptance inspection - An inspection shall be performed on the vehicle and equipment prior to placing it in service. Discrepancies must be corrected prior to placing the vehicle in service
1.3.2. Accident repairs - Repairs required as a result of collision; regardless of whether the object collided with a vehicle, or whether the vehicle requiring repairs was the moving unit. The Government will be responsible for the cost of accident repairs.
1.3.3. Scheduled maintenance - Periodic prescribed inspections or servicing of equipment, accomplished on a calendar, mileage, or hours-of-operation basis.
1.3.4. Unscheduled maintenance - Maintenance that is not scheduled but is required to correct deficiencies and to restore the vehicle or equipment to a serviceable condition.
1.3.5. Fair wear and tear - The deterioration of items attributed to normal usage.
1.3.6. Single use law enforcement – vehicles equipped with emergency red lights and siren.
1.4. Vehicle Requirements. Contractor shall provide new vehicles. Vehicles will be registered, and licensed by the US Government as Government Vehicles with US Government number plates.
1.4.1. Condition. Both exterior and interior of vehicle must be free of soil, rust, smoke, tobacco or damage during the initial vehicle acceptance inspection. The individual designated from 247th Military Police Detachment/ USAG Okinawa PMO will determine acceptable condition following scheduled or unscheduled maintenance. The Contracting Officer (CO) has final determination authority if differences of opinion arise between the contractor and the representative from 247th Military Police Detachment/ USAG Okinawa PMO.
1.4.2. Safety items. Each vehicle must meet all Japanese and U.S. Government safety requirements and have, as a minimum, the following safety features: passenger and drivers side air bags, head lights, turn signals, emergency flashers (visible on four (4) sides of the vehicle), seat belts, rear view mirrors, windshield wipers, parking brake, and horn.
1.4.3. Heating and Air Conditioning. Operational heating and air conditioning are required in the vehicle.
1.4.4. Specifications Summary. Vehicles shall meet the following specifications:
a. Model: Toyota Allion 1500cc A15 NZT260-CEXEK or equivalent
b. Body Type- fifteen (15each) full size sedans or equivalent
c. Color- One basic solid color on the exterior
d. Transmission - Vehicle shall have an automatic transmission
e. Brakes - Vehicle shall have power assisted brakes
f. Steering - Vehicle shall have power steering
g. Seats - Vehicle shall have front bucket seats
h. Air Bags Minimum - Vehicle shall have front impact air bags
i. Occupant Restraint System Minimum - Vehicle shall be equipped with seatbelts
j. Tires - Vehicle tires shall be radial type.
k. Options - Vehicle shall have air conditioning and heater
l. Options – The vehicle will be labeled in some way of the type of fuel that it requires.
1.5. Services. The contractor shall provide the following services:
1.5.1. Maintenance. Contractor shall provide all scheduled and unscheduled maintenance to repair vehicle. The contractor will provide all needed tools and facilities to conduct the maintenance or repair. Contractor will dispose of all debris and waste generated or accumulated during maintenance. Government will deliver the vehicles to the designated garage for the schedule maintenance.
1.5.1.1. Scheduled Maintenance. The contractor shall notify the 247th Military Police Detachment/ USAG Okinawa PMO representative when warranty/scheduled maintenance or repair is due.
1.5.1.2. Unscheduled Maintenance. Unscheduled maintenance will be performed by the contractor as required.
1.5.1.2.1. Repairs necessary due to defect or malfunction of the vehicle will be performed at no cost to the Government.
1.5.1.2.2. The Government will be responsible for the cost of all repairs required due to negligence or misuse of the vehicle by the Government.
1.5.1.3. Repairs. Tires over the life of the contract, the contractor will provide four tires.
If the tires need repair because of damages (include flat tires) repairs will be performed by the contractor. The government will be responsible for the cost of repairs.
1.5.2. Response Time. Contractor will respond to service calls from the 247th Military Police Detachment/ USAG Okinawa PMO representatives within 24-hours. If the service call is placed during a Japanese holiday, the contractor will respond within the first 24 hours after the holiday has concluded.
1.5.3. Repair Time. The contractor will make every effort to minimize the time that the vehicle is out of service for repairs.
15.3.1. Replacement parts. If replacement parts are required, the contractor will use the fastest means of delivery available.
1.5.3.2. Repairs over 30 days. In the event that the vehicle is out of service for more than 30 consecutive days due to a defect or mechanical malfunction (through no fault of the Government), the contractor shall provide a substitute vehicle that meets or exceeds the requirements set forth in this Performance Work Statement. The substitute will be provided at no additional cost to the Government.
1.5.4. Authorized service providers. The contractor shall provide a list of mechanics on island that are authorized to service the vehicle. The list shall be in English and include name, address, phone number, hours of operation, and driving directions or a map of the location.
1.5.5. Towing. Contractor shall provide towing service, available 24 hours a day, 7 days a week, at no cost to the U.S. Government.
SECTION 2
GOVERNMENT SUPPLIED ITEMS AND SERVICES
2.1. Fuel. Government is responsible for supplying fuel used in vehicle after acceptance.
Upon acceptance fuel tank shall be full. The vehicle will be labeled in some way of the type of fuel that it requires.
2.2. Emergency Lighting and Command and Control Radio Equipment.
Government is responsible for installation and removal of all such equipment.
Government reserves the right to drill into the vehicle interior and exterior for the purpose of installing antennas, GPS transponder, and emergency warning equipment.
2.3. Joint Inspection. Contractor’s representative, 247th Military Police Detachment/ USAG Okinawa PMO representative, and Contracting Officer must perform a joint inspection and document in writing the condition of the vehicle upon initial delivery. An inspection will also be performed upon completion of the contract when the vehicle is returned to the contractor.
SECTION 3
GENERAL INFORMATION
3.1. Delivery. The time frame for delivery will be as follows: The leased vehicle is required to be in place by the performance start date Final delivery location will be Torii Station, Okinawa, Japan. Delivery shall be accomplished during normal business hours of 0800 and 1600, unless requested otherwise by 247th Military Police Detachment/ USAG Okinawa PMO representatives. Contractor shall be responsible for delivery and pick up of all vehicles to and from Torii Station. Vehicles will be delivered to and picked up at BLDG 350, Torii Station LRC Motor Pool.
3.2. Records. Contractor shall maintain records of transactions with the U.S.
Government and, upon request, make such records available to the Vehicle Management representative or designated representatives within 72-hours.
3.3 Japanese Road Laws
a. The contractor shall comply with Japanese Road Laws while on US Military installations to specifically include: Article 43 The Road Law (Japan)(prohibited acts relative to roads) No person shall commit the following described acts:
(1) Damaging the road, causing roads to be littered with debris, polluting the roads with debris or fall out from motor vehicles or otherwise defacing roads unreasonably or without due cause.
(2) Article 43-2 (Measures to be taken to prevent cargo or things loaded on motor vehicles from falling out)
b. The agency managing a road may when there is reasonable cause for him to feel that items or cargo being carried in or on a motor vehicle may fall out and damage, pollute, or otherwise deface the road in such manner as to hinder or obstruct the traffic, order the operator of the vehicle in question to take steps or measures necessary to prevent occurrence of such hindrance by stopping operation of the vehicle, or correcting the method of loading or traveling or operation of the vehicle.
