B. Specific Instructions
Q1.
It says Corporate Experience Information to show one (1) Grounds Maintenance Service. It means we submit only one experience or one for each sheet?
A1:
The government request one (1) corporate experience information. Also refer RFQ P12, Addendum to FAR 52.212-2 Evaluation – Commercial Items (Oct 2014), “(d)(2) TECHNICAL SUBFACTOR – 1 (B) ….The Government will only review one (1) project. Any projects submitted in excess of the one (1) for Experience will not be considered.

Are Contractors required to provide Quality Control Reports or Production Reports to their inspectors?

5) The PWS states that “A schedule for DoD
MFH Unit Cut will be available for the contractor to pick up 5 days prior to expected completion date on a routine order and 1 day prior to expected completion date for an emergency order. A schedule for DOD MFH Special Cut will be available for the contractor 10 days prior to expected completion date.” Will the military be providing the order of the houses we are to cut and are we only given a 5-10 day period of notification in order to plan the schedule?
Or do we have indication of the schedule as well as the number of houses to be cut further in advance?
6) The PWS states that “The Contractor will have 5 working days to complete a routine work order and 1 workday to complete an emergency order. The Contractor will have 10 working days to complete a special cut.”
How many work orders and special cuts will the Contractor be provided at any given time?

The contractor has 5 working days to complete a routine work order, 1 workday to complete an emergency order, and 10 working days to complete a special cut order after the government places the orders to the contractor. Contractors can receive a max of 150 housing units per day if required to include special cuts.

Contract Minimum/Maximum Quantity and Contract Value
1 Q5.
The Combined Synopsis/Solicitation references a Minimum Quantity and Maximum Amount.
Please clarify whether the Maximum Amount would be for the entire contract (including both the Military Family Housing Grounds Maintenance and Special Cuts for both the base year and option period). Alternatively, is the Maximum Amount with respct to a per order basis? Also, with respect to the Minimum Quantity we respectfully request that the Minimum Quantity amount be raised especially if it is not reflective of the true order for the year.
From a business perspective, there are significant economies of scale that exist for orders which are above the Minimum Quantity identified in this solicitation.
A5: Yes, the Maximum Amount would be for the entire contract (including both the Military Family Housing Grounds Maintenance and Special Cuts for both the base year and option period).

Appendix A Workload Estimate
Q6.
The Workload Estimate indicates approximately "24,000 Each Unit" for DOD Military Family Housing Units and "120 Each Unit" for Special Cuts. Please confirm whether the 24,000 units refers to the number of cuts the Contractor would be required to make in the year or would that mean the total number of units upon which multiple cuts would be ordered to maintain a grass height at 3 inches? Please confirm whether Contractor will only make cuts based upon each order made by the military or whether the Contractor will be assigned the house and will make cuts as necessary to maintain compliance with Section 1 of the PWS.
A6: The Workload Estimate is information only. The contract minimum/maximum quantity and contract value is on RFQ, Page 3. The contractor shall be able to perform grounds maintenance services based upon each order placed by the government representatives.
