QUESTIONS AND ANSWERS 02 Aug 16

Solicitation Number: FA527017Q0006

Electronic Security Systems, Okinawa Japan

1. The SOW states that only three rooms will require IDS at this time with the remaining locations not requiring cabling, motion detectors or IDS door sensors. The drawings do show a number of locations, beside the three rooms mentioned, with motion sensors as well as door sensors.

Please confirm that the all of the IDS equipment outside of the three rooms requiring IDS are out of the scope of this bid and therefore can be excluded. (SOW 1.1 pg. 4)

Answer: Yes, all the IDS outside the three rooms are out of scope and to be excluded.

2. According to the statement of work the Torii Station NEC calls for 26 doors and 10 exterior gates to have ACS. The provided drawings show 23 doors with a total of 46 card readers and 6 gates with a total of 12 card readers. Please provide confirmation as to whether the drawings are correct or not versus the

SOW. (SOW 2.1 Pg.4)

Answer: Yes, please follow the drawings with 23 doors, 46 car readers, 6 gates with 12 card readers.

3. Government provided drawings Sheet SD‐TB118A, On the referenced drawings room B122 COMSEC does not show a card reader, and therefore no ACS, for that location. Please confirm that room B122 will only require IDS and not ACS as depicted on the drawings.

Answer: ACS is required on the COMSEC room 122. Intent is to have both IDS and ACS on this door-if possible without major rework.

4. Government provided drawings Sheet SD‐TB510B, The referenced drawing depicts the conduit layout for each door type within the facility; however, there were no plan drawings provided that show where these door types are located. Please provide plan drawings showing the location of the door types.

Answer: Door Schedule drawings AB501, AB601 and AB602 will be provided upon request via email.

5. Government provided drawings, There was no scaled site plan showing the location of the exterior gates provided. Please provide these drawings to allow the contractor to properly estimate wiring distances to gate devices.

Answer: NEC site drawings EB101, TB102 and CB107 that are scaled will be provided upon request via email.

6. Government provided drawings , The SOW states that only 3 existing card readers at building 103 will be tied into the new ACS system but those locations are not shown on any drawings. Please confirm the location of the card readers that shall remain. (SOW 2.1 pg.4)

Answer: Existing BLDG 103 drawings with 3 doors for ACS marked will be provided upon request via email..

7. Paragraph C, Government provided drawings, The SOW calls for 8 doors to have ACS. The drawings do not show the location of the card readers. Please provide the location of the card

Answer: ESS MTCF with ACS locations on 10 doors will be provided upon request via email..

8. General IDS question, Please provide the current version of the ICIDS in use, either version III or IV, so the contractor may match the existing.

Answer: Torii Station PMO using ICIDS IV.

9. General IDS question, Please confirm the type of communication cabling required to tie the

RADC into the base ICIDS, copper or fiber.

10. General IDS question, Please confirm the type of cabling leaving the SIPR rooms to the demark location, copper or fiber.

Answer: Government will accept the copper or fiber. It could be copper ran to a TELCOM room where the 3 rooms cables are aggregated at a panel then FOC to the PMO BLDG (will accept FOC to PMO provided only 1 pair). Or Copper from each room/panel to BLDG MDF then cross connected to Copper

OSP owned by 78 SB to the PMO.
