1. DESCRIPTION OF SERVICES
The contractor shall engineer, procure and install Electronic Security Systems (ESS) to support the new Network Enterprise Center (NEC) building 161 on Torii Station and the new
Multifunction Tech Control Facility (MTCF) Building on Buckner as defined in this statement of work. The contractor shall provide all personnel, materials, tools, equipment, transportation, vehicle, supervision, labor and other items and services necessary to install the ESS. US Army
Corps of Engineers (USACE) is constructing the new facilities and the ESS will be installed
IAW with the provided facility design plans. The ESS will include an Electronic Access Control
System (ACS), Close Circuit Television System (CCTV) and Intrusion Detection Systems (IDS).
1.2 Installation will include all hardware and software for complete usable systems.
1.3 CCTV and ACS will be monitored locally by the 78 SB at both the NEC and MTCF separately by site.
1.4 Torii Station NEC IDS will be compatible with and tie into Torii Station Integrated
Commercial Intrusion Detection System Four (ICIDS) “PC-Starwatch” at the Provost Marshall
Office (PMO) Dispatch Desk. Install will be coordinated with the PMO.
1.5 Contractor will provide an Installation Design Plan (IDP) with schedule.
1.6 Installation will be accomplished with normally accepted installation standards and procedures. Site specific rules, regulations and safety guidelines will be adhered to as required.
Contractor installing the ICIDS that ties into Torii PMO must have security clearance.
1.7 Include a one year manufacture’s warranty for the equipment purchased installed under this contract and a contractor workmanship installation warranty for the systems installed by the contractors for one year after acceptance. Warranties will include repair and parts replacement of any defect of equipment, material, workmanship, or design furnished.
1.8 For the ESS systems installed, access to technical support via telephone or local contractor on Okinawa if available for the at least the duration of the one year warranty.
1.9 Onsite training and materials for operations, maintenance and basic troubleshooting.
Appropriate training block of instructions should be minimum of 8 hours and include manuals
(hard and soft copies). Soft copies should be on CD/DVD in Adobe format. Hard copies should be in a book or binder with drawings near a 9” x 18” printed size
1.10 Provide as build documentation and required artifacts to meet Information Assurance accreditation requirements IAW Risk Management Framework (RMF) for standalone systems.
Provide the Security Technical Implementation Guide (STIG) checklists, vulnerability scan
Statement of Work (SOW) FA527017Q0006 results and other appropriate documents in the IA Process for standalone systems (DoD 8510.01 and 8510.02) found at http://www.disa.mil/.
1.11 Contractor will utilize the USACE MILCON contract ESS drawings (attached) for planning. Refer to NEC IDS document (attached) for the three rooms getting IDS cables and motion detectors. All the other rooms on the IDS riser diagram besides the three will not require cabling, motion detectors or IDS door sensors at this time. After site surveys, if the contractor deems necessary, upon 78 SB and KO approval, improved design plan maybe developed if existing infrastructure is insufficient to meet ESS requirements.
2. INSTALLATION SUMMARY
This project has an estimated total duration of approximately 360 days with flexibility to adjust dates depending on work accomplished ahead of schedule, USACE completion of new facility and possible delays due to weather or other unforeseen circumstances. Schedule will include ordering materials, shipping and installation.
2.1 Provide an Access Control System (ACS) that is FIPS 201, HSPD-12 and NIST SP 800-116 compliant capable. Plan will include cabling, readers, processors, automated control system capable of using Common Access Cards (CAC) and/or badges. Upgrade the existing Buckner S2 in BLDG 92 headend (WIN-PAK PE) with similar compliant ACS. Only three existing BLDG
103 SATCOM Card Readers (CR) will be tied into the new upgraded system, the others will be part of the facility demolition under USACE contract. Include at least 500 blank cards/badges to support activation and use by the unit.
A. Ensure ACS is on the GSA PACS Approved Products List
(https://www.idmanagement.gov/IDM/s/index) for approved equipment and software. Enterprise
Physical Access Control System (EPACS) must capable of performing Federal Public Key
Infrastructure (FPKI) strong authentication methods to establish a high degree of confidence in the credential, and as required by the facility, the binding between the credential and the bearer.
B. Torii Station NEC USACE Security design calls for 26 doors to have ACS plus the 10 for the exterior gates. Ensure plan follows the attached Security Design. Card readers to be installed on both sides of doors to track who enters and exits.
C. Buckner MTCF USACE Security design calls for 8 doors to have ACS. Card readers to be installed on both sides of doors to track who enters and exits. MTCF BLDG ACS to tie into headend location in BLDG 103 SATCOM floor and B92 S2 office. Audible/strobe notification alarm from the MTCF doors will be installed at the B103 SATCOM operations 24/7 desk.
Upgrade BLDG 103/B92 headend system hardware to accommodate new and existing CR feeds.

D. NEC door electric strike lock hardware will be installed by USACE contractor as part of the USG construction. The contractor installing ESS must install all cabling to the door strikes and Card Readers. USACE contractor only installing the rough in conduit.
F. ACS installation and configurations will be by manufacturer certified contractor.
G. Provide a Printer for the ACS at both the Torii NEC and Buckner S2 shop capable of printing plastic badges for the card readers.
2.2 Provide a new approved Closed Captioned Television (CCTV) System that will record and provide real time live video. System will include all hardware, software and cable for a successful implementation
A. CCTV cameras will be digital high resolution, IP based, tamperproof and utilize power over Ethernet for internal cameras. There will be both fixed and moveable cameras tilt/pan capable of zoom. Exterior cameras will be weather proof.
B. Torii Station NEC: Current USACE CCTV design calls for 40 cameras but can modified if coverage can be accomplished with less. There are 22 exterior and 18 Interior cameras. See attached Drawings for Camera locations. CCTV will monitored in the NEC CSC Help Desk
(B104) and NSB (B137).
C. Buckner MTCF: Current USACE CCTV design calls for 10 cameras, 7 exterior and 3 interior. Upgrade/replace existing B103 CCTV systems with monitoring stations in the 24/7
SATCOM Desk and Fusion Cell Facility Control Office. Tie in the existing B103 cameras (6 each) into upgraded system.
2.3 Provide an approved facility Intrusion Detection System (IDS) compatible with and tie into the Torii Station PMO ICIDS for the Torii Station NEC. The contractor doing this work must have secret security clearance. System will include all hardware, software and cable for a successful implementation.
A. The Torii Station NEC requires the following rooms to be protected by IDS and report to the PMO: SIPR IPN Room 146S, SIPR Café room 136 and COMSEC Vault Room 122. Each of these room doors will have a door contact (BMS). Each room will have motion detectors (dual technology). Only these three rooms will get the cabling, BMS and motion detectors. Other rooms do not require IDS at this time/contract even though there is rough installed.

2.4 The rough in cable conduits and door hardware infrastructure will be installed by the USACE
MILCON contractor. See drawings. The engineering for this plan must follow the USACE contractor design and integrate with hardware door release devices (electronic strikes) and provide cabling. Updated equipment locations are allowed but to be verified by 78 SB.
2.5 Include onsite system training for users to operate, perform basic maintenance and troubleshooting.
2.6 Contractor will configure the system database and graphics, conduct functional testing and provide as-built drawings for all the new ACS zones within 30 days after installation.
2.7 Contractor will comply with the National Electrical Code (NEC) Electrical Standards dated
2011 for components and installation.
2.8 Contractor will comply with AR190-13 Army Physical Security Program with special attention to Electronic Security Systems: chapter 8-7, Installation access control point and automation design requirements, chapter 9 Physical Security Equipment Planning and chapter 9-

2.9 Contractor will comply with the current Army Technical Criteria for the Installation
Information Infrastructure Architecture (I3A) and the Unified Facilities Criteria Security
Engineering: Electronic Security Systems (UFC-4-20-04A).
2.10 Contractor will provide the following documents and manuals prior to government acceptance: As build drawings, systems drawing, manufactures data, software data, operator manual, technical manual, maintenance manual.
2.11 Submit catalog data for approval by 78 SB prior to purchase of materials and installation of ESS. Submit manufacturer’s descriptive and technical literature describing each type ESS subsystem (ACS, CCTV, IDS) accessory item and component specified. Include data substantiating that materials comply with specified requirements.
2.12 Drawings provided by USACE contractor are to be used for planning purposes only. Final equipment locations (cameras, card readers, motion detectors, etc…) to be verified by contractor and 78 SB representatives over design/plan review prior to installation.
3. GENERAL INFORMATION

3.1 Coordination
Schedule of ordering materials, shipping and installation dates shall be coordinated with 78th
Signal Battalion.
3.2 Security and Physical Requirement
3.2.1 Torii Station is US Army Installation and requires Access approval thru the Provost Marshal
Office (PMO). A listing of contractor personnel with photo ID, such as Driver’s License, address on Company letterhead will be required prior to access approval. A listing of contractor vehicles, make, model and license plate is also required prior to the start of work. Buckner access must be approved thru the Camp Foster PMO. Facility access is thru the 78 SB S2 Security manager.
3.2.2 AT Level I training. All contractor employees, to include subcontractor employees, requiring access
Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 90 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a
COR is not assigned, within 30 calendar days after completion of training by all employees and subcontractor personnel. AT level I awareness training is available at the following website:

3.2.3 Access and general protection/security policy and procedures. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency
Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9 Personal Identity Verification of Contractor Personnel (Jan 2011)) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
3.2.4 For contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening
Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
3.2.5 AT Awareness Training for Contractor Personnel Traveling Overseas. This standard language required US based contractor employees and associated sub-contractor employees to make available and to receive government provided area of responsibility (AOR) specific AT awareness training as directed by
AR 525-13. Specific AOR training content is directed by the combatant commander with the unit ATO being the local point of contact.
3.2.6 iWATCH Training. This standard language is for contractor employees with an area of performance within an Army controlled installation, facility or area. The contractor and all associated sub-contractors http://jko.jten.mil/
Statement of Work (SOW) FA527017Q0006 shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 60 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 120 calendar days after contract award.
3.2.7 For Contract Requiring Performance or Delivery in a Foreign Country, DFARS Clause 252.225-7043, Antiterrorism/Force Protection for Defense Contractors Outside the US. The clause shall be used in solicitations and contracts that require performance or delivery in a foreign country. This clause applies to both contingencies and non-contingency support. The key AT requirement is for non-local national contractor personnel to comply with theater clearance requirements and allows the combatant commander to exercise oversight to ensure the contractor’s compliance with combatant commander and subordinate task force commander policies and directives.
3.2.8 Threat Awareness Reporting Program. For all contractors with security clearances. Per AR 381-12
Threat Awareness and Reporting Program (TARP), contractor employees must receive annual TARP training by a CI agent or other trainer as specified in 2-4b.
3.2.9 Third country nationals base access will not be approved.
3.3 Hours of Operation
Monday through Saturday, 0800 – 1700 include Federal Holidays and included Japanese Holiday in the projected work schedule.

3.4 Operation during Typhoon
When Tropical Cyclone Condition Readiness 2(TCCOR 2) is declared, all work will cease immediately. The contractor will clean up and dispose of all loose debris and waste as directed by
COR to secure the job site against damage that may result from anticipated weather conditions.
Contractor responsibility shall remain the same during tropical cyclone declaration “Tropical
Cyclone Condition of Readiness 1 Caution (TCCOR1C)”. Upon the declaration of TCCOR1C, the contractor employees shall be excused from all duties. Upon declaration “Tropical Cyclone
Condition of All Clear (TCCOR ALL Clear)” or “Storm Watch”, the contractor will return to duty.

3.5 Safety Requirements
In performing work under this contract, the contractor shall:
3.5.1 Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.
3.5.2 Develop and provide at the start of the orientation period or the start of the first operational performance period (if there is no orientation period) a safety plan for the protection of government facilities and property and to provide a safe work environment for contractor personnel.
3.5.3 Provide protection to government property to prevent damage during the period of time the property is under the control or in possession of the contractor.
3.5.4 Include a clause in all subcontracts to require subcontractors to comply with the safety provisions of this contract as applicable.
3.5.5 Record and report promptly (within one hour) to the contracting officer or designate government representative (GR), all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.
3.5.6 In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the CO.
3.5.7 If the government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.
3.5.8 Include a clause in each applicable subcontract requiring the subcontractor's cooperation and assistance in accident reporting and investigation.

3.7 CONTRACTOR INCURRED EXPENSES. All expenses incurred by Contractor and employees while executing this ESS contract to include, but not limited to: travel expenses (taxi, plane, rental vehicle, fuel, and public transportation), lodging, and dining will be the sole responsibility of the
Contractor to procure. Any and all compensation for these expenses will be the responsibility of the
Contractor, and thus considered as include in provides pricing quote.
3.7.1 TRAVEL. Contractor will be responsible for arranging, booking, and paying for all travel reservations and related expenditures for the Contractor and its employees while traveling to and from the vicinity of the UPS install site and while working and residing in the vicinity of
Torii Station.
3.7.2 LODGING AND DINING. Contractor will be responsible to procure and pay for all lodging and dining for contracted employees.
3.7.3 MISCELLANEOUS EXPENSES. Contractor will be responsible for all other miscellaneous expenses necessary to support the subsistence of contracted employees.

Design documents include Torii Station NEC and Buckner MTCF Electronic Security
Systems. The USACE contractor performing the construction work is Prime Projects
International Japan (PPIJ). The catalog info (door locks, cable support boxes,) is GFE being installed by PPI. ESS contractor must install materials and equipment compatible with the PPI installed materials. The USACE contract work is being done in 5 phases. Phase 1 is the construction of the NEC and MTCF which is also broken into phases 1.1 thru 1.4. This ESS work is being done in PH2 once all portions of
Phase 1 are complete. Phases 3 through 5 come after the ESS work in PH2 and the
ESS contractor has no part them.
