Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Section B: Description of the Supplies/Services Required

The proposed action is to replace XTS5000R Portable Radios with APX 6000 Portable Radios (P25 Trunking radios) and its compatible accessories. The APX 6000 radios are capable of providing: AES-256 Level 3encryption; Over the Air Rekeying (OTAR) of the encryption key (without the need for new J2LMR infrastructure), Over the Air Programming (OTAP) (Without additional J2LMR technical resources and software); SMARTZONE/NET;

narrowband/wideband channel spacing and the software are programmable; P25 Based Radio Authentication.

Currently, 90% of our XTS5000 radios are non-operational, while the remaining 10% barely reliable. Having reliable radios is a vital part of our maintenance capability even life and death when it comes to open aircraft fuel cell maintenance. The replacement APX6000 radios meet all requirements on the existing Joint Japan Land Mobile Radio (J2LMR) trunk radio system. Radios must have JF12 with Host Nation Approval (HNA) for use in Japan

Section C: Justification for Soliciting from a Single Source

The acquisition of any other radios other than Motorola LMR equipment will result in subsequent cost or services and jeopardize the ability to guarantee secure transmission of mission essential communication use daily through the world.

a. The FIPs 140-2 Level 3AES-256 encryption system (to include OTAR) is critical in the elimination of unwanted enemy eavesdropping.

b. The capability to repair these radios is available locally through the Motorola certified LMR contractor, contract number FA5270-13-C-0023.

c. The aforementioned contract covers all maintenance for Motorola LMR items. If items procured were of another manufacturer, obtaining service repair would be difficult, if not impossible. This is due to service contractors having to keep parts in stock for the expedient repair of radios. It is not cost effective for them to keep excess inventory for every manufacturer of LMRs that exist.

d. Additional maintenance and/or contract cost will incur as local logistical support may not be available for non- Motorola assets. This could result in a separate contract for each manufacturer.

e. If items other than Motorola radios and parts were procured, a whole new accessory line (Batteries, Chargers, microphones ect…) would have to be purchased in order to support the new radios, accumulation a significant amount of additional costs.

The Radio Authentication (RA) for the J2LMR utilizes P-25 TIA102.AACE Link Layer Authentication and is critical in the: elimination of unauthorized access; prevention of enemy cloning radios; Protection and integrity of the J2LMR system.

Section D: Efforts to Obtain Competition

Kadena Air Base was unable to find another source that has compatible parts, features, and maintenance resources with the existing J2LMR Trunking System, while also meeting WG and DOD Information Assurance requirements.

Market research was conducted using the internet, we were unable to find another company with compatible equipment that meets all of the requirements to complete this acquisition. In addition, a sources sought was posted on the federal Business Opportunities (FBO) website for 15 days. Six companies responded to the post. All six companies have been identified as authorized Motorola resellers.

Section E: Steps to Preclude Future Single Source Awards

In the future, we will continue to conduct market research on similar items in the market and look for future opportunities to expand this requirement. However, due to the strict requirement passed down from USPACOM, PACAF; SC, NTIA, and mission requirement of secure transmission and Information Assurance protection there are no other options at this time. In order to ensure the integrity is maintained and equipment kept in service, the procurement of radios must be limited to Motorola LMRs.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
