1. Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and is being issued using simplified acquisition procedures.
2. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-04, effective date 2 June 2023, Defense Federal Acquisition Regulation Supplement change effective 20 July 2023, and Air Force Federal Acquisition Regulation Supplement AFAC change effective 7 July 2023.

5. A description of the requirements can be found in the Performance Work Statement dated 18 August 2023 (See Attachment 2-Performance Work Statement (PWS)).
6. This effort entails one (1) 12-month base period with two (2) 12-month option periods as follows:

7. Exchanges: The government intends to award a purchase order without Discussions with respective offerors. However, the Government may conduct Clarifications with one, some, none or all offerors at its discretion.
8. FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services applies to this acquisition
a. Provide overall pricing and any discount terms utilizing the CLIN breakout under Paragraph 3 (Table 1: Offeror Price Proposal Summary) of this combined synopsis/solicitation.
b. Provide detailed pricing and any discount terms utilizing Attachment 3-Detailed Price Listing
c. Provide vendor information specified under Paragraph 4 of this combined synopsis/solicitation.
d. Provide a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, catalog cuts, or other documents as necessary.
9. FAR 52.212-2, Evaluation—Commercial Items applies to this acquisition.
a. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, under the Lowest Price evaluation process. The following factors shall be used to evaluate offers:

ii. Acceptability in accordance with (IAW) Solicitation

e. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are Exchanges after its receipt, unless a written notice of withdrawal is received before award.
f. BASIS FOR AWARD / EVALUATION PROCEDURES:
i. The Government will evaluate proposal starting from the lowest priced offer until at least two proposals are found “Acceptable.” Award will then be made to the lowest priced, acceptable offeror. If only one “Acceptable” offer is received, the Government will attempt to determine price to be fair and reasonable through other means than competition.
ii. Award will be made on the initial evaluation of proposal received in response to this RFP. Therefore, offerors are cautioned to ensure that initial proposal contain your best terms from a technical and price standpoint. Offerors are further advised that any affirmative response in regard to FAR 52.204-24(d) will be reviewed to determine if award is in the best interest of the government. If award is not in the best interest of the government, the government reserves the right to determine the proposal ineligible for award.
10. FAR 52.212-3, Offeror Representations and Certifications – Commercial Items is included in this solicitation. The contractor must have a valid Representations and Certifications filed in the System for Award Management (SAM) and furnish the government a completed copy of the record with its offer.
11. FAR 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. No addenda to this clause.

52.204-26 Covered Telecommunications Equipment or Services-Representation.
(a) Definitions. As used in this provision, "covered telecommunications equipment or services" and "reasonable inquiry" have the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services".
(c) (1) Representation. The Offeror represents that it □ does, □ does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument.
(2) After conducting a reasonable inquiry for purposes of this representation, the offeror represents that it □ does, □ does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services.

15. All firms must be registered and active in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM/ to be considered for award. Proposal must be directly submitted by the firm registered in SAM that is intended to be the successful awardee. Proposal submitted by another firm on behalf of a SAM registered company with the intention of being award “care of” will not be accepted. All proposal must include registered UEI, CAGE code, and Tax ID and small business status.

17. A Response to this RFP must be received via e-mail no later than 04 September 2023 at 16:30 CHST. Oral proposal will not be accepted. Emailed proposal must be received at the stated addressees email inbox on time and the addressees must be able to open the email and all attachments. No other email receipt will be acceptable. The Government does not accept responsibility for non-receipt of proposals. It is the vendor’s responsibility to request and receive confirmation of proposal receipt.
