Q6. Request to conduct a site visit for the 554 Red Horse Squadron Equipment Corrosion Control solicitation?
A6. See Amendment 0003 for Site-Visit details.
Q7. Contractor requesting operational conditions of all units. Are all units operational?
A7. No, all the units we requested service for still need the corrosion prevention because they can be made operational in the future.
Q8. Can units be op tested in the presence of KTR prior to mobilization from facility?
A8. Yes, but be aware some units are not operational at this time.
Q9. Contractor requesting if there will be a forklift onsite to load units onto flatbed.
A9. We cannot guarantee that one will be available on pick-up.
Q10. Contractor requesting if corrosion protection agent, primer coat, and paint coatings have any specific MIL SPEC standards.
A10. Please see the following statement and Army Technical Manual TM-43-0139. This Army Technical Manual is referenced in our Air Force Technical Orders.
Application of Chemical Agent Resistant Coating (CARC) system consists of four distinct steps, each of which is critical to performance of overall system; cleaning, pretreating, priming, and topcoating. The cleaning and pretreating procedures are standard methods required in any finishing process. When a wash primer pretreatment is used, drying/reaction must be complete when used under CARC. Otherwise adhesion and CARC system may be adversely affected. The anticorrosive primers are epoxies, and topcoats are polyurethanes for exterior surfaces and an epoxy for interior surfaces. All coatings in the CARC system are Qualified Products List (QPL) items; that is, there is a list of approved suppliers which must be used for product procurement. In addition, each batch of polyurethane topcoat must be checked by the Specification Preparing Activity (SPA) for validation of the spectral reflectance (camouflage properties) and DS2 resistance. The local Safety Office, Preventative Medicine activity, and local medical support facility must be consulted prior to initiating CARC application. For guidance, refer to MIL-DTL-53072, Chemical Agent Resistant Coating (CARC) System Application Procedures And Quality Control Inspection.
Q11. Will there be a CLIN to cover the reimbursement of damaged panels or other parts that need to be replaced or fabricated?
A11. The government's intent is for offers to include the costs associated with damaged panels or other parts in the existing CLINs and in accordance with SOW. Part of the services requested in the contract is for damaged panels to be repaired/refabricated as needed.
Q12. If a unit is rusted / damaged beyond repair, what options will the contract have to remedy the unit to return it to service?
A12. If any panels are damaged beyond repair then the panels should be refabricated, part of the services requested in the contract is for damaged panels to be repaired/refabricated as needed.
Q13. The government has not provided a MIL SPEC color requirement for this opportunity in the SOW, will that change or will the contractor have the latitude to define, dark green, tan and Camouflage?
A13. Reference Amendment 0002, Q3/A3: Per requirements holder, there is no preference regarding which equipment is painted camo, dark green, or tan.
II. All other terms and conditions remain the same.
