1. DESCRIPTION OF SERVICES
1.1 General: The work covered under this RFQ consists of but is not limited to the maintenance labor, services, tools, materials equipment, transportation, supervision and all requirements to perform all operations in conjunction with maintenance and servicing of the side x sides, new and used on AAFB Guam in support of 736th Security Forces, Commando Warrior, Contingency Response Group.
1.2 Contract Requirements: The contractor will provide annual service
(manufacturer recommended to be serviced based on hours used and/or twice a year (Bi-annually). Contractor shall pick up and drop back serviced units from 736th SFS on
Andersen Air Force Base. Vendor must be experienced in servicing. Kawasaki Mules, and Polaris Rangers and MRZR model side x sides. All work must be done in accordance with manufacturer’s requirements.
1.3 Full equipment list:

1.4 Estimated Service List: This list is an estimate of the maintenance and service needs for the vehicle equipment. If additional service or maintenance items are needed, approval must first be obtained through the Contracting Office prior to proceeding with the repairs.
The estimates for minor services are based on average maintenance per year. All models on the Full equipment list will follow their respective periodic maintenance charts as recommended by the manufacturer. (See attached periodic maintenance charts).
1.5 After Service Repair: If the vehicle has problems after repair and delivery to the base, the contractor shall pick up and repair and deliver the needed vehicles within three weeks of notification of malfunction. If the vehicles are not repaired completely within the time frame, the contractor will notify the POC and CO with rationale for the delay.
1.6 Unscheduled Repair: If the vehicle malfunctions during the contract period (but out of cycle of the annual inspection and maintenance of the vehicles) the contractor shall provide needed repairs of the vehicles within three weeks of notification. Notification is needed for any vehicle needing more than three weeks servicing due to parts being ordered from off-island vendors. An estimate for this must be given within 48 hours of the vehicle being picked up.
1.7 Liability: The contractor shall be liable for any damages resulting from any carelessness or failure to follow proper safety, installation, engineering, or maintenance procedures and standards.
1.8 Government Furnished Services: The government will provide emergency medical transportation and treatment if required. The contractor shall reimburse the Government for the cost of these medical services at current rates.
2. GENERAL INFORMATION
2.1 Hours of Operation: The normal hours of operation for the project are from 0730 to
1630, Monday through Friday, excluding holidays and PACAF Family days.
2.2 Contractor Personnel: The contractor shall provide point of contact (POC) for all contractual matters during all hours of operation. The POC shall respond on-site within 1 hour during normal duty hours of operation and within 2 hours during non-duty hours to discuss concerns with government personnel designated by the CO to discuss problem areas.
2.3 Base Access: The contractor must notify the POC 24 hours prior to pick up of any vehicles being serviced and arrange a time to meet at the AAFB front gate visitors center, provide the required forms of combined documentation to obtain the necessary visitor and vehicle passes to allow access on base property and facilities by being sponsored by the assigned POC from 736th SFS Contingency Response.
2.4 Location: All work will be performed at the contractor’s site. For ease of parts supply, tools, special tools, waste disposal availability. Etc.
2.5 Work Interruption: All work must be done in such a manner that minimum inconvenience will be caused to the using agency.
2.6 Schedule: All routine work shall be completed within two weeks. Notification is needed for any vehicles needing more than two weeks servicing due to parts being ordered from off-island vendors.
2.7 Performance: The performance period will begin within 10 working days after receipt of the contract being awarded.
2.8 Quality Assurance: Inspection at contractor’s location - After completion of service the vendor must inspect the vehicles to ensure proper function at their facility and provide a copy of the repair invoice to the POC. If there are any additional services required to any particular vehicle, a written quote must be submitted to the POC for approval prior to providing additional service.
Inspection on site at AAFB - Upon the delivery of the serviced vehicles, the
POC and the company representative will ensure proper functioning of all serviced vehicles prior to departure of the company rep to ensure that all repairs were made and all is functioning properly.
Inspection checklist items:
* Did the vendor provide a copy of the service ticket/
* During on-site inspection, were all service items completed?
* Are the vehicles in proper working condition?
* Are there any additional services required to any particular vehicle? If so, will it be re-scheduled?
Reminder for inspection - Contractor is to provide a reminder for annual service 90 days prior to the scheduled maintenance to be performed.
Additional Request: Corrosion Control.
Provide a rust corrosion inhibitor/ evader to the fairly new and older vehicles in the fleet to deter and slow the process of rusting conditions.
3 SECURITY
3.1 Pass and Identification Items: The contractor shall ensure the pass and identification items required for contract performance are obtained for employees.
3.2 Retrieving Identification Media: The contractor shall return all identification media and/or visitor passes from employees who depart for any reason before the contract expires; i.e. terminated for cause, reassignment, retirement, etc.
3.3 Traffic Laws: The contractor and its employees shall comply with base traffic regulations. Traffic regulations include, but are not limited to:
• Employees shall wear seatbelts when operating or riding in any vehicle
(military, company or private owned) while on installation.
• Speed limits on Andersen AFB are 25 MPH unless otherwise posted. Be aware of reduced speed limits and exercise caution when driving in base housing and school zones.
• All vehicle operators on the installation shall not use cell phones unless the vehicle is safely parked or they are using a 100% hands free device.
The wearing of any other portable headphones, earphones or other listening devices while operating a motor vehicle is prohibited.
3.4 Weapons, Firearms and Munitions: Employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within vehicles (military, contractor-owned, or privately owned) while on Andersen AFB.
3.5 For Official Use Only (FOUO): The contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
3.6 Reporting Requirements: Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified/unclassified defense information. Employees shall be briefed by their immediate supervisor upon initial on-base assignment.
3.7 Physical Security: The contractor shall be responsible for safeguarding all
Government property and controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment and materials shall be secured.
3.8 Military Exercises: No compensation will be claimed for any delays resulting from re-entry procedures due to exercises.
