Section B: Description of the Supplies/Services Required
This is a brand name requirement for the 36 MUNS to purchase Pacific Power Supply AC Power Source ASX-360.
Section C: Justification for Soliciting from a Single Source or Brand Name
The 36 MUNS requires four (4) Pacific Power Supply ASX-360 portable power sources to operate the Common Munitions BIT Reprogramming Equipment (CMBRE) test sets in the Conventional Maintenance and Precision Guided Munitions facilities. This portable power source is required in order to maintain the munitions stockpile and continue daily flying operations. The purchase of these items will increase mission effectiveness by saving 2K man hours annually and will additionally allow testing in storage locations thereby eliminating the safety concern of triple handling explosive assets in the transportation of one storage area to another.
In accordance with HAF Call 18-03, CMBRE requirements include 3 phase 400Hz, 115 Vac, 15 amps per phase to operate. Power options for this include 400Hz Facility power that is permanently installed by Civil Engineering or via a Pacific Power Supply ASX-345 or ASX-360. The Unit has already completed a TF-1 for the permanent facility power, however, the ASX-360 is required for an immediate source to power the CMBRE test sets and will still be a requirement as an alternative power source in the event of power outages.
Section D: Efforts to Obtain Competition
An inquiry was made with the manufacturer of the Pacific Power Supply ASX-360 on 20 August 2018 to verify if there are any authorized resellers or distributors for the product needed. The email from Pacific Power Supply confirmed that there are authorized distributors of Power Supply products. Finally, an Internet search was completed on Power Supply distributors, which resulted in finding many different distributors for Power Supply products.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Further market research will be conducted before any subsequent acquisition of such product is done allowing new competitors to compete for future awards. Additionally, all future requirements will be closely examined to allow for maximum competition from all available vendors that meet the Government needs.
