MEMORANDUM FOR ALL INTERESTED PARTIES

SUBJECT: Request for Quote # FA5240-17-Q-M042, Military Personnel Flight (MPF) Furniture

Attention potential offeror(s), per AFFARS Mandatory Procedures (MP 5332.7(a)) this requirement is an Unfunded Fiscal Year 2017 Requirement, quotes must be valid through 30 Sept 2017.

“Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.”

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

2. F1C3417163A001 for office furniture is hereby issued as a request for quotes.

3. The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2005-95.

4. This soliciation is for Full and Open Competition under the 238390 NAICS Code, with a small business size standard of $15.0M.

5. The government request quotes for the following items;

The government requests that all items be delivered and installed no later than 120 days after date of contract or best offer, IAW Statement of Objective..

The Contracting Officer reserves the ability to award multiple contract awards based on the availability of parts in order to meet Government delivery requirements.

6. FAR 52.212-1 Instruction of Offerors -- Commercial applies to this acquisition.

7. FAR 52.212-2 Evaluation -- Commercial Items applies to this acquisition. The evaluation factors are as follows;

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will provide the best value to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1) Price, individual item price shall be inclusive of delivery cost. All nondomestic items must be identified in the proposal.

2) Technical technical capability of the item offered to meet the Government. Proposal shall be inclusive of a detailed 2D layout and installation plan, as well as a comprehensive schedule of expected completion.

3) Delivery Schedule, proposal shall include a breakdown of the delivery schedule, including all potential delays.

4) Past Performance – Offeror will be evaluated based on recency and relevancy. Recency is determined based on past three years’ experience (Aug 2014 – Aug 2017). Relevancy will be rated utilizing the chart below:

(i) Past performance information will be obtained using the questionnaire attached to this solicitation (see attachment 2). In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned the offeror will be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating will be considered “acceptable.” Up to 3 Past Performance references (does not count against page count).

Technical Acceptance, Delivery Schedule, and Past Performance are Equal to Price.

(b) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

9. FAR 52.212-4 Contract Terms and Conditions -- Commercial applies to this acquisition.

10. FAR 52.212-5 Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items (DEVIATION 2013-O0019) applies to this acquisition.

14. All Requests for Information (RFIs) must be submitted no later than 5 September 2017 at 0900 Chamorro Standard time. Quotes are due via e-mail to the Government NO LATER THAN 15 September 2017 at 1000 Chamorro Standard Time. Late quotes will be accepted at the discretion of the Contracting Officer.

15. A site visit will be conducted on 18 Aug 2017 at 0900hrs Chamorro Standard Time (ChST). Contractors will meet at the Andersen Air Force Base visitors center no later than 0845 the day of the site visit.
