MEMORANDUM FOR ALL INTERESTED PARTIES

FROM: 36 CONS/LGCB

Bldg 22026 Unit 14040 Andersen AFB, Yigo, GU 96929

SUBJECT: FA5240-16-Q-M0003: QUESTIONS AND ANSWERS

1. The subject line solicitation number for Temporary Fabric Structure at Diego Garcia has received a number of questions. Below is a list of the submitted questions as well as the answers to those questions.

Q1 - Wind Load confirmation: It appears that the wind load requirement is approximately 30-miles per hour – is this correct?

A1 - Max Wind Load is 30 MPH.

Q2 - Aluminum Frame acceptance: We manufacture an aluminum framed structure that will meet the load requirements as outlined – will the government accept an aluminum framed structure?

A2 - Due to the governments maintenance abilities, the only material that will be accepted will be steel.

Q3 - Each of the three building sizes requested has a different eave height. Is there a desired eave height for this project?

A3 - No there is not a specific desired height.

Q4 - Why is a 22 oz fabric required?

A4 - Due to the wind, weather and UV index 22oz fabric is optimum

Q5 - If engineering proves the building will handle the wind load with a different on center spacing than 10’ can a different on center be proposed?

A5 - Yes

Q6 - Typically in large size structures of this nature a steel base plate at each arch is used.

If the structure can be erected on dirt, gravel, asphault, or concrete using a steel base plate system will that be acceptable?

A6 - Yes

Q7 - For further sealing at the base level is tack strip required or just the ground skirt (these can still be blown up without tack strip)?

A7 - Tack strip is ideal

Q8 - Due to the high wind load we don’t recommend a fabric door because of the possibility of failure. Would a metal rolling steel door be acceptable?

A8 - Fabric is what is on our current shelters, to avoided needing two different repair and maintenance part designs we want to stay with fabric doors

Q9 - Is there a reason the personnel doors need to be aluminum? Will steel doors suffice?

A9 - Aluminum is what is on our current shelters, to avoided needing two different repair and maintenance part designs we want to stay with Aluminum doors

Q10 - In regard to the lighting kit we can provide 400w metal halide hi-bay lights, however, many customers are now asking for our LED bay lights, especially those customers in remote locations where replacement bulbs are not easy to come by.

Would you be interested in LED instead?

A10 - Yes

Q11 - Per AIA Guam and Micronesia website Guam is under the 2009 IBC code and has a wind load of 170 MPH. Will the 2009 IBC govern for this project or would the 2012 IBC be more acceptable? Will the 170 MPH wind load govern for this project?

A11 - Use the 2012 IBC

Q12 - If White Eagle is planning on purchasing only one structure what is the purpose of the three sizes because each is a different square footage? Is one more preferable over another? What is the optimal square footage for the project?

A12 - The government requires 3 different separate structures for this project. Please refer to ITEM 0001, 0004, and 0007 of attachment 1.

Q14 - We are seeking clarification for the wind load requirements for the structures included in the above referenced solicitation. The wind rose charts do not appear to show the maximum wind load that the structures need to be designed to withstand.

Typically these requirements are stated in MPH and exposure category. Can you clarify the wind design loads you are seeking?

A14 - Max Wind Load is 30 MPH.
