1. DESCRIPTION OF SERVICES
1.1 REQUIREMENTS: This requirement includes, but is not limited to, the labor, tools, materials, equipment, transportation, and all requirements to perform all operations in conjunction with installing new Military Working Dog (MWD) obstacles for the MWD obedience yard at Building 61235, Northwest Field, Andersen Air Force Base (AAFB), Guam in support of the 736th Security Forces Squadron, Commando Warrior Regional Training Center, MWD Section.
1.1.1 OBSTACLE COMPONENTS: All below components shall be made from concrete reinforced by rebar for added strength. All items will be manufactured off-site to be delivered and placed at Building 61235, Northwest Field, Andersen AFB, Guam.
a) CLIN 0001 - 1 EA Concrete Stairs. Height - 94in, Width of Steps - 43in, Height of Steps - 16in, Length of Steps - 24in, Top platform length - 48in, Top platform width - 43in, Number of steps on each side - 5. Refer to the attached drawings for reference.
b) CLIN 0002 - 2 EA Concrete Windows. Refer to the attached drawings for reference.
c) CLIN 0003 - 1 EA Standard Catwalk. Refer to the attached drawings for reference.
d) CLIN 0004 - 1 EA 50% Width Catwalk. Refer to the attached drawings for reference.
e) CLIN 0005 - 1 EA A-Frame. Refer to the attached drawings for reference.
f) CLIN 0006 - 8 EA Hurdles. Refer to the attached drawings for reference (height shall be 30 in).
g) CLIN 0007 - 1 EA Standard Tunnel. Refer to the attached drawings for reference.
h) CLIN 0008 - 1 EA Hanging Tunnel. Hanging Tunnel will be made in such a way that no digging will be required for installation. The tunnel will utilize a frame in the shape of a box that is 10ft long, 8ft tall, and 6ft wide. The four support beams for the tunnel will be 8ft tall and shall have a way to run long eye hooks through to bolt to opposite side in case future replacement is required. Tunnel will be 36in diameter piping and shall be black in color. Mounted plates will be used to tap eye hooks into to disseminate weight across the plastic. Tunnel will be suspended between the supports with one inch galvanized chain to support the weight of the tunnel and MWDs that will utilize it as well extend the usability of the chain.
1.2 LIABILITY: The contractor shall be liable for any damages resulting from any carelessness or failure to follow proper safety, installation, engineering, or maintenance procedures and standards.
2. GENERAL INFORMATION
2.1 HOURS OF OPERATION: The normal hours of operation for the project are from 0730 to 1630, Monday through Friday, excluding holidays and PACAF Family days.
2.2 CONTRACTOR PERSONNEL: The contractor shall provide point of contact (POC) for all contractual matters during all hours of operation.
3 SECURITY
3.1 PASS AND IDENTIFICATION ITEMS: The contractor shall ensure the pass and identification items required for contract performance are obtained for employees. The contractor must notify the 736 SFS Point of Contact at least 24 hours prior to delivery to meet at AAFB visitors center Bldg. 2403, provide a valid photograph, vehicle registration form, and proof of insurance to obtain an AF Form 75, visitor and vehicle pass if needed.
3.2 RETRIEVING IDENTIFICATION MEDIA: The contractor shall return all identification media and/or visitor passes from employees who depart for any reason before the contract expires; i.e. terminated for cause, reassignment, retirement, etc.
3.3 TRAFFIC LAWS: The contractor and its employees shall comply with base traffic regulations. Traffic regulations include, but are not limited to:
· Employees shall wear seatbelts when operating or riding in any vehicle (military, company or private owned) while on installation.
· Speed limits on Andersen AFB are 25 MPH unless otherwise posted. Be aware of reduced speed limits and exercise caution when driving in base housing and school zones.
· All vehicle operators on the installation shall not use cell phones unless the vehicle is safely parked or they are using a 100% hands free device. The wearing of any other portable headphones, earphones or other listening devices while operating a motor vehicle is prohibited.
3.4 WEAPONS, FIREARMS, AND AMMUNITION: Employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within vehicles (military, contractor-owned, or privately owned) while on Andersen AFB.
3.5 FOR OFFICIAL USE ONLY (FOUO): The contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
3.6 REPORTING REQUIREMENTS: Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified/unclassified defense information. Employees shall be briefed by their immediate supervisor upon initial on-base assignment.
3.7 PHYSICAL SECURITY: The contractor shall be responsible for safeguarding all Government property and controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment and materials shall be secured.
3.8 CONTROLLED/RESTRICTED AREAS: Not Applicable at location.
3.9 MILITARY EXERCISES: No compensation will be claimed for any delays resulting from re-entry procedures due to exercises.
