About this file
This document contains questions and answers regarding a solicitation to modernize four elevators at Eareckson Air Station. The solicitation seeks to repair and modernize three elevators in Building 600 and one elevator in Building 4010, replacing elevator control systems, motor drives, emergency braking components, and refurbishing elevator cab interiors and exteriors. The bid due date is July 27, 2022 with a period of performance of 365 calendar days from contract award. Clarification was provided that travel expenses for an elevator inspector should be included in proposals, and that while the UFGS Unedited Specification reference will be removed, the edited UFGS passenger elevator specification will remain a guideline.

Questions Received & Answers (In Red)
• Bid Date: 7/27/22. Is it possible to extend the bid date? Due to obligation need and End of the Fiscal Year fast approaching, the only point at which this Solicitation will be extended is if there appears to be lack of competition.
• We would like to bid this RFP as a sub-contractor. Is there a way to obtain a list of the interested GC’s? Responding to this Solicitation as a Sub-Contractor is not an option. (Certainly if you have a Prime Contractor that proposes, working out being a Sub-Contractor is between the would be Sub-Contractor and the would be Prime- Contractor. Our office will not release a list of interested Offerors.
• Schedule: 365 days to complete work once awarded. Contingent on a contract execution within 5 weeks of award date, a 465 day schedule is more realistic. Can the schedule be extended? There are no current plans to extend the Period of Performance. If widespread logistical issues came up the Government would evaluate the situation at that time and make a determination. If during performance, the contractor needed additional time that would also be evaluated at the time of request but Consideration could be requested by the Government.
• Contractor to include HVAC (item 3.2.4 in scope below). Elevator code requirements specify that the elevator machine room not exceed Manufactures Requirements regarding the temperature of the machine room. This temp. is generally below 95 degrees. If the ambient temp. of the machine room does not exceed 95 degrees, will the HVAC installation be excluded from the specification. ASME A17.1 states machine room temperature will be determined by the elevator manufacturer. If it can be demonstrated that during normal use conditions (post installation), temperature and relative humidity can be maintained beneath the manufacturers requirements, the HVAC requirement will be excluded. However, since the machine room is already confined and poorly ventilated, there are doubts that this will be achievable. Elevator control cabinets typically need their own circulation fans to cool the electrical components, and if the control cabinet is pulling non-conditioned air into the cabinet, we may find ourselves exceeding the operating temperature of that component.
• Are any of the elevators over 150 fpm? If so, are seismic upgrades such as “Ring and String” and “Seismic Operation” required. All but one of the elevators are over 150 fpm. The engineer tasked with performing the site visit and design, as per the Scope of Work, will determine if seismic upgrades are required to meet current elevator code. This will originate from Seismic parameters required by ASME A17.1 and will depend on the elevators risk category, component importance factor, severity of earthquake ground motion, and building base elevation. For now, all non-structural seismic upgrades can be considered required until deemed otherwise by the engineer tasked with the pre-construction analysis.
• Regarding Fireman’s Recall: Do the elevators currently recall to the main egress in the event of a fire? Is the recall activated by smoke sensors in the elevator lobbies and/or machine room? The elevators are currently configured with manual fire override only. No automated fire recall function exists, and no smoke sensors exist.
• Specification requires that we adhere to the following codes: NFPA, OSHA, EPA and all Fed, State, and Local. With all that being said, this is a Gov. job where you do not need to meet select code items. As an example, installing a “Rope Brake” on a 2-stop passenger car or on a Freight elevator that travels 25FPM seems like overkill. Are we able to exclude the install of a “Rope Brake” on this project? The rope brake may be excluded from the 2 stop elevator, however until it is deemed to be unnecessary by the engineer performing the pre-construction analysis and design, the rope brake will remain a requirement on the other three elevators, especially the 6 stop, 120 ft climb elevator in B4010.
• The bid documents included photos of the Mail Room frt. elevator and the B4010 passenger elevators. Will photos of the Kitchen and Billeting elevators be provided? We are working to provide photographs of the Kitchen and Billeting elevators, but cannot guarantee that they will be available prior to 27 July 2022.
• See Scope below. I have the following SCOPE questions:
o Item 3.2.2: Replacement of motors.
Please confirm that new VVVF motors are to be replaced, however the Drive Machines are to be retained? No machine room mechanical components will be reused. Drive machines will be replaced as part of this scope of work as well.
o Item 3.2.9: New door tracks and S.S. doors.
Also referenced in the item is 3.3.5. What is 3.3.5? The callout is a typo.
It should read “3.2.5”.
o Item 3.2.10: Coordination of Elevator Inspector.
Contractor is responsible for coordination. Is Owner responsible for the expenses of getting said inspector to and from the island? Owner is not responsible for travel expenses of the inspector. Travel expenses should be captured in the proposal. Please reference the Eareckson AS Site Support Letter for pricing information related to the passenger aircraft that frequents Eareckson AS.
o Item 3.2.13: Shaft Doors (Hoistway doors).
The specification is identical for all (4) elevators. The Kitchen, Billeting, and B4010 are all passenger elevator with passenger doors. The Mail Room elevator is actually a freight elevator with manual Bi-parting freight doors. Is it the intent of the specification to install new Frt. Doors on hoistway sided (4-doors) and a Car Gate in the car for the Mail Room elevator. Correct, the intent is to install new hoistway doors and associated equipment (car gate for example) on all elevators at each floor.
o Hoistway doors (Car #4 has manual freight doors, so we should take exception to this, 4-landings) (Please provide more information.)
o Buffers (What is the question regarding buffers?)
o intercom as required (What is the question regarding intercom as required?)
We need clarification on what document will be governing the bid. In the bid documents, the Naval facilities guideline or (UFGS Unedited spec)is referenced. That guideline document appears to be specified for a New Equipment installation, not an elevator Modernization(s).
Concur on removal of unedited UFGS Spec as a reference. The edited UFGS spec for passenger elevators shall remain as a guideline.
We request that reference to the Naval facilities guideline (UFGS Unedited Spec) be removed as a reference because it contradicts what is noted in the statement of work. Below is our reasonings behind requesting that it be removed:
1. It is a New Equipment Guide not necessarily applicable to Modernization of elevators
2. At first glance, we believe it could likely increase cost by double just to comply with it
3. It Contradicts your bid scope of work in many places
4. It prohibits OEM equipment, which is allowed according to your statement of work.
Concur on removal.
Additionally, can you please clarify is there are firm completion date that all elevator modernizations would need to be completed by as I could not find it in the documents.
Current Period of Performance is 365 calendar days from contract award.
