About this file
This document contains questions and answers regarding a solicitation to modernize elevators at Eareckson Air Station. Key details include: the solicitation seeks to replace control systems, motors, and braking components for three elevators in Building 600 and one in Building 4010; one elevator must remain operational in Building 600 at all times during work; the mail room elevator will be converted from a winding drum freight elevator to a traction passenger elevator; all roller guides and safeties must be replaced to comply with increased speed requirements; sump pumps will be installed and plumbed to wastewater lines. Custom equipment, shipping durations, and a proposed project timeline are also discussed.

1. The Edited UFGS 142123 Specification that is to be used as a guideline states under Section 2.1.1.1, and 2.1.1.4 to convert Elevator Y073, and Elevator 4 in building 4010 to EMSA application. This requires that the Hoistway door entrances have a minimum of 5” of Radius corners. Because we have no pictures of this Elevator we cannot determine if the Existing Entrances meet this requirement. If not, the existing Entrances will need to be removed and replaced. To remove the existing Entrances is a substantial effort as they are actually part of the Wall. The entire wall and the floor at each Landing would need to be removed for installation of Entrances with Radius Corners. This will add hundreds of thousands of dollars to the cost of the project. Will new Entrances with 5” Radius Corners be required?
We have reached out to the Air Force Civil Engineer Center for clarification as to whether the 5” radius corners will be considered a part of this scope of work. We have also requested new images of all three elevators in B600 that will more accurately portray existing conditions.
2. The exact same UFGS Specification Sections referenced above also requires the interior off the Elevator be able to fit a 28” X 84” Ambulance stretcher. Again, because no information is provided in regard to the existing conditions of these Elevators, we cannot determine what if anything needs to be done to meet this requirement. PWS Section 3.2.6 forbids the alteration of the existing Rails, sling, and platform. If the existing inside dimensions of the Elevator cannot accommodate an ambulance stretcher all of these items would need to be modified or replaced if there has been enough room inside the elevator Hoistway. Can the existing inside dimensions of this Elevator Cab be provided? Can the inside Dimensions of the existing Hoistway be provided? The as-builts provided (labeled B600 Elevator details) show dimensions of the elevator cab and hoistway. These indicate that the 4 stop elevator should fit a stretcher of that size, but we are verifying with on-site personnel just in case and will inform you when this information is available.
3. The Mail Room Elevator is not a Traction Passenger Elevator. In fact, this elevator is a Winding Drum Freight Elevator with Manually operated bi-parting Freight Doors. Per ASME Code this elevator cannot be used by Passengers at any time. If the Controller for this Elevator is replaced the entire Elevator will need to be brought up to current codes. Winding Drum Elevator Machines are no longer manufactured.
This Elevator will need to be converted to a Basement Geared traction Machine. It is highly probable that the existing Drum Machine is not counterweighted. Therefore new Counterweight Rails and a Counterweight, along with new and or relocated overhead Beams and sheaves will need to be installed. No specification section has been provided for any of this work. Can it be determined if this Elevator has a Counterweight? If we are required to replace these doors, are we providing manual or automatic Freight Doors? Is it the Government’s intention to convert this Elevator to allow passengers with new Freight Doors? Or is it the Government’s intention to replace the existing Freight Doors with Passenger Doors? Correct, the mail room elevator will be converted to a traction elevator. We have reached out to personnel on site to verify if the elevator is equipped with counterweight and associated rails, and will provide that information when it is received. It is the government’s intention to replace the freight doors on the 4 stop elevator with passenger doors for use as an EMSA elevator.
The two remaining two stop elevators in B600 will have their doors replaced in kind with modern, stainless steel doors.
4. According to UFGS 142123 Section 2.1.1.1, Elevator Y073 is having its Contract speed increased from 25FPM to 250FPM. The existing under Car Safeties are Type “A” and cannot be used with an Elevator traveling at 250 FPM. Are these Safeties to be replaced with Code required type “B” Safeties? If so, then
Questions/Answers Set 2 the existing Governor will also need to be replaced. This equipment is not referenced in the PWS. Type B Safeties and new governors will need to be replaced on Y073 to comply with code for the future elevator operating speed.
5. Bullet point 5 in the Answers to questions state that all of the Elevators except one will travel at speeds greater than 150FPM. According to the Edited UFGS two of the Elevators will maintain a FPM of
25. Is this correct? Apologies for the confusion on the previous amendment. The current operating speeds of the three elevators in Building 600 are 25 fpm. The one elevator in Building 4010 operates at 250 fpm. The only elevator in Building 600 that requires modification to the speed is the 4 stop Elevator labeled Y073 in the spec, to comply with EMSA requirements.
6. No mention of Car and or Counterweight Roller guides is included in the PWS. These are critical items and should be replaced. Concur that all roller guides should also be replaced. This will be captured in the amendment.
7. Per ASME A17.1 code, once Firefighters Service is added to these Elevators, a Sump pump must be installed in each Elevator Pit. This is not referenced in the PWS. Where shall the discharge from these pumps be located? Reading through ASME A17.1, it sounds as if sump pumps can discharge into nearby wastewater lines as long as the elevators are not hydraulic (risk of discharging oil into water lines). The Air Force as a whole is moving away from Oil/Water separators, so this is not an option. As long as we are going to keep the existing traction elevators as traction elevators, and convert the winding drum freight elevator to a traction elevator, we would likely install sump pumps, oil sensors and stop valves (just in case) and associated plumbing to be routed to the nearest wastewater line.
We will confirm on our as-builts where this location will be for each elevator.
8. We would anticipate Design/Submittal/Manufacturing of numerous Custom-made pieces of equipment will take 4-5 months for this project. Then all of the equipment must be shipped by Barge to the Facility. This could take several more months. Each Elevator will take 3-4 months to modernize. This project cannot be completed in 365 days from Award unless all four Elevators were removed from service at the same time. Will removing all four Elevators from Service be allowed? Confirmed with Eareckson PM Office that one elevator should remain operational in B600 at any given time. There is only one elevator in B4010 under this scope of work, so completing work on 3 of the 4 elevators concurrently is acceptable.
