SECTION 1 - DESCRIPTION OF SERVICES
1.1 SCOPE OF WORK
1 .1. 1 Services.
(a) Provide, as applicable:
(1) accredited college instruction leading to award of undergraduate and graduate degrees
(2) academic skills instructions and courses leading to a high school diploma at overseas military installations within the U.S. Pacific Command (USPACOM) region to include but not limited to Mainland Japan, Okinawa, Korea, Guam, and Australia. The current military installations are listed at Appendix C.
(b) The Institution providing educational services leading to the awarding of degrees shall be regionally accredited by an agency recognized by the U.S. Department of Education as outlined in the Department of Defense (DoD) Directive 1322.08E and DoD Instructions 1322.19 and
1322.25. Accreditation is neither divisible nor transferable. A non-accredited institution or organization cannot claim accredited status solely because of any affiliation or arrangement with an accredited institution. Only regionally accredited institutions may provide educational services.
(c) Contractors shall agree to sign the Department of Defense Voluntary Education Partnership Memorandum of Understanding and agree to the Third Party Review Process and adhere to the Principles of Excellence for Educational Institution Serving Service Members. These programs and principles form critical elements of the adult, voluntary education programs which support lifelong learning by Service members and other authorized adult learners within the U.S. military communities; served by the voluntary education organizations of each of the U.S. Forces in the Pacific theater.
1.1.1.1 General.
(a) The Contractor shall:
• Enroll students
• Provide institutionally related advisement
• Provide administrative/clerical support services for the program
• Deliver instruction in the programs cited in Paragraph 1.2 below and Appendix D
• Assess first time college students and implement a system to determine appropriate academic placement
(b) The services, supplies, and support shall be consistent with home campus support.
1.1.1.2 Library Support.
The Contractor shall ensure students have access to the resources that meet both the Contractor's standards and the accreditation standards for the subject courses offered. This shall include access to home campus library system, electronic databases and librarian services at a distance. The Contractor shall meet this requirement by placing academic reference materials in local libraries and/or through incorporating the Internet and other emerging technologies. The

Contractor shall ensure faculty and students have access to the home campus library system;
including research support. This requires access through internet to virtual text databases and research librarian assistance, faxing or mailing of materials from home campus.
1.1.1.3 Course Schedule.
(a) The Contractor representative, after consulting with the local Education Services Officer (ESO), shall develop annual, multi-term, and term course schedules to ensure courses are projected and available to permit degree/program completion. The annual course schedule shall be the master plan for all term schedules. The annual course schedule shall be published on paper and on the web and made available at least three weeks prior to commencement of Term I registration. A copy of the annual schedule shall be submitted through the applicable service representative to Headquarters Pacific Air Forces (HQ PACAF)/A 1 KE, local ESOs/Navy College Director/IMCOM-P and United States Marine Corps (USMC) Lifelong Learning Director. The first annual course schedule shall be developed during the Contractor's phase-in period. The annual schedule shall:
• Ensure there is course progression toward degree completion
• Ensure pre-requisite courses are offered prior to requisite courses
• Review historical data on courses previously offered at the installation and the student participation rates
• Review course cancellation rates. In addition, provide report of cancellation rates at the request of HQ PACAF/A1KE.
• Review recent needs assessment data suggesting new and/or obsolete courses/program
• Take into consideration scheduled military training activities and other military-related factors that might impact course participation
(b) Each term, the schedule listing courses and instructors shall be finalized not later than 30 days prior to the term start date. The finalized course schedule for each term, as coordinated with and approved by the ESO, shall be published on the institution's website and available for distribution at least three weeks prior to the beginning of the term.
(c) The Contractor shall provide the local ESO with a list of faculty members and information on the subject(s) each faculty member is approved to teach 30 days prior to the beginning of each term.
1.1.1.4 Degree Completion.
The Contractor shall award the appropriate certificate(s) and degree(s) to students who have successfully completed all program requirements. The Contractor shall send written notice, certified by a responsible school official attesting to certificate/degree completion, to the student within 45 days after successfully completing the degree program.
1.1.1.5 Graduation Ceremony.
Contractors shall conduct an appropriate graduation ceremony for graduates. Contractors serving together on a specific installation/island/territory may conduct a single combined graduation at a centralized location. The Contractor shall have a formal graduation ceremony in every country where face-to-face courses are held and more than nine students are graduating.
The graduation ceremony shall be held at a location where the majority of graduating students are enrolled. Contractors shall coordinate the graduation ceremony with their respective ESO

Graduation location, date and ceremonial participants shall be made known to each local ESO, Army, Air Force, Marine Corps, and Navy Pacific region headquarters no later than 45 calendar days prior to the scheduled ceremony.
1.1.1.6 Community Services Courses.
(a) The Contractor may offer free or minimal cost non-credit community services courses, lectures, seminars or workshops without modification of this contract when approved by the local ESO prior to any commitment by the Contractor. Contractor shall determine cost for such courses. Cost is not to exceed a total of $75 per student or $3 per student per contact hour for courses beyond 25 hours.
(b) The Contractor shall provide HQ PACAF/A1 KE a list of non-credit courses, lectures, seminars, or workshops conducted during that term, detailing the name and description of the course, location, and Service affiliation as well as the cost per student and number of students who attended by the 15th working day after the end of each term,. Under no circumstances shall students in the Contractor credit program be led to believe that attendance at community services courses is requisite.
1.1.1. 7 Tuition Assistance (TA).
(a) TA and enrollments cannot be guaranteed by the Government and are not considerations of this contract. The exact percentage of Government TA liability will be determined by each service in accordance with applicable directives. The Government retains the option to pay 100% of the unit cost for each enrollment/course designated as mission essential training.
(b) The Contractor shall use the applicable TA management processes as outlined by the US Army, US Air Force, US Marine Corps, and US Navy services policies.
1.1.1.8 National Test Center (NTC)
(a) The Contractor awarded the Lower Level Division College Programs Contract Line Item Number (CLIN) shall provide National Test Center service to include College Level Examination Program (CLEP) Electronic Computer Based Testing (eCBT), Prometric's internet based testing (IBT) Defense Activity for Non-Tradition Education Support (DANTES) Subject Standardized Tests (IBT DSSTs), Pearson Vue on-line examinations, and DA~TES funded electronic exams to eligible military and civilian examinees, and on a space-available basis, to all other examinees, with approval from the appropriate Education Services Officer/Navy Campus Director and installation commander. The Government will provide. facility and utilities for the operation of the National Test Center; all other requirements, to include but not limited to, equipment, internet access, technical support, and personnel, shall be the responsibility of the Contractor.
(b) The Contractor awarded the Undergraduate Lower Level program shall provide electronic testing services to students enrolled in distance education courses with non-contracted colleges and universities on a space available basis. The Contractor may charge students a test administrative fee not to exceed $20 per three hour long test, from each prospective examinee, when the course exam is not from one of the PACOM education services contractors. The Government is not responsible for paying any fees charged by the NTC. If the exam is over three hours, the Contractor may charge an additional fee per additional hour, but this non-refundable advance test administration service fee should not exceed $50.

Additional locations may require services in the future.
(d) The Contractor shall maintain membership with Service Members Opportunity Colleges (SOC) and have an established policy for acceptance of CLEP and DSST examinations that identifies minimum ·passing score requirements for individuals' CLEP and DSST exams with corresponding course requirements.
(e) The Contractor shall comply with all terms and conditions of the Test Center Agreement and CLEP Addendum between the Contractor and Educational Testing Service (ETS) for the administration of CLEP eCBT examinations and with the Letter of Agreement and DSST lnt~rnet Based Test Administration Guide with Prometric for the administration of the iBT DSSTs.
(f) The Contractor shall provide required resources for administering CLEP eCBT and iBT DSST examinations as described in the Test Center Agreement and the OSST Internet Based Test Administration Guide, respectively, to include computer equipment, commercial Internet service, technical support, and test administrator support.
(g) The Contractor shall meet all operating guidelines and requirements as specified in the CLEP Test Center Handbook and DSST Internet Based Test Administration Guide.
(h) The Contractor shall agree to accept the DANTES-determined standard test administration fee for eligible DANTES-funded military and civilian examinees~ DANTES will pay the fee to The College Board and Prometric who will in turn issue checks to the Contractor for the total number of administered exams provided to eligible DANTES-funded examines. For unfunded testing, the Contractor shall not charge the examinee a service fee in excess of DANTES-determined standard test administration fee for eligible DANTES-funded military and civilian examinees .
. (i) The Contractor shall provide a copy of all DANTES-funded CLEP e-CBT, iBT DSST, and Pearson-Vue test results for military personnel and a consolidated daily attendance/testing report for scheduled test dates for the preceding month to the Education Services Officer at the installation on the 151 business day of the month. The Contractor shall also provide a copy of
. CLEP eCBT test results to all examinees upon completion of exam, with the exception of the English Composition with Essay examination, and a copy of the IBT DSST and Pearson-Vue test results to the local ESO on the first business day of the week, for the preceding week.

U) The Contractor shall notify the ESO, ETS and the College Board within 24 hours of any test compromise or security breach involving the CLEP eCBT program. For the iBT DSST program, the Contractor shall notify the ESO and Prometric within 24 hours of any test compromise or security breach. For Pearson-Vue testing, the Contractor shall notify the ESO and Pearson-Vue within 24 hours of any test compromise or security breach. Any security breach or compromise will result in immediate stoppage of administering the test in question until cleared by the appropriate command or agency to recommence.
1.2 Academic Programs. The Contractor shall deliver instruction for the program(s) awarded
(a) The Contractor shall furnish and deliver to the United States Government the services described herein and in accordance with other terms and conditions specified elsewhere in this contract.
Programs described in Appendix D are to be performed at the locations specified in Appendix E.
Modification of term lengths requires approval by HQ PACAF/A 1 KE with coordination of the local
ESO.
(b) The course quantities requested by local ESOs will vary according to troop population, mission and geographical considerations. Changes to set term dates may be expected and shall be accommodated based on exercises and deployments and other events impacting installation populations. All credit awarded under this contract for traditional, alternative, and hybrid instruction shall be resident credit.
(c) The Contractor shall provide all instructional equipment, including hardware and software necessary to support delivery. In order to assist the USPACOM student in the transfer of credit and/or degree completion, Contractors shall work together to ensure full articulation of course work.
(d) An articulation agreement agreed to by the institutions and approved by HQ PACAF/A1KE shall be completed within 120 days after award.
(e) The Contractor shall deliver -COurses under the contract in this order of preference: 1) Face-to Face/Traditional classes 2) Hybrid classes, and 3) Alternative/Distance Learning (DL). Alternative or distance delivery via computer based/electronic means is required. Courses delivered through alternative delivery must duplicate at least 75 percent of the courses that represent the courses and degree areas offered through traditional methods (classroom instruction or mixed format).
Alternative delivery is required to ensure access to educational opportunity for eligible USPACOM personnel regardless of their location. The approach must make it possible for the military member in the USPACOM area to continue to pursue education without the infringement of irregular work schedules, interrupted work activities or unanticipated changes in their mission. The source of distance learning courses offered by the Contractor may be from within or outside the theater.
(f) The Contractor shall have the exclusive right to teach Face-to-Face or Hybrid classroom course on US military installations within the geographical areas and on the subjects covered by this contract. This exclusive right does not limit the access of students to Distance Education. Distance Learning can be delivered by non-contracted schools and service run networks including Air Technology Network (ATN), GoArmyEd (GAE), Marine Corps Satellite Education Network (MCSEN), Navy College Program for Afloat College Education (NCPACE), etc. originating from the United States. Students may participate in these programs or any accredited academic institution's Distance-learning programs of their choice. No restriction on that access is implied or authorized under this contract.

(g) The minimum class size shall be nine students (five for High School completion courses) at a single location. The maximum class size shall not exceed 35 without the approval of the ESO. At remote locations, the Contractor may conduct a scheduled course with less than nine students when the ESO determines it is required to meet student needs. The Contractor and ESO must reach agreement to allow courses to continue with fewer than nine students at least five days prior to course start date.

SECTION 3- GOVERNMENT- FURNISHED PROPERTY AND SERVICES
This section applies to items furnished to the Contractor as contrasted to items furnished its employees.
Logistical support described below is to be furnished on a non-reimbursable basis unless otherwise · stated.
3.1 FACILITIES
(a) When available, teaching facilities, i.e., classrooms and laboratories, to conduct courses identified by needs assessment and requested by local ESOs. Contractor shall return facilities to the Government in the same condition as received, fair wear and tear.
(b) Office space for Program Director and administrative staff. Undergraduate program administrative headquarters space will be provided at Yokota AB, Japan. Graduate program administrative headquarters space will be provided at Kadena AB, Okinawa, Japan.
(c) Office space for Area Directors and staff will be provided in-country at the most desirable location available regardless of service and installation.
(d) Appropriate office space to Field Representatives (FRs) located at Education Centers.
(e) Space to house and secure the Contractor's computer equipment in support of the National Test Center service. Electrical power will be provided. Space will comply with testing environment requirements specified in the DANTES Examination Program Handbook, Part I.
3.2 EQUIPMENT AND SUPPLIES
(a) Based on local availability and command policy, the Government will provide furniture and equipment for Field Representatives office spaces based on number of individuals assigned, i.e., desks, chairs, filing cabinets, and storage cabinets. When available, the USPACOM Program Director and Area Directors offices may use Government furniture and furnishings. Classrooms provided to the Contractor will have adequate student desks, chairs, and an instructor desk or podium. The Contractor shall return any Government property temporarily made available, i.e., projectors, films, and training aids, in the same condition as received, fair wear and tear.
(b) Use of Army and Air Force Exchange Service (AAFES), Navy Exchange (NEX), General Services Administration (GSA) store or service equivalent will be authorized on a reimbursable basis. For GSA purchases, the Contractor shall establish a reimbursable account with the GSA store or service equivalent to obtain those expendable office and classroom supplies necessary to perform the instructional service called for in this contract. The ESO will assist contract personnel in establishing local supply accounts and reimbursement procedures. The Contractor shall maintain such records and security as necessary to prevent unauthorized use or disposition of Government supplies obtained through this contract. The Contractor is authorized to place orders with commercial vendors under contract to GSA but only for items directly supporting its USPACOM program.
3.3 SERVICES
(a) Utilities at Government facilities; to include electric, gas, water, and sewage.

(b) Use of telephone including Defense Switching Network (DSN) and message service for official business. DSN lines will be provided, subject to availability and on a reimbursable basis, so FR can access Regional HQ office. DSN lines will be provided, subject to availability and on a reimbursable basis, so Regional HQ office can access HQ PACAF/A 1 KE. Utilization is subject to local command policy and will be monitored by the local ESO and in accordance with locally established security procedures to ensure it is limited to official use only.
(c) Every Field Office will have a dedicated telephone number.
(d) Required repairs to all provided facilities:
(e) Janitorial services, equivalent to the janitorial services provided to Government offices on the installation, for shared office spaces and all classrooms. The Contractor shall be responsible for keeping all facilities provided for the exclusive use of the Contractor clean in accordance with the academic institution's standards.
(f) Army or Air Force Post Office/Fleet Post Office (APO/FPO) postal service to, from, and within the USPACOM area. The Contractor shall be required, however, to pay for postage on mail shipped to and from the United States and Guam. Authorization is limited to professional correspondence, materials, and textbooks and instructional equipment in support of the Contractor's programs. The Contractor shall ensure its employees have made arrangements to receive mail through local Postal Service Centers as soon as possible after their arrival at the new duty station.
(g) Military Banking Facilities.
(h) Military registration of motor vehicles in accordance with Status of Forces Agreement (SOFA) for countries/geographical areas specified in Appendix C.
(i) Use of vehicle maintenance, gas, oil, and retail sales service.
U) Base/Post/Navy exchange purchases limited to the purchase of academic and administrative program items.
(k) Base/Post/Navy reproduction services consistent with local command policy. All reproduction shall be on a reimbursable basis.
(I) Base Legal Services consistent with local command policy on a space available basis.
(m) Air Force email account and Local Area Network (LAN) access to the Transportation Support Liaison. Utilization is subject to security procedures to ensure it is limited to official use only.
(n) Repairs as required to maintain the space housing the National Test Center will be provided. All telecommunication requirements shall be at the arrangement and expense of the Contractor. The ESO will confirm with the installation Information Technology personnel that all telecommunication requirements arranged and paid for by the Contractor pose no security risk to the military infrastructure.

(a) Use of the Defense Transportation System (DTS), on a reimbursable basis, for packing, crating, and movement of items in support of instructional services in this contract. Billing will be in accordance withDTR 4500.9-R, Part II, Appendix V.
· (b) The ESO at the overseas installation from which these items are being shipped is responsible for acting as Quality Control Inspector (QCI) to assure only items used in support of this contract are shipped via DTS. For all shipments originating at the Contractor's home campus, the responsibility for Quality Control rests with HQ PACAF/A 1 KE. Appropriate QCI approval shall be obtained prior to introducing any shipment into DTS.

SECTION 4- GENERAL INFORMATION
4.1 PERSONNEL
4.1.1 Management. The Contractor shall:
(a) Provide a USPACOM Program Director and staff, and Area Director(s) and staff for the locations identified in Appendix C.
(b) Provide a permanent on-board individual to replace the USPACOM Program Director or Area Director within 60 days of a vacancy.
(c) Appoint an on-site acting or interim director during vacancy(ies).
(d) Provide resumes and qualification standards of key personnel and instructional personnel.
(e) Remove employees who endanger persons or property, or whose continued employment is inconsistent with the interests of military security or who might place the privileges, immunities, or status of the United States Forces in the host nation country in jeopardy.
(f) Ensure full-time employees (faculty members, staff, field representatives, etc.) who receive foreign country tax free privileges (exchange, commissary, etc.) abide by country Status of Forces Agreement (SOFA) and local installation commander's directives concerning their employment on the local economy.
(g) Ensure all employees adhere to the laws· of the country in which the program is being conducted and such local command directives as may be applicable to them, such as standards of conduct on military installations and in the foreign country.
(h) Ensure employees do not represent themselves as Government employees. Equivalent civilian General Schedule (GS) ratings on approved travel documentation are intended only for billeting and to facilitate use of military clubs.
(i) Submit an Employee Report every quarter after the first quarter of the Basic Period of performance to HQ PACAF/A1 KE which lists all employees provided a Common Access Card (CAC). The report shall list the name, citizenship, work status, primary assignment location, and last four digits of Social Security Number of the employee. Include in the report, names and citizenship, date of birth, and relationship to Contractor's employee of family members provided CAC. The report also shall contain the names of the individuals who are no longer employed and the disposition of their identification cards. Report is due 31 Dec, 31 Mar, 30 June, and 30 September of each year.
4.1.2 Instructional Staff. The Contractor shall:
(a) Ensure faculty members in the theater possess the same qualifications required on the home campus. Data on faculty qualifications will be reported in the annual Contractor Evaluation Report.

(b) Ensure full-time undergraduate and graduate faculty members teach not less than 50 percent of all credit courses taught during the contract year. Data shall be provided to the Government on request.
(c) Ensure full-time vocational/ technical faculty members teach not less than 25 percent of all vocational/ technical credit courses taught during the contract year. Data shall be provided to the Government on request.
(d) Provide the ESO a list of part-time faculty and qualifications at their request. Full-time and part-time faculty resumes/vitae shall be posted on the institutional web site. This data shall be updated by term.
(e) Ensure faculty and students have internet access to the home campus library system, including research librarian support. This requires access through internet to virtual text databases and research librarian assistance, faxing or mailing of materials from the home campus.
(f) Ensure qualified substitute faculty members are available.
(g) Be responsible for the development of instructional materials, classroom presentation, course related testing, class records, recording of attendance, related instructional activities, and awarding of degrees.
(h) Ensure that safety and health standards of the installation are maintained while classes are being conducted.
(i) Develop, produce, and distribute a current Pacific Area Faculty Guide to be issued to each new faculty member in advance of his/her class starting date. The policies and procedures stated in the guide shall be reviewed annually to ensure they conform to local command policies and the provisions of this USPACOM contract. Affirmation of such review shall be provided to HQ PACAF/A1 KE by 1 December of the second and ensuing contract years.
U) Distribute a copy of the Faculty Guide to each Service Director and HQ PACAF/A1 KE before the start of Term 1.
(k) Contractor may hire qualified active duty military personnel or U.S. Government appropriated or non-appropriated fund civilian employees. The Contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station (PCS), change in duty hours, or deployment. The Contractor shall not employ in any capacity Government Education Services Personnel (i.e., ESOs, Guidance Counselors, and Education Technicians).
4.1.3 Clerical-Administrative. The Contractor shall:
(a) Provide one full time (40 hours a week) Field Representative at each Education Center and an additional representative in accordance with the schedule below:

Office Hours Per Week*
* NOTE: (1) Hours may be increased during registration period and other heavy work periods.
(2) Student enrollment is defined as each course enrollment. Manning shall be based on the total student enrollments at the site for the previous 12 months. If 12 months experience does not exist, multiply the enrollments in the current term by the number of terms in a 12-month period to determine the appropriate manning level.
(b) Ensure the FRs:
1. Maintain attendance records
2. Report excessive absences to the Education Center staff
3. Provide program information
4. Maintain the Contractor Quality Control Log at each site
5. Perform routine duties for the Contractor, as specified in the FR job description, to include providing prospective student information and assistance with scheduled courses, course syllabi, institutional policy and program requirements, and assist students with financial aid for grants or VA benefits
(c) Coordinate the FR's office hours with the local ESO. The FR shall ensure that office hours are posted in a conspicuous place and that the hours are strictly observed. The FR shall inform the ESO in those few cases when s/he will be absent during posted office hours.
(d) Ensure the FR does not:
1. Counsel students regarding testing or academic/ vocational career goals for other institution's programs (i.e. military specific programs)
2. Register military students who will be using active duty T A in courses without prior approval from the ESO or counselor
3. Accept TA Authorizations that have not been completed, signed, and approved by the ESO or designated representative
(e) Provide a Transportation Support Liaison as a single point of contact to process official travel · requests.
4.2 QUALITY CONTROL- POLICIES AND PROCEDURES
The Contractor shall:
(a) Be in compliance with DoD Directive 1322.08E, Voluntary Education for Military Personnel, and DoD Instruction 1322.25, Voluntary Education Programs.

(b) Submit a "Quality Control Plan" to 647CONS and HQ PACAF/A1KE no later than 60 days after award. Quality Control Plan shall address all areas covered in the Service Summary while using the Quality Assurance Personnel Handbook developed by HQ PACAF/A1 KE and its provisions as an integral part of the Quality Control Plan.
(c) Maintain a Quality Control Log in the local FR's office by term. Deviations should be annotated on the log.
(d) Maintain quality control documents in electronic format by site, date and term.
(e) Provide a copy of current or historical quality control documents upon request by the ESO. HQ PACAF/A1 KE may also request logs by site in a consolidated manner via electronic format in Microsoft Word or Excel.
(f) Provide an annual Contractor Evaluation Report. The Contractor shall provide a candid evaluation of the Contractor's performance for the past contract period. The report should be tied to the Contractor's Quality Control Plan and Inspection System. The report shall include deficiencies and corrective action(s) taken to resolve the deficiencies.
Organize the report into six sections: Executive Summary, Administrative Organization, Academic Programs, Faculty, Administrative and Student Services, Quality Control.

(courses and enrollments - include sites/CLINs, courses scheduled and cancelled, percentage taught by full time professors, degrees awarded, graduation ceremonies, goals for the coming year)

V. Administrative and Student Services (textbooks, library services, student services -transcripts/degree audits and financial aid advisement, marketing)
VI. Quality Control (accreditation, quality control logs, student surveys, comparison to home campus)
The report shall also include the following: Summary of Student Surveys; Measures of Student and Administrative Services performance; Library Electronic Access Use by Students and Faculty; Annual Summary of Institutions Quality Control Evaluations conducted each term at each site. It shall identify problems encountered during the previous year and shall identify strategies developed and implemented by the Contractor as solutions to those problems. It must provide evidence of a process and results of Institutional Outcomes assessment results, including measurable student outcomes, comparing home campus and theater metrics and Recommendations and Commendations. Report is due to HQ PACAF/A1KE by 1 October annually.
(g) Distribute student surveys near the end of the term. A summary of the survey results for each class will be provided to the ESO within 15 days of request.
(h) Participate in Quality Assurance visits as determined by HQ PACAF/A1 KE.
4.3 EQUIPMENT and SUPPLIES

(a) Provide instructional equipment related to the educational program.
(b) Ensure all Contractor equipment used in the instructional process is maintained in safe, functional condition. Contractor shall repair or replace equipment when breakage is attributable to Contractor.
Special purpose classroom equipment belonging to the Department of Defense Dependents Schools
- Pacific (DoDDS-P) shall be repaired or replaced when breakage is attributable to Contractor (reference local formal DoDDS-P/installation agreements).
(c) Maintain records and take security measures as necessary to prevent unauthorized use of disposition of equipment obtained through Government property disposal channels.
4.4 ·SERVICES
The Contractor shall:
(a) Provide internet access for instructional, administrative/management, personnel, and student use directly related to this contract. On installations where the only Internet Service Provider is the Government, the Government will provide internet access and electronic mail on a reimbursable basis. Internet Service Providers must be ·used in accordance with local regulations. The Government will work closely with the Contractor to make this access to installation sites feasible and reliable. Contractors may use Government established internet services for non-official use for both instruction and administration of programs at cost on a pay for service basis.
(b) Comply with appropriate service directives concerning use of APO/FPO postal service. At installations where personal post office boxes are not provided to individuals, allow contract employees to receive personal mail at the Contractor's official address. Coordinate with local ESO for mail delivery and pick up requirements.
(c) The Contractor may request, through the local ESO or as appropriate, the use of on-base cable pairs for installation of a commercial telephone. All costs associated with such commercial service shall be the responsibility of the Contractor.
(d) Provide maintenance of classrooms to ensure they are orderly: no trash is left in the room (other than receptacles), white boards are erased, furniture is returned to its original position, windows are closed, lights and air conditioners are turned off, and the room is locked if applicable. Smoking and chewing tobacco is not authorized in any classroom. Follow local ESO policy regarding eating/drinking in classrooms.
(e) Provide security monitors for weekend, evening, and non-duty hour classes. Multiple Contractors using the same facility may work out a shared responsibility.
Facility monitors shall be responsible for monitoring classrooms during early morning, evening, and weekends when Education Center personnel are not on duty. Coordinate with the ESO in accordance with local facilities security procedures (each installation is different) to ensure the building is secured at designated closing hours, when classes are in session. Coordinate with the

ESO to receive current term schedules and updates regarding rescheduled and cancelled classes to ensure correct rooms are opened by class start times and locked at the end of classes. A daily check shall be made of classrooms to ensure that windows, locks, and doors are properly secured.
If the facility indicates a possible unauthorized or forced entry was made, the ESO and the military police desk shall be contacted immediately for assistance. Notification of any problems or discrepancies in Government property inventory shall be made to the ESO. Check and take corrective action in reference to possible fire hazards, i.e., ensures coffee pots, computers and audio/visual equipment are turned off. Notify the ESO of any discrepancies or potential problems and security violations.
4.5 TRANSPORTATION
The Contractor shall:
(a) Submit travel document requests for faculty/administrative travel to HQ PACAF/A1 KE at least 15 days prior to proposed travel date.
(b) Be responsible for all local transportation and for all travel arrangements for contract personnel.
(c) Be responsible for the transfer of supplies, materials, and equipment to the appropriate USPACOM instructional sites and return to the home campus and between USPACOM instructional sites.
4.6 TEMPORARY DUTY TRAVEL
Only the Government is authorized to initiate official travel clearances and/or travel documents.
(a) Individual Visiting Officers Quarters may be provided for certified temporary duty contract personnel when authorized on HQ PACAF/A 1 KE travel documents. Fees charged will be at the same rate as those paid by visiting officers.
(b) The Contractor shall ensure that the following actions have occurred prior to submission of any Temporary Duty (TDY) travel request:
• Provide complete Information for Contractor Travel not later than 15 days prior to desired departure date. Required information shall be provided to HQ PACAF/A1 KE, Joint Base Pearl Harber-Hickam (JBPH-H), Hawaii, 96853-5001.
• Determine traveler has necessary visas/reentry permits. A security background check.
shall be completed for contract employees.
• Complete United States Forces Korea (USFK) Required Theater Specific Training (USFK Reg 350-2) and unique SOFNUSFK requirements per USFK Reg 700-19.
(c) The Contractor shall submit all requests for travel documents for personnel to HQ PACAF/A1 KE.
The request shall include:
• Full name of individual(s)
• Position title(s) and recommended equivalent civil service grade for billeting purposes
• Last four digits of social security number and passport number(s)
• Proposed date of departure from the individual's home, campus, or duty station
• Specific reason(s) for travel

• Detailed itinerary with dates. Specific dates and installations must be given for desired billeting accommodations.
• Date of last National Agency Check with Inquiries (NACI) and FBI fingerprint review

4.7 POLICIES
(a) The Contractor shall comply with appropriate service directives. (See Appendix 1).
(b) The Institution providing educational services shall be a member of the Service Members Opportunity Colleges (SOC).
(c) Contract employees qualify for benefits (see Appendix G) after HQ PACAF/A1KE certifies initial assignment orders. ·
(d) The Contractor shall provide the following information to HQ PACAF/A1 KE on each local-hire U.S. and third country employee who qualifies for privileges and services outlined herein:
• Last four digits of Social Security Number (SSN)
• Passport Number
• Position Title
• Duty Location
• Date Hired
• In-Country Type Visa
• Employment Status (Indefinite, 1 year, etc.)
• Names of Spouse and Children
• Children's Ages
• Last four digits of children's Social Security Numbers
• Dependents' Passport Numbers
(e) Certified personnel are subject to the liabilities and responsibilities set forth in the SOFA and host country agreements and to local command directives. Personnel assigned to Guam may not be eligible for the benefits. Individual logistical support is provided subject to the following conditions:
(1) Employees shall acquire SOFA status with the host country by reason of his or her employment with the Contractor.
(2) Certified employees and authorized dependents shall not engage in any off base/post local business activities in the host country not permitted under the country SOFA Entering into business activities not specifically permitted shall be a basis for withdrawal of an individual's certification.
(f) Prerequisite to Common Access Card (CAC) issuance is proof of completed NACI and a positive result from an FBI fingerprint check. New employees must coordinate with the ESO to schedule appointment with the base Information Protection and Security offices to process required paperwork or as required by local installation policy. The Government, specifically the duty location of the individual Contractor employee, shall be responsible for the cost of the NACI or equivalent background investigation.

The Contractor shall be accountable for the CAC and/or the United States DoD/Uniformed Services Identification and Privilege Card and employee compliance with host country import and ta);<ation laws concerning the acquisition and disposition of personal property in the host country. (Reference Memorandum dated Dec 1, 2008, Subject: Directive-Type Memorandum (DTM) 08-003, "Next Generation Common Access Card (CAC) Implementation Guidance".)
(g) If the NACI is completed with other than favorable results, the Contractor shall not allow the employee to provide further instruction or support services unless prior written approval from the local Security Officer and the Contracting Officer is obtained. Certified employees who complete their assignments or terminate employment with the Contractor shall relinquish the Common Access Card and/or the United States DoD/Uniformed Services Identification and Privilege Card and related individual support, i.e., vacate Unaccompanied Officers QuartersNisiting Officers Quarters (UOQNOQ), turn in Government furnishings, ration control cards, etc., to the designated contract official/Trusted Agent within 15 days of term completion or assignment termination date.
(h) The Government will not expect the Contractor to perform during a period of hostilities or natural/man-made disasters.
4.8 PROCEDURES
