About this file
This document contains questions and answers regarding a solicitation for a tension fabric structure at Yokohama North Dock in Japan. The solicitation seeks offers to provide a tension fabric steel structure with PVC coated polyester fabric wall and roof system measuring 45 meters in width, 45 meters in length and 6 meters in height, with options to increase the length in 15-meter increments. While the Berry Amendment and DFARS 252.225-7012 are not applicable, the Army requires an American-made equivalent structure. The drawings specify a 5-meter roof span, though Japanese law requires under 4 meters; a 5-meter span is acceptable for this project. The document lists leading tension fabric structure manufacturers and top local contractors supporting US government contracts at the Yokohama Port Facility.

Regarding to the Elevation, does this mean “Keep Open” at both sides of the Building?
Yes. Keep the both sides open.

vs.
Option 1 & 2 ‐ Provide tension fabric steel structure with PVC coated polyester fabric wall and roof system (45 m width x 15 m length x 6m height).
The options intend to increase the length of the basic size of the structure with foundation in increments of 15 meters if the government funds permit to exercise the option(s) within the statutory cost limitations.
3 ‐ ‐ Is Berry Amendment compliant fabric required for the building?
While 252.225‐7012 and the Berry Amendment are not necessarily applicable to the purchase of TFS (Tension Fabric Structure), in this case the Army has elected to require brand name or equivalent TFS that are American made.
4 Drawings A‐02 The drawing requires 5000mm about roof span. But Japanese law indicates the span shall be less than 4000mm. Is it OK to build as drawing?
Yes.
