PERFORMANCE WORK STATEMENT (PWS)

FOR

CABLE PLANT UPGRADE ZONE 6 BROWN, YOKOTA AB, JAPAN

1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, vehicles, materials, supervision, and other items and services necessary to install outside plant (OSP) single mode (SM) fiber optic cable at Yokota Air Force Base, Japan. The contractor shall perform replacement services in accordance with (IAW) this PWS, manufacturer standards, commercial practice and local standards. All parts and materials must be compliant with the Trade Agreement Act (TAA).

2. Objective. The contractor shall install, fusion splice, terminate and test ribbon OSP Single Mode (SM) fiber optic cable. Utilize drawings for cable routes, and splice locations. Utilize PWS for splicing method, fiber counts, fiber testing methods, labeling and termination methods. All distances are approximates. The contractor will also re-terminate existing fiber optic cables from SC to LC in ITN 556 to reduce termination foot print and provide options for ITN 4331 and 1337 as stated in paragraphs 4.7.1 and 4.7.2.

3. SCOPE. This Performance Work Statement (PWS) defines the requirements for the Contractor to install, splice, terminate and test 576 strands of SM fiber optic ribbon type cable (FOC) from Information Transfer Node (ITN) Bldg. 1246 to the ITN Bldg. 556, Create 3 splice points. Install 24 or strands of SM ribbon type FOC from each facility to designated splice points. Splice facilities ribbon 1 (strands 1-12) to ITN 556 and ribbon 2 (strands 13-24) to ITN 1246. All other strands will be spliced straight through ribbon 1 to 1, 2 to 2 etc. The contractor will also reduce existing fiber termination foot print in ITN 1246 and 556 as described in this PWS.

4. REQUIREMENTS.

4.1. Installation.

4.1.1. ITN 1246 to ITN 556. Install 576 strand SM ribbon type fiber optic cable (Fiber cable must be American standard color code), from ITN 1246 to ITN 556 utilize routes provided. If alternate route is available at no additional expense get approval from 374 CS/SCXP PM before proceeding. Procure 2000’ of 3 slot 3” Maxcell install it with the 576 strand when utilizing an empty duct. Remaining Maxcell will be given to 374 CS/SCOW.

4.2. Splice.

4.2.1. Splice Enclosure specifications. The closure (dome type) should support future growth (over 1000 strands), be re-enterable, utilize a grommet system, and have at a minimum 7 entry ports that can be subdivided utilizing grommets, it must also support cable diameters up to 1 1/4 inch in diameter. The closure shall be sealed and suitable for enclosing a splice organizer in a protective housing. The splice organizer shall consist of splice trays and protective sleeves, and ancillary hardware necessary to house fiber optic splices. The splice tray shall house a minimum of 288 fiber optic fusion splices in a neat and orderly fashion. The splice tray shall provide individual support for each splice. The organizer shall allow for one meter of fiber to be stored without kinks, twists, or micro-bends. The organizer shall be suitable for reentry, for future maintenance or modification, without damage to the fiber or splices. The closure shall be Pre-formed Coyote Dome or equivalent. All splice closures will be identical.

4.2.2. Splice method. All splicing will be fusion type only. The splicing method will be duel home type. Splice facilities ribbon 1 (strands 1-12) to ITN 556 and ribbon 2 (strands 13-24) to ITN 1246.

All available strands will be spliced straight through ribbon 1 to 1, 2 to 2 etc. When installing a cable into splice case utilize a 4 port grommet. If all ports are not utilized in the 4 port grommet fill vacant ports with plug.

4.3. Terminate.

4.3.1. Terminate ITN 556 and 1246. Utilize high density ribbonized pigtail Fiber Optic Distribution Panels (FODP) fusion splice type with LC connectors, or MPO/MPT cartridge type.

4.3.2. Terminate End Buildings. Utilize ribbonized pigtail Fiber Optic Distribution Panels (FODP) fusion splice type with LC connectors, or MPO/MPT cartridge type.

4.3.3. Termination locations. All terminations will be completed inside the facility’s communication rack in the communication room.

4.4. Test.

4.4.1. Fiber optic tests. All fiber strands shall be tested and capable of a 10 Gig Transfer rates with no more than 3 DB Lose. Both Optical Time Domain Reflectometer (OTDR) and Optical Power Meter tests will be used for all end-to-end circuits. Between FODPs, bi-directional testing at 1310 nm and 1550 nm is required. All test results will be sent to 374 CS/SCXP. Test results will be verified at project completion.

4.5. Label.

4.5.1. Label cable in manhole. All cables will be labeled in the manholes. Utilize a permanent label that will not fade due to water and time.

4.5.2. Label cable at FODP. Label the cable at the FODP entrance and on the front of the FODP.

4.6. Drawings.

4.6.1. As built drawings. The contractor will provide as built drawings. The drawings will show only the newly installed fiber optic cables (conduit utilization). Drawings will be sent to 374 CS/SCXP (PDF format).

4.7. Rack Consolidation.

4.7.1. ITN 1337 (OPTION). Coordinate with 374 CS for downtime. This work will be completed on the weekend. Cut 9/12 core, 1/24 and 2/48 core cable and re-terminate cables utilizing LC type connectors (total 228 strands). Condense the strands to the smallest footprint possible (utilize a high density FODP). Any additional cable slack can be pulled into the manhole for appearance purposes.

4.7.2. ITN 4331 (OPTION). Coordinate with 374 CS for downtime. This work will be completed on the weekend. Cut 26/12 core, 1/24 and 2/48 core cable and re-terminate cables utilizing LC type connectors (total 432 strands). Condense the strands to the smallest footprint possible (utilize a high density FODP). Any additional cable slack can be pulled into the manhole for appearance purposes.

4.7.3. ITN 556. Coordinate with 374 CS for downtime. This work will be completed on the weekend. Cut 18/12 core, 3/24 core, and 3/48 core cable and re-terminate cables utilizing LC type connectors (total 432 strands). Condense the strands to the smallest footprint possible (utilize a high density FODP). Any additional cable slack can be pulled into the manhole for appearance purposes. Procure the following to be utilized by 374 CS/SCOIN during cutover:

4.1 Cable installation.
Cable will be installed in manholes and locked down to steps to prevent cable movement. A minimum 15 foot maintenance loop will be placed at manhole before building entrance to include ITN 556 and 1246.

4.2 Splice
All splicing will be completed outside of the manhole. Maintain a minimum 15 foot maintenance loop at splice points.
Deliverable 2. Will be reviewed upon project completion. 100 % Inspection.
4.3 Terminate
All terminations will be ribbon fusion spliced. Maintain appropriate wire management in back of FODP.
Deliverable 3. Will be reviewed upon project completion. 100 % Inspection.
4.4 Test
All fibers will be 10 Gig capable at a minimum and with no more than 3 DB loss.
Deliverable 4. Provide copies of all test results to 374 CS/SCXP in PDF form. All test results will be reviewed. 374 CS/SCOW will validate the test results during acceptance.
4.5 Label
Utilize a permanent non fading label. Label all cables in manholes and termination points.
Deliverable 5. Will be reviewed upon project completion. 100 % Inspection.
4.6 Drawings
Provide manhole drawings of newly installed cables include duct utilization and splice location.
Deliverable 6. Provide as built drawings in PDF form to 374 CS/SCXP and SCOW. Duct utilization will be reviewed at project completion.

Project completion

Upon completion of Task 6, the Site POC will schedule inspection with 374 CS/SCXP. SCXP will schedule inspection with back shops. An AFTO 747 acceptance will be generated by the plans work center and routed for 374 CS/CC acceptance.

6. PLACE OF PERFORMANCE. A site visit will be conducted at 1:00PM on August 14th 2019 (Building 620) to visit the buildings/zone mentioned in Section 4 of this PWS and the below drawings.

7. PERIOD OF PERFORMANCE. All work shall be completed 12 months after date of award. However the vendor should quote their best estimate in terms of the amount of time to complete the project. The vendor shall be available for a kickoff meeting with the customer no later than two weeks after the award date. As directed by the 374 CS/SCXP 225-9690 (Site POC), the contractor shall continue performance in emergency or mission essential conditions. Additionally, the contractor may be required to account for the whereabouts of their personnel should this information be requested by the Site POC. No on site work will be started until after base passes have been issued excluding surveys.

8. INSTALLATION PLAN. The Contractor shall arrange an installation plan and schedule with the Site POC, and obtain an approval from the Site POC prior to the commencement of the work. POC is as follows: Primary MSgt Hicks, Robert Alt. Mr. Pinkerton 225-9690.

9. ARRANGEMENTS OF THE PERFORMANCE TIME. The contractor will coordinate all after hour work with site 374 CS/SCXP 225-9690 and shall do so at no additional cost to the Government.

10. HOURS OF SERVICE. The contractor’s personnel shall perform scheduled work on weekdays, Monday through Friday (exclusive of the below U.S. legal and other designated holidays), during normal duty hours, 0800 - 1630 hours unless prior arrangements have been made with the Site POCs. Consolidation of ITN rack will be completed on the weekends.

11. SITE POC. The authorized primary Site POC for this contract is 374 CS/SCXP 225-9690 or 225-4145. The contractor shall coordinate all aspects of this project with the Site POCs. Completed work shall be subject to inspection and acceptance by the Site POCs.

12. GOVERNMENT-FURNISHED EQUIPMENT (GFE)/GOVERNMENT-FURNISHED INFORMATION

(GFI). NONE

13. OTHER PERTINENT INFORMATION OR SPECIAL CONSIDERATIONS.

The Contractors shall be responsible for gathering all information needed for the work to be completed. All questions shall be submitted in writing to the Contracting Officer (CO) and Contract Administrator (CA) three days prior to the site visit.

The Contractor shall have confined space certification or training, at least three (3) years of experience in construction, outside plant fiber optic cabling installation and/or maintenance and testing. At minimum, key personnel shall have a professional knowledge of communications engineering concepts, principles and practices and extensive familiarity with other engineering disciplines; knowledge of a broad range of networking standards, methods, practices, techniques, materials and equipment to ensure work is in compliance with regulations and standards.

The Contractor shall be responsible for the transportation of all system equipment to the site locations. Upon request of the Contractor, the Government may provide a temporary storage. In such case, the Contractor shall be responsible for inventory and reconciliation of all shipments, which will be coordinated with and verified by a Government representative. Also the Contractor shall transport all equipment from the temporary storage area to the final destination.

The Contractor shall coordinate the site visit through the Site POC and the CO/CA. The Site POC will provide any applicable forms regarding site visits. The Contractor shall provide all necessary site visit information to the government’s Site POC (374 CS/SCXP) at least 10 days prior to any site visit. The Contractor shall coordinate all deliveries with the Site POC at least 10 days prior to delivery and provide any site visit information required for the delivery. This will ensure visit clearances can be obtained from the local Security/Visitor Control Office. Visits include, but are not limited to, meetings, surveys, testing, etc.

The Contractor shall provide a standard commercial warranty to correct possible defects in materials and workmanship. The warranty shall be provided for two years commencing at the time of final system acceptance and shall include all equipment purchased, including but not limited to, infrastructure equipment.
