Performance Work Statement (PWS)

FOR

NETWORK REWIRE BUILDING 703 AT YOKOTA AIR BASE

ZNRE-2018-00002-00001

26 JULY 2018

1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, vehicles, materials, supervision, and other items and services necessary except that specifically identified as Government furnished in Section 12, Government Furnished Property and Services, to upgrade current infrastructure from CAT 5 or below to CAT 6 at Yokota Air Force Base, Japan - (Bldg. 703). The contractor shall perform replacement services in accordance with (IAW) this SOW, manufacturer standards, commercial practice and local standards. All parts and materials must be TAA compliant.

2. OBJECTIVES. The contractor shall install 61 (1st floor) and 63 (2nd floor) quad outlets and associated cabling (CAT 6) for a total of 496 network drops. The contractor will install two communication racks one on the first floor and one on the second floor in the communication network closets. The contractor will also provide power to the two communication racks. The contractor will install a 25 pair plenum rated 24 gauge copper cable from the telephone communication closet to the network communication closet on both floors.

3. SCOPE. Install, terminate, and test CAT 6 network cables and hardware. Install two communication racks. Install 30 ft. of ladder rack above communication racks in both network communication closets. Utilize drawings (Appendix A) for rack, and quad outlet locations.

3.1. NOTE. Occupants of BLDG 703 will need to remain operational during installation. The bldg. cutover will be accomplished by the 374th CS after testing is accomplished.

4. REQUIREMENTS. The newly installed and existing network infrastructure shall fulfill the following requirements:

4.1 Task 1 – Install communication racks and ladder rack.

4.1.1 Subtask 1 – Install communication racks. Communication racks will be fully enclosed with front and rear door. A minimum of three sides will be accessible for maintenance purposes. Anchor communication racks to the floor. Ground rack to closest grounding point, and install rack mount bus bar on back of communication rack. Install electrical power to communication rack from closest available power breaker panel. Specs as followed: 100-210V, 50-60 Hertz 20 AMP 515 NEMA outlet.

4.1.2 Subtask 2 – Provide cable tray (ladder rack) above communication rack to support cables. Add ladder rack the length of the communication room (30’ Length X 10” Width).

4.2 Task 2 – Install CAT 6

4.2.1 Subtask 1 – Install raceway, 4 Port Gang Boxes, Patch Panel. Install new raceway, gang boxes and patch panel at predetermined locations throughout facility IAW attached drawings (Appendix A).

4.2.2 Subtask 2 – Install new CAT 6 Network Cables. Install new CAT 6 network cables (blue or gray) from the Communication Rack to designated termination points located on Appendix A. Install large J-hooks utilizing existing threaded rod above ceiling tile, or anchor J-hooks into wall.

4.2.3 Subtask 3 – Terminate CAT 6 Network Cables. Terminate CAT 6 cables into gang boxes at designated locations IAW Appendix A. Terminate other side of CAT 6 network cables into the newly installed communication rack. Provide vertical and horizontal wire management for the front and rear of the communication rack. All termination will be B-Standard.

4.2.4 Subtask 4 – Label Network Cables. Label all network cables at the gang boxes and patch panel; example RM101-1, RM 101-2. Numbering sequence shall be in numerical order at the patch panel.

4.3 Task 3 – Test

4.3.1 Subtask 1 – Test CAT 6 Network Cables. Test all network cables in facility and document results.

5. PERFORMANCE STANDARDS.

4.1 Task 1 – Install Communication Rack

Communication rack shall be anchored to floor, grounded and powered. Ladder rack shall support at a minimum 45 pounds a foot.
Deliverable 1. Will be inspected during acceptance inspection.

4.2 Task 2 – Install CAT 6

All cables shall utilize J-Hooks. Ceiling shall not be utilized as cable support. Cable shall have a minimum of 1ft slack coil above ceiling at outlet location. All terminations shall be B-Standard.
Deliverable 2. Will be inspected during acceptance inspection.

4.3 Task 3 – Test

All cables shall meet at a minimum a 1 Gig Xfer Rate.
Deliverable 3. Test results will be validated during acceptance inspection. Results will be sent to 374 CS/SCXP.

Completion of Project

Deliverable 4. Upon completion of Tasks 1-3, the Site POC will schedule inspection and acceptance with 374 CS/SCXP. Inspection will be completed 5 duty days after scheduling and acceptance will be completed 5 days after inspection.

6. PLACE OF PERFORMANCE. All work shall be performed in Bldg. 703. See drawing (Appendix A) for details.

7. PERIOD OF PERFORMANCE. All work shall be completed six months after award date. Additionally, the contractor may be required to account for the whereabouts of their personnel should this information be requested.

8. INSTALLATION PLAN. The Contractor shall arrange an installation plan and schedule with the Site POC, and obtain an approval from the Site POC prior to the commencement of the work.

9. ARRANGEMENTS OF THE PERFORMANCE TIME. Should the contractor decide to perform any of the required services before or after normal duty hours, the contractor shall request approval prior to performance from the Site POC and shall do so at no additional cost to the Government.

10. HOURS OF SERVICE. The contractor’s personnel shall perform scheduled work on weekdays, Monday through Friday (exclusive of the U.S. legal and other designated holidays), during normal duty hours, 0800 - 1630 hours unless prior arrangements have been made with the Site POCs.

11. POC (Point of Contact). The authorized primary POC for this contract is 374 CS/SCXP 225-9690. The contractor shall coordinate all aspects of this project with the POC. Completed work shall be subject to inspection and acceptance by the POC and inspection team.

12. GOVERNMENT-FURNISHED EQUIPMENT (GFE)/GOVERNMENT-FURNISHED INFORMATION (GFI). None

13. OTHER PERTINENT INFORMATION OR SPECIAL CONSIDERATIONS.

During the mandatory site visit date TBD, the Contractors shall be responsible for gathering all information needed for the work to be completed. All parts and materials must be TAA compliant.

The Contractor shall have at least three (3) years of experience in construction, network cabling installation and/or maintenance and testing. At minimum, key personnel shall have a professional knowledge of communications engineering concepts, principles and practices and extensive familiarity with other engineering disciplines; knowledge of a broad range of networking standards, methods, practices, techniques, materials and equipment to ensure work is in compliance with regulations and standards, and at least 3 years of experience.

The Contractor shall be responsible for the transportation of all system equipment to the site locations. Upon request of the Contractor, the Government may provide a temporary storage. In such case, the Contractor shall be responsible for inventory and reconciliation of all shipments, which will be coordinated with and verified by a Government representative. Also the Contractor shall transport all equipment from the temporary storage area to the final destination.

The Contractor shall coordinate the site visit through the POC. The POC shall provide any applicable forms regarding site visits. The Contractor shall provide all necessary site visit information to the government’s POC (374 CS/SCXP) at least 10 days prior to any site visit. The Contractor shall coordinate all deliveries with the POC at least 10 days prior to delivery and provide any site visit information required for the delivery. This will ensure visit clearances can be obtained from the local Security/Visitor Control Office. Visits include, but are not limited to, meetings, surveys, testing, etc.

The Contractor shall provide a standard commercial warranty to correct possible defects in materials and workmanship. The warranty shall be provided for two years commencing at the time of final system acceptance and shall include all equipment purchased, including but not limited to, infrastructure equipment.

Inspection and Acceptance Criteria. An acceptance shall be conducted after final installation of the project. The system shall be considered accepted upon the successful execution and completion of all preapproved test.
