SUBJECT: Questions and Answers for Solicitation FA5209-18-Q-0140, Zone 5 Cable

Infrastructure Upgrade

1. The purpose of this memorandum is to document the questions and answers received in response to solicitation number FA5209-18-Q-0140.

a. PWS dated 20-Jul-18, para. 4.3.3 Termination locations: Does the contractor need to provide the communication rack? Or can the contractor utilize the existing racks?

(1) Answer: Use existing rack.

b. Water in manholes: Who is responsible for removing water from the manhole, the contractor or Government?

(1) Answer: If accumulated water levels affect installation or task completion, the contractor would be responsible for any draining, pumping, etc. to reduce or remove the water.

However, it is only necessary to remove enough water to allow for the installation completion, and any subsequent Government inspection.

c. Closure installation on the manhole: “Does the contractor need to use the existing lack when they install closure? Or should they install a new lack?”

(1) Answer: If referring to the manhole lid closures: Use the existing manhole lids and locking mechanism. If referring to splice enclosure: provide new splice enclosure, most are not lockable. If referring to communication racks: Use existing racks and FODP provided.

d. PWS para. 4.1.1: The PWS states “If utilizing an empty duct, install 2-3 slot (3”) Maxcell with fiber cable for future use,” please clarify where are the empty duck located at.

(1) Answer: Manhole 46 through 6-12, approximately 3500 feet distance, ref. PWS dated 24-Aug-18, para. 4.1.1.

e. Material storage site/space: Will storage space be provided for the contractor?

(1) Answer: Yes.

f. Route/Distance/Facility to communication room: Can you clarify the route and distance for Bldgs. 8, 60, 71, 80, 82, 85, 87, 1246 and MMHS each? Does the contractor need to make new conduit in the building wall?

(1) Answer: Existing conduit is available. Route lengths are in PWS paragraphs 4.1.1. and 4.1.2.

g. PWS para. 1.3. Is the 864 strands of SM fiber optic ribbon type cable (FOC) metallic or dielectric? Is the Japanese made 864 strands of SM fiber optic ribbon type cable (FOC) acceptable?

(1) Answer: Dielectric. Japanese cable is accepted if it has U.S. color code and will meet the 3db loss requirements.

h. Partial payment: Will the contract offer partial payment? If so, is a three time-invoice/payment during the 8 months period of performance acceptable.

(1) Answer: Reference SF 1449, titled FA5209-18-Q-0140-Zone-5-Cable, page 3: The resulting contract will have two different line items. Line item number 0001 has a quantity and unit of issue of 1 Lot, one invoice and payment are due after delivery. Line item number 0002 has a quantity and unit of issue of 8 Months, invoice and payment will be made monthly until contract is complete.
