<Acceptance Inspection>

We cannot find the ITEM regarding the GR’s acceptance inspection for this time of the work of cutting and weeding in the PWS. Would you please let us know the concrete way for the acceptance inspection for the work? Do we have to submit any reports with pictures on the work results for the GR’s acceptance inspection?

GR plans to perform 100% visual inspection after performance.

Submitting reports / pictures is not necessary.

If the weather condition has deteriorated one day before the work, can we get permission to change the work schedule from the GR?
This contract has to be performed during the weekend In accordance with para 2.7.1. of PWS. In the case of bad weather, the contractor should consultation with GR for rescheduling the performance date.

If the growth of vegetation is faster than expected and has exceeded higher limits, is there something penalties?
The requirement is to keep grass height no higher than 5.0 inch all the time. When grass height exceeds the limits specified by the PWS, that is contractor's deficiencies. FAR clause 52.212-4 allows the contractor to re-perform the services when the contractor's deficiencies are identified. In accordance with FAR 52.212-4, the contractor shall be given to chance to correct the deficiency for the Government accepting the service.

Therefore as long as the contractor shall immediately take corrective actions to keep the grass height within the limit, Government will not evaluate the contractor's performance as unacceptable services. Penalty to the contractor would not be occurring if the contractor re-performs, and result of service is acceptable.

Does the specifications of the weeding work include ‘Hand weeding’? In other words, can we do all the weeding work by weeding machine?
Yes, it does. The contractor should use pruning shears (hand weeding) for security concerned areas, such as one of performance site at Camp Zama where there are only about 2cm spaces between 10 each of electric poles. The contractor can use weed eaters (weeding machine) when weeding machine is more practicable than hand weeding.
