Questions from 08/10/2016

1. is there an opportunity to conduct a site visit?

There is no plan to conduct a site visit due to our location compared to anticipated venders being located mostly CONUS

2. is there a deadline for Q&A?

The deadline for Q&A will be 3 days before the close date.

Questions from 08/11/2016

1. Can Local Nationals (subk) accomplish SS 1-3 and SS 5 under Section 2 Services Summary?

Yes.

2. Is there floor plan layout of the JOC with specific sizes and dimensions of the space for the 30 workstations?

3. Can local national Japanese (subk) participate in the site survey?

Yes. Please provide name, company and whatever SSN equivalent would before LN.

4. Must Tribalco be a registered and licensed Japanese company in order to Prime this Project?

No. You will be working under an American contractor and your employees designated to be working in Japan on this project will be issued SOFA status.

Questions from 08/17/2016

1. PWS does not indicate any requirement for the installation or relocation of electrical power outlets. Is electrical work omitted from the scope?

It is anticpated that some electical rework is required but not listed in the performance work statement as the contractor will determine the best way to provide the proper power to the system.

2. PWS provides limited description of furniture size and specifications (both desk/table and chair) -i.e. color, height, load bearing tolerances, cable management, drawers, etc. Can the furniture be of local Japanese make? Other than being able to place the monitors and PC equipment mentioned in the PWS, are there any other specific technical requirements for the furniture?

The furniture has no specifications other than it will need to be able to fit in the room to accomidate 30 workstations. The contractor will bid what funiture they are going to provide for this project and will be accepted by the government before award.

3. Asbestos testing or abatement is not mentioned in the PWS. Yokota AB is known to have bldgs that contain ACM. Are there available test results for B714, or is contractor required to test and abate as necessary?

The attached asbestos report showing where asbestos will be an issue. The area to focus on in the report is “USFJ-55” as that is where the work will be accomplished.

4. Page 4 of the Solicitation indicates a delivery date of 15 November 2016, which is only 83 calendar days after proposal due date. Should the Government award within 14 calendar days, this still only allows for approximately 70 days for performance. Given the scope of this project – confirm site conditions post award, procure materials, potentially test/mitigate ACM, and execute removal and installation works to include programming, testing and commissioning of new VTC system – would the Government allow for a longer performance period common with projects of this type?

We can adjust timeline as required.

5. Is the gov't requiring conduits, or cable trays, or else for the new wiring?

The government is not requiring conduit to be ran with network cables. Electrical wires will need to be ran through conduit as required by electrical building codes, if installed."

6. Can the gov't provide any data on cabling routes / distances?

The cable routes and distances for the network cables is listed in the drawings under the newly installed raised flooring.

7. How much wiring is involved to be removed?

Estimated the same level that needs to be installed, reference drawings.

8. Is the wiring to be removed installed in conduits, or cable trays, or else?

No, the current network cables are under the exsisting raised floor.

9. Is the gov't requiring fiber optics or copper cabling?

Fibor Optics

10. How does the contractor need to dispose of the removed materials?

The items to be disposed will be identified by the COR

11. Are there any security requirements related to the disposal of materials?

No Secuiry Requirements

12. Can the gov't provide quantities for the the equipment to include professionally installed screens, video processing control systems, redundant power systems, free standing floor mounting equipment, input/output modules, control software, speakers, control panels, satellite and or cable television tuners, equipment racks, uninterruptible power supplies, and associated accessories?

The equipment that is listed is up to the contractor to provide a list per their bid. As long as it meets the requirments stated in the PWS under paragraph 1.4.1 and can support a video wall listed in 1.4.2.

13. Is the NIPR/SIPR VTC Codec GFE? If so what is the model?

This is not GFE. This is to be provided by the contractor

14. Is the NIPR/SIPR VTC Codec GFE? If so what is the connectivity (ISDN/IP)

This is not GFE. This is to be provided by the contractor

15. Is the NIPR/SIPR VTC Codec GFE? If so what is the camera specs?

This is not GFE. This is to be provided by the contractor

16. Can the gov't provide specification on the type of furniture they would like to see being dleivered under this contract? Also, can the government provide what model of PC the government is requiring furinture for?

The only requirment is that the contractor can provide furniture that seats 30 workstations with two mointors to be able to fit on each workstation. The model of PC used is HP 6005 Pro.

17. We kindly request the gov't to extent the current bid submittal date of 24 AUG with 12 days to 02 SEP to accommodate vendors to provide quotes.

This request cannot be accomidated at this time.
