Attention: All attendees
Subject: Minutes of Pre-Proposal Conference/Site Visit for FA5209-16-Q-8002, Maintenance and Cleaning at CATM
Range, Yokota Air Base, Japan
1. A pre-proposal conference/site visit for the subject solicitation was conducted on 1 Sep 16, 1000 hours at Bldg
1300, Yokota Air Base.
2. Chairperson for the meeting was Ms. Tomoko Harashima, Contract Specialist.
3. The following topics were presented by Ms. Harashima:
a. The purpose of this conference was to show how to fill out solicitation documents, to clarify the Government requirement and to assist the prospective offerors in submitting their offers with full understanding of the requirements.
b. The important and essential requirements on the solicitation in each section were explained.
(1) Combo Solicitation
(a) Para 7 of page 1. The closing date and time is 14 Sep 16, 1000 hours. The proposal can be submitted via email.
(b) Attachment 2, Pricing Schedule. The unit price and amount of CLIN 0001, 0002, 0003, 0004 and all corresponding CLINs for option periods must be completed by an offeror in accordance with the attached
PWS with a signature at the bottom.
(c) Attachment 3, FAR 52.212-3, Offeror Representation and Certifications-Commercial Items (Jul 2016) with Alternate 1. Only (b) will apply for offerors who completed it in SAM web site.
(d) Other terms and conditions of the subject solicitation were briefly explained accordance with Pre-
Performance Checklist.
(2) PWS was explained and verified with the customer examining the site.
(a) The procedure of monthly cleaning of all potential lead contaminated surfaces shall be thoroughly cleared.
(b) The contractor shall check pressure gauges in the exhaust ventilation system and the filters inside of the system shall be replaced whenever they are found not serviceable.
(c) Monthly cleaning includes vacuum of all accessible surface of HEPA filters in the ventilation system.
(d) Bi-monthly service covers removal of filled bullet collection drums located in the backstop.
(e) Annual service covers replacement of filters in the dust collection unit. That work requires establishing an adequate enclosure to prevent dispersion of lead dust.
(f) Filters and containers are Government-furnished material that will be furnished at Bldg 924.
(g) All lead contaminated debris generated from the site work shall be properly packed and transported to
Bldg 955.
4. There are no significant issues presented at the meeting. The buyer confirmed that all prospective offerors fully understood the Government requirement.
5. Minutes provided to ensure all prospective offerors have access to the discussed information form the Site Visit.
QUESTION AND ANSWERE
Q: Is "Operations Chiefs of Work Handling Tetraalkyl Lead, etc" ( 特定化学作業主任者及び 4アルキル
鉛作業主任者)equivalent to “Lead Operation Chief” ( 鉛作業主任者) required in the solicitation?
A: No. Tetraalkyl lead is the chemical that was used as additive for gasoline (leaded gasoline).
This type of lead is not the same lead that is handled at CATM Range.
Therefore, the certificate is not an equivalent to the certificate of "Lead
Operation Chief" required by PWS.
