PERFORMANCE WORK STATEMENT
FOR
MAINTENANCE AND CLEANING SERVICES, JAPAN
1. DESCRIPTION OF SERVICES. The Contractor shall furnish all labor, materials, equipment, supervision, and transportation to conduct firing range maintenance and cleaning services at Bldg. 1300 and the room located behind (north side) the firing range, at Yokota Air Base. The Contractor shall provide a fully functional firing range environment with operable systems to include the M203 range targets in accordance with this Performance-based Work Statement (PWS) and its appendices, Latest Engineering Technical Letter (ETL) and the pertinent Japanese law and local commercial practice. Additionally the Contractor shall provide all material, labor, equipment, and transportation of removal and cleaning service for Base Firing Range Bldg 1300 (Combat Arms), Yokota AB, Japan in strict accordance with the applicable Japanese laws and local commercial practices.
1.1. BASIC CLEANING SERVICES. The Contractor shall provide basic services consisting of lead removal, cleaning the area that specified in APPENDIX A and exchange of filters for the ventilation system /dust collection unit. The Contractor shall assure that all employees involved in lead removal are properly trained in all aspects of lead hazard and wear appropriate personal protective equipment (Tyvek, respirators, gloves, etc.).
1.1.1. Basic Monthly Cleaning Services
1.1.1. 1. Monthly Cleaning The Contractor shall clean lead dust from entire firing range area specified in Appendix A: Work Area such as, but not limited to floors, shooting barricades, range tower, ceiling, walls, electrical fixtures, built-in cabinets, and appliances. The Contractor shall HEPA vacuum all potentially lead contaminated surfaces within the area. All vacuumed area shall be thoroughly washed down with a high phosphate detergent (containing at least 5% trisodium phosphate) or other equivalent cleaning agent (such as the Japanese made heavy metal detergent by ARBOS). After drying, the area should be again HEPA vacuumed. The first HEPA vacuum removes as much dust and remaining debris as possible. The wet wash further dislodges dust from surfaces. The final HEPA cycle removes any remaining particles dislodged but not removed by the wet wash. Used filters and vacuumed debris should be considered lead contaminated hazardous waste and should be treated and disposed of in accordance with paragraph 1.1.1.1.1. Additionally, the Contractor shall HEPA vacuum all accessible surfaces of filters and inside of filter chambers of the ventilation systems (both exhaust and supply ventilation systems - shown as #2 and #3 in Appendix A: Work Area).
1.1.1.1.1. Filter Change. During monthly cleaning, the Contractor shall inspect condition of the filters in the exhaust ventilation system (shown as number 2 in Appendix A: Work Area) and check pressure gauges located on the filter chamber. The Contractor shall immediately report condition of the filter and pressure differential on the gauges to the Contracting Officer Representative (COR). When the filters are found to be unserviceable based on instructions in the maintenance manual, the Contractor shall replace them with new ones. New filters are furnished by the Government. Filter change cycles depend on the amount of shooting exercises through estimated filter change frequencies are which are shown in Appendix B.
1.1.1.1.2. Bimonthly. The Contractor shall remove the bullet collection drum (shown as
#4 in Appendix A: Work Area) and the lead dust drum located underneath the lead dust collection unit (shown as number 1 in Appendix A: Work Area). The Contractor shall replace those two drums with new ones furnished by the COR. Removed drums will be treated and disposed of in accordance with paragraph 1.1.1.1.1.
1.1.1.1.3. Annual The Contractor shall change the filters in the dust collection unit (shown as #1 in Appendix A: Work Area) under the supervision of the COR. New filters are furnished by the Government. When replacing filters, the Contractor shall establish adequate enclosure around the dust collection unit to prevent dispersion of lead dust from the work area.
1.1.1.2. Work Area Containment and Work Method. The Contractor shall construct containment enclosure when working in lead exposure areas, i.e. Action Target Screw Conveyor System (SCS) or working on the Action Target Dust Collection Unit (DCU). The entrance to the enclosure(s) shall be outside the restricted area, the area surrounding the work area demarcated by danger warning tape and signs.
1.1.1.3. Shut Down Electrical Power. The Contractor shall shut down electric power and lockout all circuit breaker boxes as needed when working on electrical systems. Provide temporary power and lighting and ensure safe installation of temporary power sources and equipment per applicable electrical code requirements.
1.1.2. Preventative Maintenance of Equipment. The Contractor shall provide quarterly preventive maintenance to ensure all range equipment is fully operational. Most of the parts required to perform this preventive maintenance of equipment will be furnished by the Government, however small minor material/parts (i.e. lubrication oil and others) shall be included in the monthly maintenance born by the Contractor. The Contractor shall maintain all hardware pertinent to Action Target system, SRET plus MDU Turning System, Action Target Galvanized cable w/vinyl coat Roll, SRET range control console, Windows, Deflector plates. Lane Dividers, Action Target Total Containment Trap -2 (TCT2/3), Action Target Dust Collection Unit (DCU) and Action Target Screw Conveyor System (SCS) shall be the same specifications than the manufacturer specifications. Minor on-call services estimated below $500 or equivalent in Yen amount shall be covered within the scope of quarterly preventive maintenance.
1.1.2.1. Integrated Low Voltage Control System. The Contractor shall ensure all necessary line voltage supplies (110 and 230/460 volts), connections and controls are operating correctly.
1.1.2.2. Hardware. The contractor shall service and replace mounting hardware for 10 units of Firing Ranges (supporting control computer and target retrieval) to include sensors, housing, electronics, electrical wiring, actuators, cables, target carrier, valves, screws, nuts bolts and all components necessary to keep the mechanical and electrical systems operating properly in accordance with Action Target Technical Data provided in the Appendix C.
1.1.2.3. Lighting. The Contractor shall ensure all lighting is operational (replace light bulbs and equipment when needed). The Contractor will provide all light bulbs requiring replacement on firing range, this is in keeping with the contractor furnishing all labor, materials, equipment, supervision, and transportation.
1.1.2.4. Target Control Systems. The Contractor shall maintain all hardware pertinent to Action Target SRET plus MDU Turning Version, Lighted, per manufacture’s specifications.
1.1.2.5. Action Target Dust Collection Unit (DCU) and Ventilation System. The Contractor shall Maintain Action Target DCU and ventilation system within provided manufacturer specifications. The contractor shall ensure airflow, air distribution; positive exhaust system, exhaust intake, exhaust discharge are functioning correctly, and replace filters as required per manufacturer specifications (Appendix D available on site at Bldg. 1300 only).
1.1.2.6. Elevated Control Area Seating Platform. The Contractor shall maintain in satisfactory condition to be used for horizontal and vertical control per ETL.
1.1.2.7. The Contractor shall maintain the Action Target Total Containment Trap 2/3 (TCT2/3) and replace when needed in accordance with manufacturer specifications (Appendix D), available on site at Bldg. 1300 only. Additionally, the Contractor shall tighten lane dividers and when warranted resurface lane dividers. This is in keeping with 1.1.2. PREVENTIVE MAINTENANCE OF EQUIPMENT.
1.2. Corrective Maintenance Services
1.2.1. Corrective Maintenance. The Contractor shall perform quarterly corrective maintenance IAW the ETL to maintain a fully operational range complex. Required corrective work beyond the scope of this sub section shall be notified to the Contracting Officer’s Representative (COR) and the Contracting Officer (KO) for supplemental agreement.
1.2.2. Floor Surface and Drainage. The range floor surfaces and drainage will be maintained to the specifications of the ETL to include slab drainage and the maintenance of the existing drainage system.
1.2.3. Wall Surfaces. Concrete wall surfaces will be maintained to meet the specifications of the ETL. Maintain walls on the sides of the firing line to bullet trap per ETL. Walls are structural to support the overhead baffle structure.
1.2.4. Overhead Baffles. Firing lanes will be maintained to support the firing positions identified in AFMAN 36-2227V1, Combat Arms Training Program Individual Use Weapons and ETL. Replace and repaint plywood damaged with bullet holes.
1.2.5 Firing Line (RED). Firing lanes will be maintained to support the firing positions identified in AFMAN 36-2227V1, Combat Arms Training Program Individual Use Weapons and the ETL. Ensure firing lane barricades, position numbering and associated equipment (wooden firing post, footing and supports) are serviceable in accordance with the ETL.
1.2.6. Level II Work. Level II Work is defined as maintenance and repair which exceeds the scope of the subject sustainment tasks as set forth in para 1.1.2 and 1.2 above and is necessary to rectify the firing range and keep the entire system, fully operational. Level II work also consists of new installation of equipment and any work that is not listed in this PWS, to keep the system in operable condition. Level II work is limited to work as defined in this paragraph that includes both labor and materials furnished by the Contractor, however if the inventory of materials/parts/equipment is available, the Government will provide partially or full inventory. Level II work is not included in the quarterly unit price of the contract. Price of such work will be negotiated between the Contractor and the Contracting Officer, and included in a supplemental agreement to the contract.
1.2.7 Level II Process. The process for Level II work is as follows: Either Contractor or the COR notifies the Contracting Officer of the work deemed exceeding the scope of the maintenance services specified in this PWS. If this notification of repair and/or replacement is initiated by the Contractor upon regular quarterly services, the Contractor shall send a letter defining the requirements to COR for review. The COR determines if the work should be covered within the scope of the quarterly maintenance or exceed beyond the scope of the maintenance to be justified as level II work. If the COR concurs that work is not in the scope of the regular preventive maintenance as defined in para 1.1.2 and 1.2, the COR forwards the letter to the Contracting Officer with an annotation as such; The Contracting Officer reviews and determines if work is within the scope of Level II work or not. If the CO determines the work is within the scope of Level II, the response is returned to the Contractor with a request for cost estimate information. Once the cost estimate is provided, an AF Form 9 with a copy of the Contracting Officer’s approval attached to the request is prepared.
1.3. GENERAL INFORMATION.
1.3.1. QUALITY CONTROL. The Contractor shall develop and maintain a quality control program to ensure services are performed in accordance with the contract and commonly accepted commercial practices. The Contractor shall develop and implement procedures to identify and prevent defective service from recurrence. As minimum, the Contractor shall develop quality control procedures addressing the areas identified in section. 9, Services Summary. Additionally, in order to ensure that cleaning, collection of lead contaminated wastes, proper waste disposal and other related work are conducted in accordance with this PWS, as a minimum, the Contractor shall develop an adequate work plan.
1.3.2. QUALITY ASSURANCE. The COR will evaluate the Contractor’s performance and inspect the firing range upon completion of work.
1.3.3. WORK SCHEDULE. The Contractor shall submit four (4) copies of the annual work schedule to the COR for approval in English not less than ten (10) calendar days prior to the commencement of the site work. The Contractor shall coordinate all work schedules with the COR.
1.3.3.1. Annual Work Schedule. The Contractor shall develop the annual work schedule for the performance. The schedule shall be submitted to the COR for review and acceptance not later than fourteen (14) calendar days after award of contract. The Contractor shall coordinate with the COR for any changes to the schedule.
1.3.3.2. Monthly Schedule. The first month’s schedule shall be submitted to the COR along with the Annual Work Schedule within fourteen (14) calendar days after award of contract. A monthly work schedule shall contain all scheduled work from the annual work schedule with known additional work. The monthly work schedule shall be submitted to the COR for acceptance not later five (5) calendar days before the beginning of each month. The Contractor shall notify the COR in writing any revisions or changes to schedules at a minimum of three (3) calendar days in advance.
1.3.4. GOVERNMENT REMEDIES. The Contracting Officer will follow the requirements of FAR 52.212-4, Contract Terms and Conditions- Commercial Items, for Contractor's failure to perform satisfactorily or failure to correct nonconforming service.
1.3.5. HOURS OF OPERATION.
1.3.5.1. Work Hours. The work site will be made available to the Contractor on the last Thursday of the month for the assigned quarter, from 0730-1600 hours for quarterly maintenance/repair, not including U.S. legal holidays. For range cleaning purposes the worksite will be available the Tuesday and Wednesday prior to the last Thursday of each month. For additional cleaning purposes the work site will be made available to the Contractor from 0730 to 1615 hours, Monday through Friday, including Japanese but excluding U.S. legal holidays. The above working day may be extended if situations require additional days approved by the Contracting Officer. The contractor’s personnel shall be readily available on the designated work day at the site. Concessions may be made for religious holidays, at the discretion of the U.S., when it does not interfere with operations.

NOTE: Recognized Holidays The aforementioned is a list of U.S. holidays: If a U.S. holiday falls on Saturday or Sunday, the preceding Friday and following Monday will be observed as a U.S. holiday.
1.3.6. Contractor Qualification. The Contractor shall provide qualified person(s) to perform the required maintenance work/services. The Contractor shall submit a certificate of Lead Operation Chief 鉛作業主任者 to the COR before commencement and whenever the Lead Operation Chief is replaced with a new person.
1.3.7. Contract Manager. The Contractor shall provide a Contract Manager who shall be responsible for the performance of the contract. The Contract Manager shall have full authority to act on behalf of the Contractor on all contract matters relating to daily operation of this contract. The name of the Contract Manager shall be designated in writing to the Contracting Officer prior to the commencement of the site work. The Contractor manager shall be able to read, write, speak, and understand English, or may provide an interpreter to work alongside the contract manager.
1.3.7.1. The Contract Manager shall have full authority to act for the Contractor on all matters relating to the performance of this requirement
1.3.7.2. The contract manager or alternate(s) shall be available during normal duty hours within 2 hours after notification to meet on the installation with COR to discuss problems.
1.3.7.3. The Contract Manager must be able to read, write, speak, and understand English or provide a translator.
1.3.8. Contractor Employees. The Contractor personnel shall present a neat appearance and be easily recognized as Contractor employees. This may be accomplished by wearing distinctive clothing bearing the Company name and employee name. The Contractor shall not employ persons for work on this contract that have a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.
1.3.8.1. Contractor personnel shall present a neat appearance and be easily recognized as Contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contain the company name and employee name.
1.3.8.2. The Contractor shall not employ any person who is an employee of the US Government if employing that person would create a conflict of interest. Additionally, the Contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DoD 5500.7-R (The Joint Ethics Regulation). The Contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies of the Department of the Air Force.
1.3.9. Conservation of Utilities. The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions which preclude the waste of utilities, which shall include:
1.3.9.1. Lights shall be used only in areas where and when work is actually being performed.
1.3.9.2. Employees shall not adjust mechanical equipment controls for heating, ventilation, and air conditioning systems.
1.3.9.3. Water faucets or valves shall be turned off when not in use.
1.3.10. Wet Floor Caution Signs. The Contractor shall display caution signs when cleaning floors in an area where people other than Contractor personnel are present. Signs shall be in both English and Japanese.
1.3.11. Lost and Found Property. It is the responsibility of the Contractor to ensure that all items of possible personal or monetary value found by the Contractor’s employees are turned in to the facility manager or Security Police.
1.3.12. Disposal of Non-Contaminated Waste. Any non-contaminated waste from the office area shall be disposed of off base in accordance with local Japanese laws and pertinent regulations.
2. SERVICES SUMMARY. The Contractor’s service requirements are summarized into performance objectives. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The government shall provide, without additional cost to the Contractor, those items listed in Appendix C as “Government Furnished Materials”. For Government furnished services, the telephone number for Security Forces, Fire Protection, Emergency Medical Service, and other emergencies is 911.
3.1 GOVERNMENT FURNISHED UTILITIES. Toilet facilities are available for Contractor's use. Water and electricity will be available at the work site or in the vicinity of the work site. All reasonably required amounts of such utility services will be furnished to the Contractor without charge.

Note: The containers and filters will be furnished at Bldg 955 and Bldg 924, respectively.
Contractor shall furnish all items and parts not listed in above necessary to perform all the requirements in this PWS.
3.3. UTILITIES. For the performance of this requirement, the Government will provide water, electricity and restrooms at the facility where available.
3.4. CONSERVATION OF UTILITIES. The Contractor shall use good judgment in the conservation of government utilities. Prevailing energy conservation practices shall be adhered to and enforced by the Contractor. The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for effective use of utilities.
4. CONTRACTOR-FURNISHED SUPPLIES. Except for those items specifically stated in para 3, the Contractor shall furnish everything needed to perform this custodial service.
