STATEMENT OF WORK FOR

VEHICLE WASH MACHINE AT BLDG 4130

YOKOTA AIR BASE, JAPAN

16 September 2016 Yokota Air Base, Japan

Section Includes: This section includes all required work site, and base requirements, a brief work scope, and the work days/hours requirements.

1. General: Vehicle Operations ensures that all of the 908 vehicles assigned to Yokota AB stay clean and serviceable, ensuring all local corrosion polices are met. This operation is facilitated by the vehicle washing facility located in building 4130. The current vehicle wash machine has been operating since 2002, during which it has cleaned, on average, 37 vehicles daily.

2. Scope of Work: The following scope of work is expressed in general terms and in no way limits the contractor’s responsibility. The contractor is required to provide a complete and usable machine within the terms and conditions of this contract and to perform all work in these specifications. The scope of work for this project includes but is not limited to:

2.1. Installation of Fully Automatic Car Washing Machines

2.1.1. Equipment: The machines shall be tested and fabricated before shipping to Yokota Air Base. Contractors shall furnish all parts required to construct vehicle wash machine and, all required materials to complete installation of vehicle wash machines. The contractor is expected to provide equipment and tools required for installation. Contractors will support all transportation requirements to include the movement of people and equipment. New conduit or water lines will be installed to meet the requirements of the machines. All power cables must be covered by water-proof conduit. All power outlets must be three phased and water-proof.

2.1.1.1. Compatibility: All installed equipment must fit within or inside of existing structures.

a. The large vehicle wash machine must fit within or inside of a vehicle bay which measures 9 m wide by 25 m long by 6.35 m high

b. The small vehicle wash machine must fit within or inside of a vehicle bay which measures 9 m wide by 13 m long by 6.35 m high.

Both machines must not block current drainage systems and all drainage must feed into existing oil water separators. The machines should operate on a 200 voltage line line at 50Hz / three-phased.

2.1.1.2. Features: Machines must be capable of washing and cleaning all visible sides of a vehicle, to include, front, back, both sides, top, utilizing brushes & soap mixture. Machines must also be, capable of self-mixing soap and water, as needed, for multi-coat application.

a. The large vehicle wash machine must be able to clean vehicles such as: American/Japanese 44 passenger bus (Width 99” x Length 456” x Height 132”), American/Japanese 28 passenger bus (Width 96” x Length 351” x Height 132”), Japanese 22 passenger bus (Width 81” x Length 274” x Height 112”), American/Japanese 16 passenger bus (Width 99” x Length 267” x Height 128”), 7-Ton truck (Width 98” x Length 435” x Height 149”), 5-Ton truck (Width 133” x Length 337” x Height 149”)

b. The small vehicle wash machine must be able to clean vehicles such as: American/Japanese vans, Sports utility vehicles, sedans, station wagons, pick-up-trucks ranging in size from Ford F-350 to Ford Rangers, and stakebed trucks.

All brushes must be safe for operation on painted surfaces. The machines must have an emergency shut down button or capability. The machines must have labels in English that explains operation. The machine must include a basic operating manual/instruction in English. The machines must have a cold weather freeze over resistant (nozzle heaters).

2.1.1.3. Functions: Vehicle wash machines shall be a one button wash machine. Vehicle wash machine must be capable of automatically washing vehicles utilizing sensors to detect brush distance from vehicle and will adjust accordingly as it continues to clean a vehicle. The large vehicle wash machine will be automatic with manual operation capabilities. The vehicle wash machines must have ability to inform vehicle to pull forward or backward to align vehicle if it’s needed via electronic sign.

2.1.2. Uninstallation: Contractor shall remove existing machine and its incidental devices.

2.1.3. Installation: Contractors shall provide all parts, materials, and tools required for installation of vehicle wash machines. Installation of vehicle wash machines will be completed within 90 days of being awarded contract.

2.1.4. Administrative: Contractor will be responsible for the removal and disposal of existing machine and cables at no additional expense to the United States government. (Machine Number: Golden Big Bird, Model NK-605 by Nissin Seiki Co., Ltd.)

2.1.4.1. Construction Waste Disposal and Hazardous Materials: The contractor shall be responsible for removing all hazardous waste that is not used during installation. All waste must be disposed of in accordance with applicable local solid waste laws and hazardous waste disposal regulations for the area of ultimate disposal. The disposal of the waste materials mentioned above shall be accomplished with no cost or legal responsibility to the United States government or its NAFI’s. All hazardous materials, as defined by the Japanese Environmental Governing Standards (JEGS), 374 AW Hazardous Material Management Plan, and other applicable Air Force directives, must be removed from the installation during non-working periods. At no time will unattended hazardous materials be permitted at the work site.

2.2. Work Requirements:

2.2.1. Occupational Safety and Health: All contractors must follow safety rules and guidelines as defined by the Occupational Safety and Health Administration. The United States government will not accept any liability for any workers injured on the job.

2.2.2. Duty Hours: Hours of operation shall be Monday through Friday, between the hours of 0700 to 1700. Any additional hours must be coordinated through the Contracting Officer.

2.2.3. Contractor Licenses: Work being accomplished shall dictate the contractors or their sub-contractors local licenses requirements. When conducting any working with contractors or their sub-contractors, the following licenses are required: General Building (建築一式工事), and Electrical Engineer (電気工事). At no time shall the contractors or their sub-contractors operate in a field without the required license.

2.2.4. Security Requirements: Contractor will ensure all tools are secured at the end of their duty day. All equipment & materials will be secured by contractors. If needed, the facility, in which work is being completed, can be secured by 374 LRS Vehicle Dispatch.

2.3. Maintenance: Contractor shall provide warranty to cover a 1-year minimum period of maintenance. This warranty shall also cover materials such as soap & wax. All soap and wax shall be in accordance with green procurement program. Extended commercial warranty options are also highly encouraged. During the warranty period all labor, parts, and supplies will be provided at no additional cost to the United States government.
