1. The contractor’s Question
One of the requirements for the Labor & Delivery Registered Nurse states as follows:
"4.2. Education. Graduate of a baccalaureate degree program in nursing (BSN) accredited by a national nursing accrediting agency recognized by the U.S. Department of Education." (PWS p. 5)
This requirement, as stated, is unnecessarily restrictive, as an Associate's degree (ADN) is regularly recognized as sufficient in order to perform hospital-based RN services, as well as hospital-based Labor & Delivery RN services.
Possession of a Bachelor's degree is not required for performance of these services, and possession of an Associate’s degree or diploma will qualify a candidate for performance in the U.S. at any Air Force base.
Accordingly, we would respectfully request that this requirement, which is currently unnecessarily restrictive, be modified, to allow performance by a qualified Labor & Delivery RN who possesses an Associate's degree (ADN).
Legally, hospitals and medical centers in the U.S. permit performance by any RN with the requisite experience and do not require a Bachelor's degree only to permit performance by a licensed RN in the delivery department.
2. The Customer’s Answer
The standard for our active duty nurses in a Bachelor's of Science in Nursing at minimum and we would like to maintain that standard for our contractor as well.
At this time we do not wish to revise the required qualifications.
