1. Will this contract incur any overtime as the work schedule will exceed 40 hours per week?
No overtime should be incurred, however there may be times when the contractor is required to stay later due to patient care needs. Hours will be deducted from another shift to prevent the contractor from working more than 84 hours in a two week period.
2. Why use 2080 hours instead of 1920 hours? The 1920 accounts for two weeks’ vacation and the ten federal holidays?
We calculated the contractors required hours for a year to be 2184, this accounts for the 20 works days of annual leave, but not the federal holidays. The contractors will be required to work some federal holidays.
3. Is there anything in the draft PWS that is outside of “normal commercial practices”? Please list them.
Would the government consider utilizing a rotating Panama schedule?
The rotating panama schedule is typically used. There are times when a deviation will occur to cover leaves, holidays, etc.
4. As written in Section 2.10. “Serves and participates in committees, functions and other meetings as directed. Provides relevant and timely information to these groups, and assists with decision making and process improvement. Participates in customer service initiatives and medical readiness activities designed to enhance health services.” Are the non-patient care times (committee meetings) integrated into the projected workweek of 42 hours?
The non-patient care hours will be factored into the 84 hour two week work week. The contractor’s time at work, whether in direct patient care or non-patient care, should not exceed the 84 hour timeframe.
5. Industry standard for paid shift differential is $7/hr at a minimum. Will you have a separate CLIN item for hours worked between 1800-0600 hrs?
Government would like to request a firm fixed contract.
6. Have you considered how to calculate overtime pay?
No overtime should be incurred, however there may be times when the contractor is required to stay later due to patient care needs. Hours will be deducted from another shift to prevent the contractor from working more than 84 hours in a two week period.
7. What is the anticipated nurse to patient ratio? This is critical as to the quality care being provided by the nurse. The industry standard is 2 active labor patients to one RN.
We are in compliance with the national standards. Mostly are nurse to patient ratio is one to one, due to our low patient volume and acuity levels.
8. Would the Government provide the incumbent contractor's name, contract number, and contract value?
There is no incumbent contractor for Clinical Nurse Labor & Delivery service currently.
