I. Contracting Activity.

II. Nature and/or description of the action being processed.

This action will be awarded as a new Firm Fixed Price contract.

III. Description of supplies/services required to meet agency needs.

Purchase of land Mobile Radio (LMR) Trunking System that is APCO P25 CAP Tested and Certified to operate on existing (Motorola 7.X) LMR core infrastructure without the necessity of adding any middle ware (hardware/software) to the system. The subscriber equipment must also support Over-the-air Rekey, Over-the-air-Programming, AES encryption, system dispatch, system management, and radio authentication without adding any middle-ware (hardware/software) between the core infrastructure and the provided subscriber equipment. The LMR Trunking System must also support full P25 trunking features on existing (Motorola 7.X) LMR infrastructure without the necessity of adding any middle-ware (hardware/software) to the system. The LMR subscriber equipment manufacturer must possess host nation approval (to operate the required equipment) in the country of Japan.

IV. Statutory authority permitting other than full and open competition.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

This requirement is for a Brand Name product to support the current capabilities at Misawa AB and the Hachinohe Fuel Stations.

Procurement of a non-Motorola LMR trunking system would jeopardize full compatibility and functionality with the existing Motorola network infrastructure, and introduce middle-ware that would alter the approved architecture and complicate/delay the fielding process. Specifically, a non-Motorola LMR trunking system would not be able to guarantee the following required functionality (without the introduction of middle-ware); Over-the-air Rekey, Over-the-air-Programming, AES encryption, system dispatch, system management, and radio authentication. The introduction of unproven middle-ware puts the government at risk for significant delays caused by integration issues and the possibility of the vendor not being able to meet the functionality requirements at all.

Naval Air Facility Misawa at Misawa AB plans to integrate into existing trunking capabilities provided by the existing Motorola Enterprise LMR Trunking System version 7.15 based on Kadena AFB. This allows radio users the ability to stay in communication when roaming seamlessly throughout Japan and Okinawa under the System's RF coverage footprint.

This RF coverage is currently provided by 24 sites throughout Mainland Japan and Okinawa. The Motorola Master site manages all subscriber traffic as end users move from RF site to RF site. Seamless roaming would be lost should Misawa be under a non Motorola scenario.

In order to remain consistent with and operate on the J2LMR system it is critical that the new Misawa Hachinohe trunked RF site use the same Motorola GTR 8000 repeater hardware, routers, switches and version 7.15 system software as is implemented on the entire J2LMR system. This consistency allows the J2LMR System Manager to monitor and manage the status and health of the infrastructure, make systemic adjustments, and take corrective actions as necessary by using the Network Management Facility.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Sources Sought Request for Information (used as part of market research). Posted to the Federal Business Opportunities website on 25 July 2018 with a closing date of 7 August 2018. Two companies responded showing interest in this requirement.

Combined Synopsis/Solicitation. Posting of a brand name only combo posted to the Federal Business Opportunities website will allow for the maximum amount of competition.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Motorola Solutions is also the only manufacturer of DOD approved ASTRO 25 Trunked RF Repeater Equipment that is Host Nation Approved for use in the nation of Japan. However, there are other companies that are authorized to sell Motorola products that have shown interest in responding to a solicitation for this acquisition. The Joint Motorola Solutions ASTRO25 LMR System also maintains an Information Assurance (IA) accreditation. Only certified and tested components can be added to this Joint System, and Motorola Solutions is the only manufacturer of equipment that is certified to maintain the required (IA) Information Assurance Accreditation on those Systems.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was conducted to determine if another suitable item could be found to meet the Government's need.

No other products could meet 100% compatibility with the existing J2LMR Motorola System except for an identical system. Additionally, the Naval Air Facility (CIO) Chief Information Officer and the 35 CS could not identify any other system that could meet the technical requirements.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

None.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

Currently there are no additional actions that can be taken to increase competition, but perhaps future enterprise changes may remove barriers. The Naval Air Facility Misawa's justification is driven by interoperability concerns with existing Joint Japan LMR (J2LMR) Core Network Services hosted from Kadena, AB. The Naval Air Facility must rely on the J2LMR System for critical mission support, so interoperability makes this a critical requirement.
