STATEMENT OF WORK FOR

PROCURE AND INSTALL BACNet/IP CONTROLS IN MILITARY FAMILY HOUSING UNITS

W/O JACE Controls for 208 Units in North Base Housing

The contractor shall furnish all materials, parts, equipment, labor, supervision, utilities, and transportation to procure and install BACnet EMCS controls to provide monitoring of 208 housing units, Misawa Air Base, Japan.

I. DESCRIPTION OF WORK

The purpose of this work is to provide BACnet/IP control of individual ductless-split air conditioning in each housing unit. From building 794 (IICS), all installed control system(s) must be able to fully control and monitor each housing unit listed attached.

II. GENERAL REQUIREMENTS

a. Procure and install a BACnet capable Server and back-up Server at building 794.

1) Server will have a 32-inch monitor, 16GB of memory, 2-terabyte hard drive, and EC-Net

4/AX software that supports up to 200 devices with EC-NET 4/AX Supervisor. Software to back-up everything to the back-up server.

2) Back-up Server will have 16GB of memory, 2-terabyte hard drive, and EC-Net 4/AX software that supports up to 200 devices with EC-NET 4/AX Supervisor.

b. Procure and install 4 DDC Controller (EC-BOS Controllers).

1) Will be located at the pump house. Required for additional functionality on the system

(BBMD function, polling, schedules, trend logs, alarms and custom logic controls). EC-BOS Controllers also allow water meter, pulse aggregator and Modbus Power meters to be added onto our system. This controller shall be located in control panel prior to the fiber network rack installed by others. There will be one DDC controller per street.

c. Procure and install 46 EW-50J Mitsubishi Controllers.

1) One controller should control two houses (8 units) on some of the residential units. The controller shall communicate with the installed ductless split units and all functions will be provided to control these systems from the front end located at building 794. All available BACnet objects provided by the controller shall be presented on the graphics of the front end.

d. Procure and install 50 media converters.

1) Each controller shall require a media converter to transfer the date from the fiber, controller, or sensor to a Cat 5 /6 media connection.

e. Full graphical representation of the controls shall be part of this project.

f. Controls will be able to provide appropriate data for analysis, trend data, alarms, and energy analysis for all appropriate points.

g. Provide all points of connection detailed by “Point Summary Table” attached.

h. A library of viewlets (Graphical User Interfaces) and standard graphics shall be provided for ease of modification and expansion of monitored systems.

i. A library of viewlets (Graphical User Interfaces) for the Energy Dashboard shall be provided for ease of modification and expansion of monitored systems.

j. Viewlets (Graphical User interfaces) shall be provided for various data, histories, and metrics, including energy trends, building comparisons, weather data, network status, consumption efficiencies, key performance indices, etc.

k. Customizable reports shall be provided for energy analysis.

l. Establish connections as shown on attachment “EM101-108”. New lines are highlighted in green. Digging is not required, conduit pipes is already at the locations.

m. EMCS (BACNet) Front-End Interface (EC-NET-AX) allows the user to view

n. Graphical representation of the data points from any java-enabled web browser. All functions of the EC-BOS can be made available to the supervisory EC-NET-AX server. The EC-NET-AX server will function as the master station for all the controllers in the network. Shall be capable of integrated control, supervision, data logging, alarming, scheduling and network management functions with Internet connectivity and web serving capabilities. Controller shall be fully BACnet/IP compliant and also have capability of web-based graphical views. Independent interface or FACIMA interface are acceptable. Direct digital controllers shall be UL 916 rated.

o. Meet all ETL-11-1 requirements detailed below:

1) System Connectivity shall be shown in a block diagram showing an overview of the network.

2) Data Flow will be represented on a block diagram.

3) Type of data that is being sent / received (BACnet, Mnet, Modbus...etc.).

4) Hardware Connection type (Fiber and/or Cat 5/6E).

5) Firewall connections must be indicated on the block diagram.

6) Key components shall be listed on the block diagram.

7) Make and model of each piece of equipment shall be listed on the block diagram.

8) IP Address (expressed in range and Proper network and/or Subnets).

9) Firewall make, model and software version.

10) Passwords (Minimum of two numbers, two special characters, two capital letters and two lower case letters).

11) Date the last password was changed.

12) All remote controllers and networked devices shall have their manufacture passwords removed and replaced with above mentioned password guidance.

13) All switches shall be managed by 35 CES IICS shop and/or Base Communication Sq. once configured, the shop shall install and connect to the CEVLAN.

14) Contractor to provide a list of all equipment provide prior to the final BOD.

15) Contractor to provide a list of all software provide and the license for each product.

Contractor to state that the United States Air Force is the owner of all License agreements.

16) BACnet/IP Communication Architecture schematic shall show the entire BACnet/IP communication network including addressing used for LANS, LAN devices and connections for existing networks.

17) Contractor shall provide a performance Verification Test report for the EMCS system prior to final acceptance. The test should validate that the system has complied with or exceeded all guidance associated with the platform determination (ETL-11-1).

18) Contractor shall label in English and provide a final controls systems operating manual and troubleshooting guide written in both Japanese and English.

III. DETAILED REQUIREMENTS

a. The contractor shall submit to the Project Manager of Maintenance Engineering Office a AF 103/AF592 work schedule, MSDF, member list, warranty documents, as-built/shop drawings, daily schedule, progress pictures, and any materials use in this contract on an AF Form 3000 no later than 14 days after notice to proceed has been issued.

b. The contractor shall perform work Monday through Friday from 0730 to 1630 hours, excluding U.S. holidays.

c. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The contract manager shall have full authority to act on behalf of the contractor on all contract matters relating to the daily operations of this contract. The contractor manager shall be able to read, write, speak, and understand English.

d. Contractor shall develop and maintain a quality program to ensure services are performed. The contractor shall develop and implement procedures to identify and prevent defective work from recurring. The contractor or the contract manager is also responsible to enforce requirements and policy to all employees during the performance of this contract.

e. Contractor personnel shall present a neat appearance and be easily recognized as contractor employee.

f. Smoking is not allowed inside or within 50 feet of facility entrances or air supply ducts.

g. The telephone number for Security Police, Fire Protection, Emergency Medical Service, and other emergencies is 911.

h. The contractor shall submit to the Contracting Officer a Material Safety Data Sheet (MSDS) for protective coating, cleaning solvents, paint, and any other hazardous material used in this contract.

i. The contractor shall provide appropriate protection on surrounding work areas. The contractor shall at no cost to the government, repair or replace any damages to facility, utilities, and furniture while performing this contract, due to contractor's personnel fault.

j. The contract drawings show the extent of work to be done. The contractor must visit the site, become thoroughly familiar with all details of the work, working conditions, and verify all dimensions. Advise 35 CES/CEOER of any discrepancies before performing work.

k. The contractor may use all utilities available only to complete stated work and/or provide their own when not available

l. All work performed shall be warranted for a period of at least 1-year from completion of work.

m. The Contractor shall salvage items and materials to the maximum extent possible. Salvaged materials shall not be used as part of the contract without prior written approval. The contractor shall palletize all salvaged materials.

n. Contractor shall provide as-built as required to the 35 CES/CEOER.
