Section B: Description of the Supplies/Services Required

This requirement is for upgrading existing equipment already supporting the mission of the 35th Fighter Wing. The Motorola Centracom System is a system compatible with all Motorola radios and phone lines on Misawa AB. The Centracom MCC7500 Dispatch Console is an upgrade that will replace an older model currently being used.

Currently it is difficult to attain parts for the outdated system and making the system unmaintainable. Also, our main Emergency Communication Center (ECC) will not match the alternate ECC after it receives the already allotted PACAF funded upgrade to 7.17.

Section C: Justification for Soliciting from a Single Source

Motorola radios are used DoD wide, use of the Motorola brand components is essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company for this current requirement. Several support agencies across Misawa are currently using Motorola: Security Forces, Medical Group, and Emergency Operation Center. Switching to a different system could possibly hinder communications during emergency operations. Motorola is used across PACAF with future upgrades in place/planned to enhance communications is this region, staying with Motorola increases our chances of success. The basis for this is that all of the radio infrastructure and service contracts that are currently in place for our systems are based on Motorola. To use other components would mean creating a possibility of system failure with a long delay in the system repairs being made which does not support the core principles of emergency response. The Motorola MCC7500 is the only model Motorola manufactures that will meet these standards. Motorola is primarily used across the installation & PACAF;

using a different system would create a substantial duplication of cost to the government and it may not be recoverable through purchasing using the competitive sourcing. Currently, Motorola already has a base-wide maintenance contract and MCC7500 dispatch consoles will be covered under that contract. If we were to use non- Motorola equipment, we could be charged with additional annual contract fee for 24/7 maintenance. If the Fire Emergency Services flight purchases a new system, it will cost well over along with additional maintenance fee for 24/7 on site maintenance support. Since there has to be mirroring systems for both the primary and alternate dispatch centers, it requires the primary dispatch center to be upgraded. Due to this reason, upgrading the current system to Motorola MCC7500 is the most cost effective means to the flight and to the Air Force.

Section D: Efforts to Obtain Competition

This described equipment has unique capabilities. Both the ECC (Emergency Communications Center) at Bldg. 3003 and the Alternate ECC at Bldg. 947 are required to have compatible systems. The alternate ECC has already received the 7.17 Fire Console upgrade and the ECC must be upgraded to the same capability. Motorola is the only vendor who manufactures the Centracom upgrade.

Section E: Steps to Preclude Future Single Source Awards

Actions taken by the requester to overcome the barriers that led to the restricted competition for the upgrade to the MC7500 are very limited. Adapting or replacing the MC7500 system with a similar product would result in a significant increase in time, effort, cost and would require an adaptation and/or replacement to each radio tower.
