Section A: General Contract Information

Contracting Activity: 354th Contracting Squadron, Eielson AFB, Alaska

Project/Program Name: Bobcat Toolcat

Section B: Description of the Supplies/Services Required

Eielson AFB is currently in need of 2 Bobcat tool-cats in support of base snow removal. The requirement for Bobcat Toolcat must have the following details for the attachments: It must have the power to operate attachments such as snow blowers, angle, brooms, augers, snow blades, and rotary cutters. They must include all-wheel steering. The Bobcat Toolcat must also have the ability to haul up to 2000 lbs of payload and tow up to 4000 lbs with at least 60 HP. They must have an operating weight of at least 5600 lbs with a machine rated capacity of 2200 lbs and a cargo box bed that has a load capability of 2000 lbs, must also come with a Hydraulic system with auxiliary standard flow of 18.8 gal/min, auxiliary pressure 3000 psi and an auxiliary high flow of 27.9 gal/min, and must have a ground clearance of 8 inches and feature an enclosed operator cab.

Section C: Justification for Soliciting from a Single Source or Brand Name

This requirement is to be established as a Brand Name Requirement. This is due in part to the current equipment situation existing on base needing this equipment for this coming up winter. As of this moment the base has no available sources of snow removal on hand for certain areas, however, they do have attachments available for Bobcat equipment. Due to the lack of ability to use them in conjunction with other equipment, replacing all of the current equipment to correct incompatibilities would be a huge waste of government and taxpayer money. In addition to the current attachments the base possesses, the Bobcat Toolcat is a unique piece of equipment that the current marketplace has no equal or comparable item for. Due to the demands, this equipment must possess certain weight and hauling figures. At a minimum, it must have an operating weight of 5600 lbs, and be capable of hauling 2000lbs along with the towing capacity of 4000lbs. These strict and necessary figures are unique to only the Bobcat Toolcat, once again with no comparable current equipment. Until another manufacturer produces equipment capable of fulfilling similar work performance and hauling requirements for the size of equipment, the Bobcat Toolcat will exist as wholly unique, therefore a Brand Name item.

Section D: Efforts to Obtain Competition

The 354 CONS conducted market research on DSBS and found 22 small businesses that can meet the requirements for Bobcats. Upon reaching out to eight vendors via email, one of them couldn't provide. In addition, no response was received from two of them. The last five confirmed that they can provide the Bobcat Tool-cat per specifications, its interchangeable parts needed, and are small businesses under NAICS 336999. Of these five vendors, two of them are authorized dealers of bobcat tool-cats.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

CONS has taken steps in an effort to dissolve this Brand Name by looking for comparable equipment to the Bobcat Toolcat, however no alternative equipment has been identified. Untill such time as one is found or a contractor brings to attention a comparable unit, this requirement will remain a Brand Name requirement. CONS will remain open minded in future requirements to reach out and look for vendors that can provide non brand name solutions in an attempt to increase competition. This justification will be posted to SAM.gov to allow for any contractor to come forth and provide alternative equipment options that may allow the Brand Name to change.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
