STATEMENT OF WORK

SECTION 1

SPECIFIC REQUIREMENTS FOR INVESTIGATION AND DESIGN OF

FTQW 19-1003, REPAIR PARACHUTE SHOP (B1161)

1.01. GENERAL:

A. The Architect-Engineer (A-E) shall perform the services as described in this Statement of Work:

B. The Air Force project engineer for this project is Dave Wilson. Dave Wilson can be contacted in the

Eielson AFB Contract Engineering Flight office in bldg. 2258 (2310 Central Ave.), at 377-1736, or david.wilson.16@us.af.mil to discuss any questions concerning the project requirements.

C. Besides the design and construction criteria listed in Section 2.04 this design effort shall conform to the requirements of:

Other pertinent industry standards. Ensure repaired and modified systems will meet applicable State

Department of Environmental Conservation and EPA requirements.

1.02. BACKGROUND: The parachute shop (bldg. 1161) at Eielson AFB, Alaska is a 7,244 SF facility that houses Air Force functions that maintain parachutes and floatation devices. The facility was built in 1952, the parachute drying tower was extended in 1957 and an addition was built on to the building in 1992. The building has undergone other various renovation and repair projects as well. The parachute shop subsystems are antiquated and have reached the end of their life. The building’s operations require humidification of 40% relative humidity at 70° F. Though the building has undergone renovations and repairs to mitigate the issues resulting from the high humidity levels in the winter, the building was not constructed to accommodate those conditions. A major renovation is required to repair the building to include a building envelope that can handle the required humidity levels year round.

Note: The building is sitting on known contaminated area SS521. See Eielson AFB Restoration Site Map and the SS521 information document (both in attachment I. of Section 5 of this statement of work).

Note: A limited A-E investigation was previously accomplished (did not include geotech or hydrant flow analysis).

1.03. SCOPE OF DESIGN PROJECT: The work required under this contract includes investigation (shall be built upon the previously accomplished investigation report) and design services necessary to develop construction documents for a project to accomplish the work described below. Work included in the design is expected to include the following items: selection of equipment, and production of a complete set of documentation, to include specifications, drawings, etc., necessary for the Government to advertise and award a construction contract for the work. The investigation and design requirements shall include the following major items of construction which shall result in the complete renovation of facility 1161 to modern standards:

A. Investigation and design of demolition, relocation and replacement of any existing architectural component, structural component or equipment (mechanical systems such as HVAC, humidification, plumbing and compressed air, electrical power, lighting, fire alarms, communications and/or other facility systems) required to facilitate the renovation.

B. Design documents shall include hazardous materials drawings and specifications.

1. Though the building has undergone several renovations and hazardous materials abatement projects, it is possible that hazardous materials such as lead-based paint (LBP), asbestos containing materials (ACM), etc. are present. LBP, ACM as well as miscellaneous hazmat surveys are available within the previous investigation report.

a. The A-E may utilize the hazardous materials investigation report (for asbestos, lead based paint, PCBs, mercury, etc. from the previous investigation) as required to create construction documents that are easily bid by Contractors.

b. Note: Contaminated soil analysis shall be required for the investigative derived waste

(cuttings from the A-E’s geotechnical analysis).

c. The A-E shall create construction documents that require the Contractor to perform their own screening, testing, abatement, transportation and disposal of hazardous materials to protect their workers.

2. For any excavation of soils required to accomplish the scope of work the A-E shall incorporate the requirement to screen / test soil for contaminants following Eielson AFB’s Environmental

Protection, Hazmat and Permitting Requirements (attached to specification section 01 57 19.01 20) as well as ADEC and EPA requirements. The contract documents shall require the Contractor submit a site specific Sample and Analysis Plan for Eielson AFB, ADEC and EPA approval prior to excavation.

C. The investigation shall include a geotechnical analysis.

1. The cuttings from the boring(s) shall be tested for soil contamination. The A-E shall produce and coordinate with Eielson AFB, ADEC and EPA a site specific sample and analysis plan for disposal of the cuttings. Cuttings shall be stored on site in properly labeled drums until their disposition is determined. A-E shall properly dispose of the cuttings at an approved facility.

D. Investigate and design to replace interior drywall, furring, vapor barriers, insulation, exterior doors / frames and windows / frames (as prescribed in the previously accomplished investigation report).

1. The new building envelope shall be appropriate for year round humidity levels required by

Technical Orders (TO) 14D3-10-1 and TO 14S1-102-11 (attached to this statement of work – attachment M of Section 5).

a. Investigation shall include further computer based hygrothermal modeling of the building’s exterior envelope to ensure the designed envelope’s moisture content throughout the year is able to reach an acceptable equilibrium (rather than accumulate moisture beyond its safe capacity) if the previously accomplished investigation report does not include all associated needs as the design develops. Investigation beyond a dew point analysis is required to ensure the building envelope does not experience problems with interstitial moisture buildup, mold, interstitial freezing, reduced thermal performance, material degradation, etc.

b. Installation of windows shall be limited and some existing windows removed per the previously accomplished investigation report (due to high relative humidity levels required in much of the building).

E. Investigate and design repair of exterior siding as required to facilitate the work as prescribed by the previously accomplished investigation report.

F. Investigate and design repair / replacement of all interior finishes to include walls, floors, ceilings, interior doors, breakroom cabinets and sink, bathroom fixtures and cabinets.

G. Investigate and design repair / replacement of interior storage cabinetry and shelving. Add storage cabinetry and shelving as practical and as coordinated with the building occupants.

H. Investigate and design replacement of entire roof system as prescribed by the previously accomplished investigation report.

I. Investigate and design replacement of the entire HVAC system as prescribed by the previously accomplished investigation report.

1. The HVAC system shall include an integrated humidification system that maintains proper humidity levels per TO 14D3-10-1 and TO 14S1-102-11.

2. The heating system shall be hydronic and utilize fin tube terminal units in the main areas of the building. Glycol mixture shall be 60/40 glycol/water.

3. Arctic entries shall be heated (cabinet unit heaters).

4. The HVAC control system shall be direct digital controls (DDC) and be compatible and fully integrated with Eielson AFB’s central DDC system. Work shall include all hardware, software installation, communications, logic programming, graphics programming and configuration programming of the new system as well as Eielson’s front end computers to fully integrate the new

DDC with Eielson’s central system.

J. Investigate and design the repair of the compressed air system within the building.

K. Investigate and design plumbing repairs.

L. Investigate and design the replacement of the electrical distribution systems.

1. Include panels, conduit, conductors, receptacles, etc.

2. Replace all interior and exterior lighting with energy efficient LED fixtures.

3. Minimize mounted hardware on interior of exterior walls (anything that might compromise the building envelope vapor barrier and / or insulation). Investigate alternatives for mounting electrical and communication receptacles / ports that might otherwise be mounted on the interior of the exterior walls. Design shall include the most viable options as recommended by the A-E and approved by the Government.

M. Investigate and design the replacement of the communications systems as prescribed by the previously accomplished investigation report.

N. Investigation and design shall include installation of fire suppression systems and fire detection / alarm / mass notification systems in/at all areas of the building as prescribed by the previously accomplished investigation report and as required to bring it up to current codes, UFCs and appropriate guidelines.

Investigation and design of fire suppression systems shall include:

1. Replace the existing building fire alarm system with the appropriate combined fire alarm/ mass notification system (integrate the wide area mass notification system as well) per NFPA 72, UFC 3-

600-01 and UFC 4-021-01 except as modified.

a. Work shall include alarm system programming and reprogramming of Eielson’s Monaco D-21 central fire monitoring and alarm system. All work shall be compatible with Eielson’s existing central fire alarm and monitoring / communication system. All new fire alarm/mass notification systems shall also meet Eielson AFB’s alarms design guideline as modified by comments of the AFIMSC Fire Protection Engineer and Eielson AFB’s Fire Protection Design

Guide

b. Pull stations shall be installed only where required by NFPA 101 and shall be the type that is resettable by key.

c. Amber strobes are not required for MNS. Shall use one clear strobe and also provide text signs. Text signs are required over the door to each egress stairwell and over (or adjacent to) the required means of egress from the level of discharge. Exterior exit doors from a single room (e.g., mechanical or electrical rooms) do not require a text sign.

2. Ensure proper placement of fire hydrants at the exterior of the building.

3. Include utilidor work as required.

4. Investigation shall include updated flow tests of water supply as required to facilitate a proper design.

5. Include all electrical and HVAC work that is required to facilitate the fire suppression, alarms and life safety work.

M. Investigate and design to correct all life safety deficiencies to include:

1. Egress issues, exit markings, illumination of exit signs and emergency lighting, and door hardware.

2. Replacement or upgrade of any interior doors that do not meet fire code / life safety standards with/to doors that do meet these requirements.

3. Proper fire rated separations IAW NFPA 101 and UFCs.

4. Other life safety deficiencies that are required to be repaired by codes and UFCs.

N. Investigation and design shall include analysis of building structural members to determine if repairs and

/ or upgrades are required due to degradation of the structure and to support new work and to meet current codes and UFCs. The design shall include any required structural repairs / upgrades / alterations.

1. Considering the roof system (including its structure needs to be replaced) the preference is to eliminate the columns in the parachute packing room to make room for another parachute packing table.

O. Investigate and design repair and restoration of all areas affected by this project, such as hidden wires, cables, lines, telecommunication system, building parts and components, pavements and exterior utilities as required.

P. HAZARDOUS MATERIALS: The following guidance shall be used for dealing with hazardous materials:

1. Asbestos containing materials (ACM), lead base paint (LBP), polychlorinated biphenyls (PCBs), contaminated soils, and other hazardous materials may be present in and around Building 1161. The

A-E shall anticipate the potential presence of hazardous materials in the design project, and sub-contract with firms who perform testing for hazardous materials and prepare project documents for their remediation. Technical provisions shall be developed such that all requirements for handling, worker protection, and environmental protection at the work site are referenced to OSHA, EPA, and ADEC regulations as well as pertinent Eielson AFB requirements.

2. When construction requires special demolition procedures to protect personnel from exposure to excessive levels of hazardous materials, these requirements shall be specified and coordinated with the

Eielson AFB project engineer and the Eielson AFB Environmental Element of the Asset Management

Flight. These procedures shall not be less stringent than Federal OSHA and EPA requirements.

Mitigation of hazards to workers shall be included in this design project.

3. The following items are a minimum of what shall be included in the project documents when dealing with hazardous material remediation. Project drawings shall denote the location of hazardous materials and provide sufficiently detailed information for their remediation, to include accurate quantities.

Project drawings shall also note the location of approved, permitted, on-base disposal areas if available for use during project construction. The most direct haul route, minimizing the exposure risk for personnel, between the project site and disposal area shall also be shown on the drawings. Construction contractor notification and permitting requirements shall be specified.

Q. WASTE DISPOSAL/BORROW PIT PLAN: The design shall include a project specific Waste

Disposal/Borrow Pit Plan. The A-E shall complete the estimated quantities of wastes to be generated and borrow materials required on the Worksheet during the 35% design phase. The Eielson AFB Natural

Resource Manager will then produce a project specific Waste Disposal/Borrow Pit Plan to be incorporated into the specifications at the 65% design phase. The Waste Disposal/Borrow Pit Worksheet is an appendix to EAFB Environmental Protection, Hazmat and Permitting Requirements (which is in attachment to

Specification 01 57 19.01 20 and is in attachment A of Section 5 of this Statement of Work).

R. The A-E shall ensure the requirements of the attached AF IMT 813 are incorporated into the construction documents.

S. Investigation and design shall include repair and painting of all existing surfaces that are disturbed by new work where appropriate and painting of all new work where appropriate.

T. Design documents shall require a Construction Warranty – one year on all new work and longer warranty where it is industry standard.

U. The identification and analyses of alternatives shall include scope descriptions, the costs and other associated impacts of each alternative.

V. The A-E is expected to include drawings and photographs with the body of each submittal as necessary to adequately describe the work involved. Drawings associated with each submittal shall be of a sufficient size so that details and notes are easily readable. Drawings 11"x17" or smaller shall be bound with the report.

1.04. SCOPE OF WORK: The work includes: attending pre-investigation meeting; investigating site conditions, options, etc.; collecting and reviewing project data and records; developing design concepts and cost estimates; submitting an investigation report; attending review meetings; making the review revisions requested by the Government;

submitting intermediate design documents; and producing a complete design based on the requirements specified above and based on comments received during the Investigation, 35%, 65% and 95% design review meetings.

1.05. TASKS:

A. The investigation and design shall be divided into five tasks. The Contracting Officer will issue a Notice to Proceed for each task. The Government shall neither approve payment for a task nor issue Notice to

Proceed for the subsequent task until all work under the task is complete and the A-E has provided all of the listed Contract Deliverable Items applicable to the task (except draft meeting minutes which may not yet be complete).

B. Pre-investigation and review meetings shall be scheduled by the Contracting Officer and be held at

Eielson AFB. They will be attended by the Government's Project Engineer, engineering staff, representatives of the reviewing agencies, invited interested parties, and the A-E's project manager and necessary staff. Reviewers will submit written comments on the investigation and design. Comments will be provided to the A-E for response. The A-E shall provide the Government an agenda prior to each meeting. The A-E may make a presentation at each meeting. The A-E shall record the proceedings of each meeting and submit a written summary report (minutes) of those proceedings to the Contracting

Officer for written approval. Draft minutes for each meeting, including the responses to each reviewer's comments shall be submitted to the Contracting Officer within three (3) working days following each meeting.

C. All contract deliverable items for each task (except draft meeting minutes) shall be submitted to the

Contracting Officer at the same time. Approval from the Contracting Officer shall be obtained prior to the submission of contract deliverable items separately.

D. TASK I: Task I includes attending the Pre-Investigation Meeting and submitting draft and final minutes of the meeting; investigating the project site and applicable existing documents; interviewing appropriate facility users and maintenance personnel; investigating options; investigating design concepts; producing the required Investigation Report; submitting these documents to the Contracting Officer for review;

attending the Investigation Review Meeting; and submitting draft meeting minutes of the Investigation review meeting to the Contracting Officer. All deliverables shall meet requirements of this Statement of

Work. Note: the A-E’s investigation report shall build upon the previously accomplished investigation

(which did not include geotech borings or hydrant flow testing).

1. Pre-Investigation Meeting: The A-E and Government representatives will meet to discuss the objectives and requirements relating to the investigation. The A-E will have the opportunity to interview appropriate government personnel. The A-E shall record the proceedings of the meeting, and submit a draft meeting minutes to the Contracting Officer within 3 working days for approval.

2. Data Acquisition and Field Investigation: The A-E shall complete the necessary investigative field work and submit an investigation report to the Contracting Officer. The report produced shall include discussions of all aspects of the work required under the various options investigated -- identify each item of work and discuss any potential difficulties, alternatives to proposed work items, recommendations, construction cost estimate for each concept presented, etc.

3. Cost Estimate in the Investigation Report: The A-E shall prepare investigation cost estimates for the project with a sufficiently large contingency (30%) to ensure that costs do not increase as design proceeds. The cost estimates shall be in both hard copy and electronic format. Electronic format shall be in Excel.

4. Investigation Review Meeting: The meeting for discussing the investigative report will be scheduled by the Contracting Officer following receipt of the Investigation submittal, and will be held at Eielson AFB.

The meeting will be attended by the Government's Project Engineer, engineering staff, representatives of the reviewing agencies, invited interested parties, and the A-E's project manager and necessary staff.

Reviewers will provide the A-E with written review comments regarding his report for his response and action. The A-E may make a presentation at the meeting. The A-E shall record the proceedings of the meeting and submit draft minutes to the Contracting Officer for written approval. The draft minutes shall include the responses to each reviewer's comments and shall be submitted within three (3) working days following the meeting.

5. Contract Deliverable Items: The following items are deliverable as part of Task I:

a. The Draft Pre-Investigation Meeting minutes shall be submitted to the Contracting Officer by email within three (3) working days after the Pre-Investigation meeting. Corrections to the meeting minutes may be required by the Government.

b. Six (6) hard copies of the investigation report. This report shall include alternative design concepts, analysis, recommendations, construction cost estimates, and the approved Pre-Investigation Meeting minutes. These requirements shall be submitted to the Contracting Officer for review and for presentation / discussion at the Investigation Review Meeting.

(1) Since B1161 is sitting on a known contaminated soil site the A-E shall submit a site specific SAP prior to geotech work (as described in 2.04 A. of this statement of work). Though their SAP must be approved by 354 CES Environmental, ADEC and EPA the A-E shall assume for planning purposes that geotech cuttings shall be screened / tested for DRO, PCP and TCLP RCRA metals before disposal of soil samples. Screening shall include PID. Sampling and analysis of soils as well as transportation and disposal/remediation of contaminated investigation derived waste shall be at no additional cost to the Government.

(2) The A-E shall properly dispose of geotech soil cuttings at approved off-base facility at no additional cost to the Government.

(3) The A-E shall utilize the results of these soil samples and other data gathered / provided by the

Government in development of the design pertaining to construction in the contaminated area.

c. Six (6) copies of the entire investigation report on CD.

d. The draft investigation review meeting minutes shall be submitted to the Contracting Officer by email within three working days of the investigation review meeting. Corrections to the meeting minutes may be required by the Government.

E. TASK II: Task II includes producing the required preliminary (35%) design documents as defined in this statement of work; submitting the required documents to the Contracting Officer for review; attending the

35% Review Meeting; and submitting draft minutes of the 35% design review meeting to the Contracting

Officer for review.

1. Contract Deliverable Items: The following items are deliverable as part of Task II:

a. Six (6) copies each of the required 35% design documents -- drawings, outline specifications

(including the waste disposal/borrow pit worksheet), cost estimate, design analysis, and approved/final investigation review meeting minutes.

(1) Drawings may be half-size, but only if all details are legible.

(2) The preliminary cost estimate shall have a sufficiently large contingency (15-25%) to ensure that costs do not increase as design proceeds. The cost estimate shall be in Microsoft Excel format.

b. Six (6) copies of the entire 35% documents on CD.

c. The draft 35% design review meeting minutes shall be submitted by email within three (3) working days after the 35% design review meeting. Corrections to the meeting minutes may be required by the Government.

2. 35% Design Review Meeting: The meeting for discussing the 35% design shall be held following receipt of the 35% design submittal.

F. TASK III: Task III includes producing intermediate (65%) design documents as defined in this statement of work; incorporating changes requested in approved review comments; submitting the required documents to the Contracting Officer for review; discussing these documents at the 65% Review Meeting; and submitting draft minutes of the 65% design review meeting to the Contracting Officer.

1. Contract Deliverable Items: The following items are deliverable as part of Task III:

a. Six (6) copies each of the required 65% design documents -- drawings, draft specifications (including waste disposal/borrow pit plan), cost estimate, design analysis, draft submittal register, Draft DD Form

1354 and approved/final 35% design review meeting minutes, including all comments and responses.

(1) Drawings may be half-size, but only if all details are legible.

(2) The waste disposal/borrow pit worksheet shall be in Microsoft Word format.

(3) The 65% design cost estimate provided by the A-E shall have a maximum contingency of 10%. The cost estimate shall be in Microsoft Excel format.

b. Six (6) copies of the entire 65% documents on CD.

c. The draft 65% design review meeting minutes shall be submitted within three (3) working days after the 65% design review meeting. Corrections to the meeting minutes may be required by the

Government.

2. 65% Design Review Meeting: The meeting for discussing the 65% design shall be scheduled following receipt of the 65% design submittals.

G. TASK IV: Task IV includes producing 95% design documents as defined in this statement of work;

incorporating changes requested in approved review comments; submitting the required documents to the

Contracting Officer for review; discussing these documents at the 95% design review meeting; and submitting draft minutes of the 95% design review meeting to the Contracting Officer.

1. Contract Deliverable Items: The following items are deliverable as part of Task IV:

a. Six (6) copies each of the required 95% design documents -- drawings, complete specifications, cost estimate, design analysis, completed submittal register, Draft DD Form 1354 and approved/final

65% review meeting minutes, including all comments and responses.

(1) Drawings may be ½-size, but only if all details are easily legible.

(2) The waste disposal/borrow pit plan shall be in Microsoft Word format.

(3) The 95% design cost estimate provided by the A-E shall have zero contingency. The cost estimate shall be in Microsoft Excel format.

b. Six (6) copies of the entire 95% documents on CD.

c. The draft 95% design review meeting minutes shall be submitted by email within three (3) working days after the 95% design review meeting. Corrections to the meeting minutes may be required by the Government.

2. 95% Design Review Meeting: The 95% design review meeting will discuss the 95% design and shall be scheduled following receipt of the 95% design submittals.

H. TASK V: Produce final (100%) design documents as defined in this Statement of Work and as described below:

1. Final (100%) Documents: The A-E shall incorporate into the 100% project documents the revisions requested in the approved 95% design review comments. Each plan sheet shall bear the seal of a

Registered Professional Engineer.

Note: Per UFC 3-600-01, para 1-7.3 the project Qualified Fire Protection Engineer (QFPE) must review the 100% design submission of plans and specifications and certify in writing that the design is in compliance with this UFC and all applicable criteria. This certification letter must be submitted with the

100% submission. (Note: The QFPE is the A-E’s Qualified Fire Protection Engineer.)

2. Contract Deliverable Items: The following items are deliverable as part of Task V:

a. One (1) full size paper copies of the 100% drawings.

b. Four (4) half size paper copies of the 100% drawings.

c. Four (4) paper copies of the 100% specifications, the 100% design analysis, the 100% construction cost estimate, the final submittal register, Draft DD Form 1354 and the approved/final 95% design review meeting minutes.

d. Five (5) sets of CD-ROMs containing the complete project specifications, drawings, submittal register, final design analysis, the final construction cost estimate, and the approved/final 95% review meeting minutes. The project specifications, review meeting minutes, design analysis and

Draft DD Form 1354 shall be delivered in Microsoft Word format. The submittal register and construction cost estimate shall be delivered in Microsoft Excel format. The project drawings shall be delivered as AutoCAD files and in PDF format. AutoCAD drawings shall be developed to be plotted at desired scale on ANSI D (22”x34”) paper when scale of “1:1” is selected during the plotting function. If specific plot assignment files or fonts were used in the creation of the AutoCAD drawings these files shall be included on the CDs.

NOTE: Specifications shall be bound and shall be printed on double-sided 8-1/2 x 11 bond paper.

Design analyses, cost estimates, and submittal register shall be printed on 8-1/2 x 11 bond paper and shall be bound. All pages shall be numbered consecutively. The design analyses, cost estimates, and submittal register may be included in the specifications binder during the earlier submittals, but the specifications shall be bound separately at 100%. Provide all plot style files, font files and x-refs utilized with the drawing files. All x-refs shall be bound to the appropriate drawing files.

SECTION 2

GENERAL A-E INVESTIGATION AND DESIGN SERVICE REQUIREMENTS FOR

2.01 GENERAL SCOPE: The A-E shall perform professional architectural and engineering services such as planning, investigation, study, surveying, design, and provide labor and materials to accomplish the work specified in this contract. The A-E shall be responsible for all travel and lodging arrangements and expenses involved in the performance of work under this contract. The A-E shall furnish the Air Force with complete and usable products to include: planning documents, investigative reports, study reports, design analyses, project drawings, technical provisions (specifications), equipment layouts, cost estimates, submittal registers, quality assurance plans, construction bidding amendments (resulting from design omissions or errors), construction contract modifications (resulting from design omissions or errors), and other documents required under this contract to provide complete engineering services for Eielson AFB, Alaska.

2.02 TYPE OF WORK: Work on the project may involve disciplines such as: architectural; civil, structural, mechanical, electrical and fire protection engineering; drafting; surveying; geotechnical; hazardous materials testing, abatement and remediation; cost estimating; and computer word processing.

2.03 ADMINISTRATION: The Eielson AFB Contracting Officer (CO) and Contracting Specialist are responsible for the administration of the contract. No change shall be made in the provisions of this contract without written authorization from the CO. The Base Civil Engineer (BCE) monitors the work and services furnished, and evaluates the performance of the A-E as the Contracting Officer’s Technical Representative (COTR). The

COTR is not a CO and has no authority to Contractually bind the Government or modify the contract.

2.04 GENERAL DESIGN CRITERIA: The Air Force requires complete and functional designs that are appropriate for the sub-arctic environment of interior Alaska. Design and construction shall conform to the most recent issue of the following standards and publications. 2.06 GOVERNMENT DOCUMENTATION: Because only the A-E can be expected to know exactly which record drawings will be useful for his design, the A-E should expect to spend some time in Eielson's Civil

Engineering drawing storage vault locating drawings he might need. The A-E should not expect

Government personnel to perform a drawing search for them. "As-builts", shop drawings, and operation and maintenance manuals that the Government may have are not guaranteed to be either accurate or complete. It shall be the A-E’s responsibility to verify any information or data that is given to them by the Government.

2.07 WARRANTY: The A-E shall bring any questions concerning the design to the attention of the Government during the design phase. The A-E shall verify that the final documents have been field checked to eliminate conflicts and interferences and shall provide interpretation of construction documents to clarify any omissions and/or errors to the CO.

A. DISCREPANCIES: The A-E shall be responsible for the professional quality, technical accuracy, and the coordination of all design, drawing, specification, and other services furnished by the A-E under the resulting contract. The A-E shall, without additional compensation, correct or revise any errors or deficiencies in design, drawings, specifications, and other services in a timely fashion to avoid construction delays.

B. INTERPRETATION: During the construction bidding and the construction periods of the project, the

A-E shall be available, at no additional cost to the government, to interpret or clarify their plans and specifications, should questions arise. (Note: Do not propose these hours as a separate line item in the contract proposal.

2.08 CONCEPT LIMITATIONS: General information and criteria provided to the A-E shall not prevent the A-E from suggesting or using improved methods and designs with functional or cost-saving advantages.

2.09 GOVERNMENT FURNISHED MATERIALS: The government shall furnish the A-E with the following:

A. A description of the specific requirements of the investigation and design of this project. See Section

1 of this Statement of Work.

B. An estimated construction cost range.

C. Digital asbuilts for B1161 (attached to Section 5 of this Statement of Work) and access to existing drawings of facilities as needed to perform design.

D. Eielson AFB specific Division I specifications (to be tailored by the A-E for specific project requirements). These specifications are in UFGS format (.sec files except for some of the attachments) and are attached to Section 5 of this Statement of Work.

E. Pertinent Eielson AFB Design Guides (appendices to this Statement of Work).

F. Examples of applicable government forms to be completed by the A-E such as the Waste

Disposal/Borrow Pit Coordination Review Form and AF IMT 103, etc. These are attached to Section

5 of this Statement of Work.

G. Pertinent Contaminated Soils Data (attached to Section 5 of this Statement of Work).

H. Utilities Maps (attached to Section 5 of this Statement of Work).

2.10 ENERGY EFFICIENCY: The A-E shall provide life cycle cost analysis as applicable and to include energy conservation measures and payback. A-E shall provide designs that best help the Air Force meet the greenhouse gas reduction and energy efficiency goals set forth by Executive Order 13693.

2.11 HIGH PERFORMANCE AND SUSTAINABLE BUILDING REQUIREMENTS: The Air Force is discontinuing use of LEED. New projects will register for Guiding Principles Compliance (GPC) certification using either the US Green Building Council (USGBC) or Green Building Initiative

(GBI) GPC certification. Projects already registered under LEED 2009 shall continue with the certification and achieve LEED Silver certification. No new Air Force projects will register for

LEED v4 certification. Therefore, all new unregistered Air Force projects shall meet the requirements of UFC 1-200-02, High Performance and Sustainable Building Requirements. The attached Air Force Sustainability Requirements Scoresheet (attachment L of Section 5 of this statement of work) references UFC 1-200-02, and is what the design and construction shall be scored upon.

SECTION 3

A-E INVESTIGATION SERVICES FOR

3.01 SCOPE OF WORK: A-E investigation services shall include activities such as participation in the Pre-

Investigation meeting and submission of meeting minutes, the planning, study, field reconnaissance, materials testing, site survey and investigation, and work required to obtain the engineering information and data necessary for the accomplishment of this contract. The A-E shall determine the condition and type of existing utility services, structures, pavements, and soils involved in the project design. The A-E shall place particular emphasis on making an accurate estimate of the location and quantity of hazardous materials affecting the project design. The A-E shall perform topographic surveys, prepare documents showing existing conditions, conduct fact finding investigations, collect and review project data and records, create alternative design concepts, preliminary estimates of cost and construction timelines, and prepare and present a written investigation report.

3.02 PRE-INVESTIGATION MEETING: The A-E and Government representatives will meet to discuss the objectives and requirements relating to the investigation. The A-E will have the opportunity to interview appropriate government personnel and request any assistance that may be required. Record the proceedings of the meeting, and submit a written summary report (meeting minutes) to Contracting.

3.03 COST AND SCHEDULE ESTIMATE: A preliminary construction timeline and cost estimate shall be included with the investigation report. The A-E shall develop initial estimates of construction timelines and submit for each alternative considered. Any minor construction costs (new work as defined by the Air Force) in the project has a limit and therefore must be tracked separately. The A-E shall separate the cost of minor construction work for ease of tracking. If the estimated construction cost differs significantly from the range shown in the Contract, or exceeds the statutory limit (if one exists), or exceeds the Programmed Amount (PA), the A-E shall notify the CO as soon as practical and shall not proceed until advised to do so by the CO.

3.04 INVESTIGATION REPORT: The A-E shall prepare an investigation report detailing the findings of the investigation and submit it to Contracting for approval. Included in this report shall be all soil boring logs, site plans, photographs, hazardous materials surveys and test results, documents describing existing conditions prepared by the A-E, inspection results, engineering data, cost and construction estimates, product literature and technical data required to support their findings, etc. required to perform the requested engineering services. If applicable to the project, the report shall include recommendations for design and estimated design and construction schedules. After review of the report by the CO, the A-E shall present the report at an investigation review meeting at Eielson AFB. Changes resulting from the investigation review meeting shall be incorporated into the first design submittal.

A. A Sample and Analysis Plan (SAP) shall be submitted to the CO for approval prior to soil disturbance

(soil borings for geotechnical analysis, contamination sampling/testing, etc.) in areas that are known to be contaminated. The SAP will have to be approved by Air Force Environmental, ADEC and the CO prior to soil disturbance. SAP approval can be a 60 day process.

3.05 INVESTIGATION REVIEW MEETING: At the meeting the attendees will discuss the investigative report, consider design alternatives, and give technical guidance for proceeding with the design. The A-E shall attend the investigation review meeting at Eielson AFB, take attendance and minutes, and answer review comments.

The investigation review meeting shall be scheduled through Contracting. The meeting will be attended by the Government’s project engineer, engineering staff, representatives of the reviewing and using agencies, interested parties, and shall be attended by the A-E’s project manager and necessary staff. Reviewers will submit written comments on the design prior to the investigation review meeting. The A-E shall provide responses to the comments at the investigation review meeting.

3.06 DOCUMENTS SUBMITTED: The exact number of documents required for each review submittal, and time frames for their development and review are described in section 1 of this Statement of Work.

SECTION 3

A-E INVESTIGATION SERVICES FOR

3.07 CONTRACTOR’S FURNISHED PRODUCT: The A-E shall provide complete investigation report to the government as specified elsewhere in this statement of work. The investigation report shall be of the highest professional quality and shall provide the basis of as well as options for the design.

SECTION 4

A-E DESIGN SERVICES FOR

4.01 SCOPE OF WORK: The A-E shall perform all services required to prepare and furnish complete construction documents, with addenda and contract modifications as required, for the accomplishment of this contract.

4.02 DESIGN SERVICES: Design services shall include all aspects of design required to provide a complete and accurate set of project documents to be used for obtaining contract construction services. This shall include work elements such as:

A. Familiarization with the scope of the project, general conditions governing the performance of the work, and the conditions under which the project will be constructed.

B. Coordination with base civil engineering and the using agencies to develop functional relationships and detailed requirements.

C. Production of the required design documents.

4.03 STATUTORY DESIGN COST LIMIT: See contract.

4.04 DESIGN DOCUMENTS: The contract drawings to be furnished shall be well prepared, complete, and accomplished in accordance with the best professional practice to show clearly and concisely the type and extent of work to be performed. The drawings shall clearly distinguish new and existing work. The drawings shall be drawn to appropriate scales and dimensioned completely and accurately. Each drawing shall have a graphic scale. The A-E shall use a standard sheet format and fonts conforming to Eielson’s Drafting Standards.

Lettering shall be large enough to ensure legible half-size reduction. Each discipline’s group of drawings shall contain a detailed legend defining all applicable symbols appearing on that discipline’s sheets. The legend shall appear on the first sheet of each group. Standard building material indicators, and symbols for architectural items and for mechanical and electrical equipment shall be used to the greatest extent possible.

A. DESIGN ANALYSIS: The A-E shall prepare a complete and accurate design analysis to support the project design. Each sheet of the design analysis shall be sequentially numbered and shall carry the title of the project, date of analysis, and the designer’s name. The analysis shall be bound and prepared (typed or legibly printed) on 8-1/2”x11” bond paper or standard company form, with 1” left and right margins. The design analysis shall cite specific code references, assumptions, calculation sources, data sources, etc. Calculations and data shall be presented in a neat and logical progression.

The analysis shall include elements such as: a brief description of the desired project outcome, anticipated construction schedule, description of existing conditions, site descriptions, existing facility features such as age and type of construction, utilities location and access, photos as necessary or required, electrical-load and lighting-level calculations, structural computations, foundation determinations, plumbing and HVAC calculations, fire hydrant flow tests and fire suppression hydraulic calculations, fire protection features such as: egress, fire alarm, fire rated construction, life cycle cost analysis, facility energy analyses, computer modeling, etc. A constructability report shall be incorporated into the 95% design analyses (see section 4.08). An updated design analysis shall be submitted at each design / review stage to describe and justify each decision made at that stage. The final design analysis shall present a clear and logical picture of the final design and shall be edited to exclude reference to changes made during the design process.

1. For facilities projects UFC 3-600-01, para. 1-7.2.1 states a fire protection design analysis and life safety plans are required for all Major Projects (applies to this design since it is a renovation of major scope). The fire protection and design analysis and life safety plans shall be as required by

UFC 3-600-01.

Note: When directed by the DFPE, projects with little or no fire protection considerations may not require a fire protection design analysis or life safety plans. (This note does not apply to this project – a fire protection design analysis and life safety plans are required).

B. BID SCHEDULE: The A-E shall provide a detailed bidding schedule in the format specified by the government.

C. DRAWINGS: The A-E shall prepare and furnish drawings to show existing site conditions, general layout of facilities, and the extent, type, and detailed requirements of the work to be performed.
