Statement of Work GI Endoscopy Software

23-APR-19

1. General: The Contractor shall deliver to the Government a commercially available, off the shelf software (COTS), gastrointestinal endoscopy system comprised of software and related hardware (System) that will produce GI endoscopy clinical procedure documentation. This system will also include endoscopy image management (i.e. capture and storage of still and video images from the endoscopic equipment, as well as a system for labeling these images). In addition, the system will generate procedure codes (i.e. CPT) and diagnostic codes (i.e. ICD-10) based upon data input by the clinician. This system should streamline workflows by giving the ability to capture, store and access patient data across multiple sites for Endoscopic procedures. The system should have the capability to provide a data repository for storage and maintenance of Endoscopy quality measures to document and improve performance. The technology stores clinician procedure notes as structured data and uses the structured data to organize and generate documentation directed to specific audiences. The technology provides medical content for Gastroenterology. This system should include nursing notes, including pre-procedure assessment, intraprocedural documentation (e.g. medication administration) and post-procedure recovery. This system must have the appropriate Department of Defense approvals to integrate with the current DoD electronic health record such that the procedure report and endoscopic images are incorporated into the patient’s health record.

2. Delivery Date: Delivery of all items shall be made no later than 12 weeks after contract award.

iv. Capable of patient scheduling and tracking from arrival to discharge

i. Minimum requirement: Brand Name endoPRO Mobile Cart Synch License (4) or

i. Ability to synch on demand or operate in standalone mode

j. Minimum requirement: Brand Name endoPRO Doc-U-Scribe Reporting License

(4) or Equal

i. Capable of capturing and reporting quality and safety data to calculate/track cecal intubation rates, rates of gastrointestinal (GI) tract lesions, complication rates, implanted medical devices and time to next procedure with a reminder system.

The quality and safety data shall have a summary report capability, capable of being sorted by field including but not limited to endoscopist, gender, age and indication.

i. Capable of bidirectional communication with HL7 Based EMR including but not limited to importing patient identifiers, demographic information, pathology/cytology results and exporting reports and images.

ii. Capable of exporting procedural reports with text and images to the Armed

Forces Health Longitudinal Technology Application (AHLTA) Healthcare

Artifact and Image Management Solution (HAIMS).

o. Minimum requirement: Software Service Maintenance Agreement, Annual (1)

i. Must include unlimited 24/7 technical telephone support and assistance

ii. Must include remote technical support via approved remote access method

iii. Must include no cost software updates, corrections, bug fixes, patches within the current software version

iv. Must include medical content updates: ICD/CPT, updated medical terminology, maneuvers, instruments etc. at no additional cost
