COMBINED SYNOPSIS/SOLICIATION ‘COMBO’:

Concrete and Related Materials

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as well as FAR Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(ii) Solicitation FA5000-20-Q-A0095 is issued as a Request for Quotation (RFQ). This is an unfunded requirement award is contingent upon the availability of appropriated funds.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-08, effective 13 Aug 2020. The DFARS provisions and clauses effective 05 June 2020. The AFFARS provisions and clauses are those in effect to AFAC 2019-1001, effective 23 Apr 2020.

(iv) This requirement is solicited under a 100% Total Small Business Set-Aside. The North American Industrial Classification System (NAICS) code associated with this procurement is 333120 with a small business size standard of 1250 employees.

(v)The Pricing Schedule is incorporated as attachment 1. Vendors shall complete the Pricing Schedule Attachment in its entirety and return with any other documentation/data as required by this Combo.

(vi) The government intends to award a firm-fixed price contract for the following:

(viii) FAR 52.212-1 -- Instructions to Offerors -- Commercial Items (June 2020), is hereby incorporated by reference, with the same force and effect as if it were given in full text. In addition to the following addendum, all terms and conditions of FAR 52.212-1 remain in effect.

The following have been tailored to this procurement and are hereby added via addendum:

(a). All references to “offeror” and “offer” are hereby changed to “quoter” and “quote” respectively.

(b). All prospective contractors must submit a fully completed attachment 1 and all data required in paragraph (ix) by the time specified in paragraph (xvi) to the person identified in paragraph (xvi).

(c). Quotes must remain good through 30 September 2020.

(d). Prospective contractors that do not submit quotes by the deadline in paragraph (xvi) may be deemed ineligible for award. The Government may accept late quotes if determined to be in the Governments’ best interest.

(e). Formal debriefings will not be given, however total award amount and awardee will be released if requested.

(f). Prospective contractors must be registered in the System for Award Management (SAM) (https://sam.gov/portal), and the registration must be active by the date specified in paragraph (xvi). Prospective contractors who are not registered in SAM or have a registration that is inactive may be deemed ineligible for award.

(g). To assure timely and equitable evaluation of the proposal, the vendors must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation.

(h). Specific Instructions: The response shall consist of two (2) separate parts:

a. Part 1- Technical Acceptability - Submit one (1) copy of technical acceptability narrative.

b. Part 2- Price – Submit one (1) copy of the pricing schedule and any pertinent additional information

(i). Award will be made to the vendor whose quote is conforming to the solicitation and is determined to be the lowest price - technically acceptable. Technical Acceptability, at a minimum, is defined as meeting all of the criteria in Attachment 1 and Attachment 2. Price and technical acceptability will be considered.

(ix) FAR 52.212-2 -- Evaluation -- Commercial Items (Oct 2014) this provision has been tailored to this procurement and is provided in full-text below:

(a) The Government will award a contract resulting from this solicitation to the responsible vendors whose quote is conforming to the solicitation and is determined to be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

(i) Technical acceptability

(ii) Price

(b) Price and technical acceptability will be considered. The Government intends to evaluate quotes and award without discussion, but reserves the right to conduct discussions. Therefore, the vendor’s initial quote should contain the vendor’s best terms from a price and technical standpoint. The lowest priced quote will be evaluated for technical acceptability. If the quote is found technically acceptable, award will be made without further consideration. If it is found technically unacceptable, the Government will evaluate the next lowest quote for technical acceptability until award can be made to the lowest priced technically acceptable vendors.

Therefore, the vendor’s initial quote should contain the vendor’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Quotes that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(c) This will be a lowest price technically acceptable purchase. Technical acceptability – at a minimum, is defined as meeting all of the following criteria:

Minimum Qualifications: Contractor must be able to provide all the products described herein (see Attachment 1 and Attachment ).

(d) A written notice of award or acceptance of a quote mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (x) Each vendors shall ensure the provision at FAR 52.212-3 including its Alternate I, Vendors Representations and Certifications--Commercial Items (JUN 2020), are updated at https://sam.gov/portal. Failure to obtain SAM registration will result in submissions not being considered for award.

(xi) The clause at FAR 52.212-4 -- Contract Terms and Conditions – Commercial Items (OCT 2018), is hereby incorporated by reference, with the same force and effect as if it were given in full text.

AFFARS 5352.201-9101 -- OMBUDSMAN (Oct 2019), (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.

Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

Curb and Gutter Machine Specifications

Basic specifications and construction (Standard Equipment)

Minimum Configuration Standards developed IAW AFI 24-302, Vehicle Management, Section 1.20. Changes to this specification shall not be made without notification and approval from the Air Force Civil Engineer Center

(AFCEC).

The vehicle and all furnished accessories shall comply with all Federal Motor Vehicle Safety Standards (FMVSS) in effect at the time of manufacture.

Mobile Curb and Gutter Machine on Tracks

PAVING CONFIGURATION

Left-side to accommodate paving needs.

ENGINE

Type: 3.4 Caterpillar® diesel engine (emission controlled),Tier 4 Power: 120 hp (89.5 kW) @ 2200 rpm.

SERVICE CAPACITIES

Fuel reservoir: 44 gal. (166.6 L), locking cap.

Hydraulic oil reservoir: 105 gal. (397.5 L).

AUTOMATIC CONTROL SYSTEM

Type: Electronic-over-hydraulic.

Controls: Operating system with graphical display with multi-language capabilities, with metric or imperial measurements, color graphics, and a 6.5 in. (165 mm) anti-glare display screen.

Reverse auto control: Single switch sets controls for automated control with machine traveling in reverse.

Wireless Remote Control with Graphical Display Screen: Powered by a Lithium-Ion battery, which makes it easy to replace. The machine must ship with two batteries and a DC charger that is in the console for charging second battery. A fully charged battery will last for approximately twelve hours. The remote must fit under the console with the exclusive operating system for secure storage.

HYDRAULIC SYSTEM

Pumps: One closed-loop axial piston pump; two open-loop axial piston load sensed pumps; one open-loop axial piston pressure comp pump; and one open-loop gear pump.

Hydraulic oil cooling: Oil cooler is combined with the charge air cooler and the radiator in a side-by-side remote mounted package.

Filtration: 10 micron filter; one pressure filter for servos, 10 micron absolute synthetic non by-pass; Two 200 mesh magnetic sump filter, and one 20 micron control circuit filter

VIBRATORS

Type: Hydraulically powered, motor-in-head, variable speed, independently controlled, and synchronized with machine movement.

1. The Contractor/Vendor shall provide one copy of DD Form 1155, Order for Supplies and Services to the U.S. Air Force Program Office at the below listed address. DFARS Clause 252.227-7015 (Dec 2011) shall be listed in Section I of the DD Form 1155. This documentation shall be supplied to the Air Force Program Office with the required technical data is shipped per item #2 of this requirements document.

2. The Contractor shall provide one (1) complete set of manuals to include, Operators, Parts and Service to the Program Office at the address listed below.

Also, manuals for any mounted or accessory equipment shall be provided. The data format shall be paper (printed) operators manuals, service, and parts manuals.

3. The Contractor shall provide two (2) complete sets of manuals to include, Operators, Parts and Service for each shipping location. Also, manuals for any mounted or accessory equipment shall be provided. The data format shall be paper (printed) operators manuals, and digital (CD-ROM) service and parts manuals.

4. Manuals written to specific models, serial numbers shall have all differences identified and provided to the U.S. Air Force Technical Content Manager.

Example, if a specific vehicle requires different technical manual coverage because of unique configuration changes, these changes shall be identified separately to the Air Force.

5. All data shall be supplied in accordance with DFARS clause 252.227-7015, December 2011
