1. PROJECT DESCRIPTION: Architect-Engineer (A/E) Services are required to provide schematic and concept design development for a new Visitor Control Center (VCC) located at the Boniface Gate entrance to Joint Base Elmendorf-Richardson (JBER). Services shall include digital 3D modeling, design analysis, drawings, supporting product information, Structural Interior Design (SID), cost estimating, and geotechnical services. The project also includes demolition of the existing Boniface VCC, and all associated supporting utilities, at JBER, Alaska.

2. PROJECT BACKGROUND: The Boniface VCC (Building 3711) is located at JBER off the

Glenn Highway on Boniface Parkway. The VCC is, adjacent to the Boniface Gate entrance to JBER. The facility serves as the primary access point for JBER to welcome and process visitors requesting access to JBER. The existing facility is inadequately sized to support customers and staff. To resolve this deficiency, a new project to replace the facility has been authorized.

3. PROJECT SIGNIFICANCE:

A. As part of an Air Force-wide initiative, JBER is currently in the process of updating and replacing the long standing Elmendorf Architectural Compatibility Standards. The new standards shall be referred to as the JBER-Elmendorf Installation Facility Standards (IFS).

The new IFS represents a significant departure from the current standards. A greater variety of materials and color palettes is encouraged in the IFS, with emphasis on durable low-maintenance materials, while also responding to regional aesthetics and design considerations.

B. VCC’s are considered a “Group 1” facility in the IFS, due to their prominent location and high public use. Group 1 facilities are permitted to receive highest importance in terms of quality and architectural design in the IFS. This project presents a significant opportunity to incorporate and showcase the new IFS, and re-brand JBER with an updated regional Alaskan aesthetic.

C. JBER Leadership envisions the new Boniface VCC to be a welcoming and comfortable facility that exudes pride of place and promotes an attractive impression of the installation.

4. SCOPE OF WORK:

A. A/E services include but are not limited to architectural design, Structural Interior Design (SID) services, digital 3D modeling, design analysis, concept design drawings, supporting product information (catalogue cuts), site/landscape planning, and limited civil, structural, mechanical, electrical, communications, fire protection design, and cost estimates. To maximize useable area for the new VCC, the existing VCC shall be demolished. This includes limited re-design of the parking area closest to the VCC to resolve parking lot drainage issues. Also included is removal, re-design, and re-location of the free standing USAF memorial in front of the VCC.

B. The primary objective and emphasis of the final concept design is to make all architectural decisions and site design decisions for the new Boniface VCC. Architectural decisions shall include exterior envelope and interior finishes, to include all visible construction (electrical, mechanical, and structural appurtenances).

C. JBER has developed an approved Boniface VCC concept floor plan to be used for concept design development. The new VCC floor plan is approximately 2,000 square feet of useable area and the major elements of the plan design are as follows:

VCC Waiting Area/lobby VCC Technician check-in area ABA accessible restrooms Administration area Break Room with kitchenette Arctic Entry Vestibule Storage Room Mechanical/Electrical Room IT/Communications Room Janitor’s Closet Vending Area Outdoor Space adjacent to breakroom Site planning and orientation to include landscaping and parking lot revisions

D. The A/E may consider minor floor plan changes where efficiencies can be gained, including but not limited to entrances, circulation, site orientation, and room dimension changes to improve functionality (mechanical/electrical room and IT/Comm Room). Any changes must be approved by the Government and be in compliance with the attached Visitor Center design criteria.

E. In addition to the floor plan, the following criteria (included in the appendix) shall be utilized as the basis of design for concept design development:

1) Unified Facilities Criteria (UFC) 4-022-01, Chapter 6-17, “Visitor Center” Design Criteria

2) Air Force Civil Engineer Center (AFCEC) Facilities Dynamic Prototype design, Visitor Center

3) JBER-Elmendorf Installation Facility Standards (IFS)

F. The A/E design team shall review all the existing conditions and provide comprehensive architectural design and provide limited design for structural, MEP, HVAC, fire protection, and telephone/data/electrical distribution.

G. Other disciplines: Minimum Design and Construction Design Criteria documents for demolition, civil, mechanical, electrical, and fire protection, are attached for reference as a basis of design. These documents are written in a typical format for MACC DB contracts.

H. The A/E design team shall be required to meet with subject matter experts including but not limited to: JBER 673 Civil Engineer Group (CEG) engineers and architects, 673 Security Forces Squadron (SFS) users, and JBER senior leadership.

I. The design shall comply with all current governing regulations including but not limited to, Federal, State, and local building codes, ADA, ABAAS, NFPA 101 – Life Safety Code, and all UFCs listed in the SOW.

J. The A/E shall attend design review meetings and provide submittals as described in project milestones. The A/E shall make all necessary site visits during design to gather information necessary from the existing site, building plans, and utility plans to provide a complete assessment of the proposed work.

K. The A/E shall work with the 673 CEG Project Management Team to develop a final concept design and cost estimate to best suit the needs of JBER.

5. OTHER DESIGN CONSIDERATIONS:

A. ACCESSIBILITY: The VCC shall be an “accessible” facility and designed to provide equal access. The design shall comply with the Americans with Disabilities Act (ADA) and Architectural Barriers Act (ABA) and other applicable accessibility codes and standards.

B. INTERIOR ENVIRONMENTAL QUALITY: Provide a design that is warm, inviting, and efficient. Contributing factors include proper HVAC, lighting, acoustics and furnishings. Acoustic design issues include both interior and exterior. Reference UFC 3- 101-01 for further guidance. Lighting, both artificial and daylight, is an important tool in shaping the ambiance of the environment.

C. SITE DEVELOPMENT: The design of the site shall provide welcoming and cohesive aesthetic with respect to the building and its entrance, vehicle and pedestrian traffic, the USAF memorial and flag poles. The siting of the VCC and the surrounding hardscape and landscaping shall receive thoughtful consideration, to include location proximity to the existing vehicle gate canopy. Other considerations include site grading and drainage, coordination with existing utilities, and existing parking lot drainage issues.

D. SECURITY: The design and construction of the VCC is not required to comply with UFC

4-010-01 DoD MINIMUM ANTITERRORISM STANDARDS FOR BUILDING.

However, the design shall incorporate strategies to provide increased physical protection of staff and civilian personnel, such as building stand-off distance from parking lot, and addressing active-shooter threats on the public (south and west) sides of the building.

E. SUSTAINABILITY: Provide a concept design that incorporates high performance and sustainable building design principles and strategies as they relate to the scope of this project. Reduce the total cost of facility ownership through sustainable design features such as a building’s orientation, thermal envelope and shading devices. Address climate resiliency and local and regional contexts in building designs and features. Evaluate building components to determine whether passive and natural design strategies and features are cost effectively incorporated before the active and mechanical systems are designed. Maintain occupant health, safety and wellness while satisfying mission and user requirements. Use products and materials that have a lesser or reduced effect on human health and the environment. The A/E shall refer to UFC 1-200-02 HIGH PERFORMANCE AND SUSTAINABLE BUILDING REQUIREMENTS for guidance on sustainable strategies and best practices.

6. CONSTRUCTION BUDGET:

A. If during the design, it is found the project as scoped is not be likely to be within the construction budget, the A/E shall make recommendations to the Contracting Officer on how to reduce the project scope or shall identify what factors specifically justify providing additional construction funding to achieve the original scope.

7. CONCEPT DESIGN SEQUENCE - MILESTONES, SCHEDULE, & REQUIREMENTS:

A. The following design milestones shall be required:

Meeting: Project “Kick-Off” Charrette: 3 Day Schematic Design Charrette First Informal Review: Over the shoulder (OTS) review prior to Presentation Presentation: 3D Concept Models Submission & Presentation Second Informal Review: OTS incorporating feedback after Presentation Draft Final Submittal: Concept Design Package Submission Final Submittal: Concept Design Package Submission

B. The A/E shall provide review documents in hard copy format and electronic files in both original (i.e., AutoCAD, MS Word, Excel) format and PDF format. Each design review submission shall be as indicated below.

C. The A/E shall examine the schedules set forth below and recommend to the Government any changes to the allocations of time for each phase, the net effect of which would be to either provide more time for phases needing more time or to shorten the entire design schedule.

D. MEETING - PROJECT "KICK-OFF"

1) After contract award, a pre-design meeting will be conducted with the A/E Design

Team and Government Project Development Team. The purpose of the meeting to review the scope of work, the deliverable requirements, and schedule, with the A/E

Design Team. The design charrette shall also be discussed. Comments and discussions at meeting may cover a wide variety of issues.

2) Schedule:

Project kick off meeting shall occur no later than 7 calendar days after Notice to Proceed.

3) Required deliverable:

Meeting minutes

E. CHARRETTE

1) The A/E shall participate in a 3 day schematic design charrette at JBER. The A/E shall plan for the charrette to last three (3) full calendar days. The A/E may continue the charrette beyond 3 days if needed.

2) The objective of the charrette is to develop the design to a schematic design stage that includes, but is not limited to, a draft site plan, confirmed floor plan, exterior elevation sketches indicating proposed major features, and a draft design analysis describing major civil, landscape, structural, architectural, mechanical, electrical, environmental, and a parametric cost estimate.

3) During the charrette, a site visit to the existing Boniface VCC shall be conducted to verify and validate project requirements, and document existing site conditions that may affect the project construction. Site surveys shall include gathering information concerning site limitations or constraints, site utilities, environmental data, infrastructure, and other requirements and restrictions. The A/E may determine that geotechnical services begin during the charrette phase.

4) As part of the charrette the A/E and the Government shall review and discuss in detail the approved floor plan, all applicable design criteria, the Draft JBER- Elmendorf IFS, and the design objectives. The A/E shall plan to have all necessary design disciplines present, or available by telephone, including but not limited to architectural, interior design, landscaping, civil, structural, mechanical, electrical, fire protection, and cost estimating. Government designers and engineers, user representatives, and other subject matter experts will be made available as needed.

5) The Government shall provide a conference room on the Base with data communication, where the Team can work and conduct the entire charrette.

6) The A/E shall have access to base drawings files and archives to conduct research to develop a history of site usage. Some digital files may be available. Information gathered shall be distributed at the Charrette and shall be incorporated into the Charrette Report.

7) At the conclusion of the charrette, an informal out-brief will be given by the A/E to the Project Development Team describing the charrette findings and proposed schematic design. The out-brief shall convey design concepts utilizing appropriate graphic visuals such as colored freehand, sketch-up, CAD drawings, computer renderings, or PowerPoint presentations.

8) A written schematic design narrative with a summary of the charrette findings shall be provided, including but not limited to discussion and recommendation of various design alternatives which have been explored and evaluated. Key decisions/choices that were made by the Government should be documented. The schematic design narrative shall also identify each and all required systems, utilities, and major (built-

in) equipment with a brief description of type, location, use and extent. The A/E shall address constructability issues and their impact on project construction cost.

9) Schedule:

3 Day Charrette meeting shall occur no later than 10 calendar days after Project kick off meeting.

10) Required deliverables after charrette:

Meeting minutes Schematic design narrative Schematic design development concepts (electronic and hard copy) Preliminary Current Working Estimate (CWE)

F. FIRST INFORMAL REVIEW – OVER THE SHOULDER

1) Prior to submitting and presenting the 3D building model concepts to Base

Leadership, an "over-the-shoulder" review shall be conducted with the A/E and Government Project Development Team. The review shall include review of a minimum of two schematic 3D building models at draft stage. The objective is for the Project Development Team and A/E to agree on the direction of the schematic models prior to the presentation with Base Leadership. The CWE shall be discussed at the meeting as well.

This OTS meeting shall occur at a date to be determined by the A/E prior to 3D model presentation.

3) Required deliverables:

Draft 3D Perspective Building model Concepts (electronic or hard copy format) Preliminary CWE

G. PRESENTATION – “3D” CONCEPT BUILDING MODELS PRESENTATION:

1) The A/E shall develop a minimum of two (2) each, separate and distinct concepts, for the exterior of the new VCC. The concepts shall be presented graphically as building perspectives, via “SketchUp", or other building image modeling format. The perspective models shall be based on the Government's concept floor plan and the information collected at the charrette and site visit.

2) The exterior perspective models shall graphically illustrate building massing concepts, to include roof design, entrance canopy design, as well as exterior finish materials and colors. Surrounding landscape shall be shown for context, and may include the adjacent vehicle entrance canopy for context. The A/E may determine at their discretion how many perspectives are necessary to convey the design of each concept.

3) A minimum of one interior perspective for each of the two concepts shall be required depicting the VCC lobby (public space). The interior model shall convey the interior massing, fenestration, any exposed structure, and MEP, as well as convey interior finish materials and colors.

4) The 3D concept models shall culminate in a computer generated electronic presentation to Base Leadership led by the A/E. The objective of the meeting is to gain Leadership input and “buy in” prior to moving forward to the Draft Final Concept Design submittal.

5) As part of the presentation, the preliminary CWE shall be available for discussion.

The A/E and cost estimator shall jointly determine what level of estimate detail is appropriate at this stage.

6) At the outcome of the meeting, the A/E may be directed to proceed with one of the concepts, or may be asked to modify one of the concepts based on Leadership feedback. A follow up meeting and presentation with Leadership shall not be required.

7) Schedule:

This 3D model presentation shall occur no later than 30 calendar days after the Charrette.

8) Required presentation deliverables:

CWE

H. SECOND INFORMAL REVIEW – OVER THE SHOULDER

1) Prior to proceeding to the draft final concept design phase, an "over-the-shoulder" review shall be conducted with the A/E and Project Development Team. The objective is for both parties to discuss and confirm any changes requested during the presentation to Base Leadership.

2) Based on feedback at the Leadership presentation, if building model revisions are requested, the revised 3d model drawing shall be presented at this over the shoulder meeting. Once the "over-the-shoulder" review is complete and the final building model is approved, the A/E shall move forward with production of the draft final concept design package.

3) Schedule:

This OTS meeting shall occur at a date to be determined by the A/E, prior to draft final concept design submission.

4) Required Deliverables:

Draft Final 3D Building Model Concept

CWE

I. DRAFT FINAL SUBMITTAL – CONCEPT DESIGN PACKAGE:

1) For this submission, The A/E shall submit a draft final concept design package for formal Government review. The final concept design package includes, but is not limited to, detailed design narratives, drawings, catalogue cuts, cost estimates, and geotechnical report.

2) The draft final concept design submittal shall include all documents required in the final concept design submittal. Comments generated from the Government review of the draft final submittal are to be addressed and incorporated into the final concept building design package submittal.

3) The A/E shall refer to UFC 3-101-01 ARCHITECTURE and UFC 3-120-01

INTERIOR DESIGN for guidance related to developing the design package. CAD drawings shall comply with the JBER CAD/GIS Record Drawing As-Built Standard.

4) Schedule:

This submittal shall occur no later than 28 calendar days after the 3D model presentation.

The Government shall have 14 calendar days to review the submittal and provide comments.

5) Required Deliverable:

Refer to DELIVERABLES section below.

J. FINAL SUBMITTAL – CONCEPT DESIGN PACKAGE:

1) The Final concept design shall be a corrected version of the draft final concept design submittal with all accepted Government review comments incorporated. In addition, this final submittal shall also include a color board, a final 3D rendered perspective building model, and a final cost estimate.

This submittal shall occur no later than 10 calendar days after draft final design submittal comments are received.

3) Required deliverables:

8. DELIVERABLES - DRAFT FINAL AND FINAL CONCEPT DESIGN PACKAGE

A. GENERAL REQUIREMENTS

1) The A/E shall submit five (5) hard copies and five (5) electronic copies of each design package.

2) All electronic files shall be submitted with editable (original format) and pdf files on

CD-ROM.

3) Hard copy drawings shall be 11”x17” arranged by discipline.

4) Provide bounded 8-1/2” x 11” size design analysis, catalog cuts, cost estimates, geotechnical report, design review comments, and meeting minutes.

5) Draft Final and Final Concept Design deliverables shall include the following:

a) Design Analysis/Narratives for all disciplines

b) Drawings as required

c) Material/Production Data Information "Catalog Cut Sheets"

d) Rendered 3D perspective Building Model (with final design submittal)

e) Color Board (with final design submittal)

f) Cost Estimate

g) Geotechnical Report

h) Meeting Minutes (with final design submittal)

i) Annotated Design Review Comments (with final design submittal)

B. DESIGN ANALYSIS (NARRATIVES)

1) In addition to a detailed architectural design analysis, civil, landscape, structural, fire protection, mechanical, plumbing, & electrical (including technology), narratives shall be required.

2) The A/E shall provide a design analysis with the Draft Final and Final Concept Design Submittal Package. The Design Analysis should include but not be limited to the following topics: Project Description, User Requirements, Building Code Analysis, Project Site Analysis, Environmental, Anti-terrorism/Force Protection requirements, Environmental Concerns, Sustainability, Antiterrorism/Force Protection (AT/FP).

3) The A/E shall refer to the Architecture UFC 3-101-0, section 5-3.3, Architecture

Basis of Design, for guidance as to what should be included in the Design Narratives at concept design level.

C. DRAWINGS

Draft Final & Final Concept Design Drawing – Required submittal documents:

1) This submittal is considered Final Concept Design and thus, shall identify architectural requirements and preliminary civil, landscape, structural, fire protection, plumbing, mechanical, & electrical (including technology) systems design. Project scope must be defined/designed as required to provide an accurate final concept design construction cost estimate.

2) The A/E shall refer to the Architecture UFC 3-101-01 and Interior Architecture UFC

3-120-10 for guidance as to what should be included in the exterior and interior drawings at concept design level.

3) Drawings shall adhere to the most current version of the JBER CAD/GIS Record

Drawing As-Built Standard (see appendices).

4) The following list of drawings is included as guidance to assist the A/E in preparing the actual requirements to meet the final concept design submittal.

General

G1: Title Sheet – identify project, project numbers, schedule of drawings, etc.

G2: Code Compliance Plan(s) – code analysis identifying all applicable code requirements, i.e. life-safety, building/room occupant load, exits, fire, etc.

Site/Civil

C1: Site Demolition Plan – identify existing building and utilities to be demolished & new constructions on the site, including buildings, parking, etc;

identify any/all special site construction C2 Site Plan - identify new construction and utilities on the site, including buildings, parking, etc; identify any/all special site construction.

C3: Preliminary Site Utilities Plan – identify location of project utility connections & all exterior mechanical/electrical equipment C5: Site Grading/Drainage Plan – identify preliminary site grading/drainage relative to new construction and parking lot revisions

Landscape

L1: Landscape Plan – identify proposed soft and hard landscape elements.

Architectural

A1: New Floor Plan – fully dimensioned, partially noted; coordinated with proposed structural system(s) A3: Enlarged Floor Plan(s) as required -- special areas (bathrooms, mechanical rooms, lobby area locations as required, etc…) – identify fixtures, equipment, etc.

A4: Exterior Elevations (all) – identify all exterior finishes A5: Interior Elevations – as required to convey design intent (VCC lobby/waiting area, ID check–in counter, kiosk counter, bathrooms, kitchenette/coffee bar area, etc.)

A6: Interior Finish Schedule – identify all finishes in all spaces A7: Building Cross Section(s) – identify special building features & note key project design elements, minimum 2 cross sections through lobby areas (north/south and east/west sections) A8: Reflected Ceiling Plan(s) – identifies ceiling pattern with light fixture & supply/return grille locations, coordinated with any exposed structural elements A9: Roof Plan – identify roof slopes/materials

Structural:

A/E shall determine whether structural drawings are required to support the structural narrative and convey design intent at conceptual level, including coordinating and de-conflicting with other disciplines.

Other Disciplines (Mechanical, Plumbing, Electrical, Fire, Equipment Placement):

A/E shall determine if any other discipline drawings are required to support the narratives and convey design intent conceptual level, including coordinating and de-conflicting with other disciplines.

D. MATERIAL/PRODUCTION DATA INFORMATION “CATALOG CUT” SHEETS

1) Provide samples and catalog cuts as required for all exterior and interior finishes.

2) Color Board: The A/E shall be provide an interior finish color board. Refer to Interior Architecture UFC 3-120-10 section 4-6.1 and 4-7 and Architecture UFC 3- 101-01, section 5-3.6 for guidance.

E. RENDERED 3D PERSPECTIVE MODEL: Approved interior and exterior rendered perspective images shall be required, in both hard copy and electronic copy.

F. COST ESTIMATE:

1) During concept design, the A/E shall provide a CWE for each meeting/submittal commensurate with design stage. The CWE shall be as accurate as possible and shall also state the construction period the estimate is based around along with a separate line item delineating the applicable escalation percentage applied and resulting costs.

2) The A/E shall prepare a final construction cost estimates that include a breakdown of individual line items that accurately reflect the quantity take-off of the various categories of work involved, unit of measure, quantities, unit cost, overhead, and profit, and bonding. Unit costs for material, labor, and equipment shall be shown.

Cost estimate shall be organized by CSI Master Format. Cost estimate shall reflect contingencies appropriate at the concept design stage. Cost estimate shall assume summer/fall of 2019 proposal and award time period. Construction cost estimates shall be submitted with each design review and with the final submission.

G. FINAL GEOTECHNICAL REPORT: Subsurface geotechnical investigation and subsurface utilities survey will be required. Subsurface utilities survey shall include identification of inverts at existing manholes if not provided by base provided utility maps.

The A/E shall determine, by geotechnical investigation, the existing soil conditions including PH of the project site. Include a Preliminary Geotechnical Report, with recommendations, in the Design Analysis. A letter that certifies the Geotechnical Engineer concurs with the design alternative is a requirement. Initiate this investigation/survey during or immediately after the Design Charrette or discuss with 673CES if results are needed sooner and the resulting project schedule revisions.

H. MEETING MINUTES AND ANNOTATED DESIGN REVIEW COMMENTS:

During the course of the contract, the A/E shall be called upon to attend meetings pertaining to the project. The A/E shall prepare written memoranda of all meetings, including list of attendees, pertinent instructions, and information received verbally or otherwise. A/E shall provide a copy to the Government within five (5) business days.

9. DESIGN CRITERIA & STANDARDS:

A. Design and construction shall be in accordance with applicable industry and military codes, standards, and regulations. The most stringent shall govern when discrepancies occur. In the case of conflicting requirements, military publications and standards shall supersede provisions in the IBC and other non-military references noted.

B. In addition to design criteria referenced, the publications listed below shall be used for this contract to the extent referenced. Unless noted otherwise, the latest edition at the time of the contract shall be used.

Unified Facilities Criteria (UFC)
